Project Lead
The Contractor shall be capable of performing the tasks and/or possess the skill sets listed
below:
+ Possesses at least 10 years of project and program management experience leading enterprise application teams using SCRUM and Kanban development methodologies, including direct oversight of the Enterprise Governance Risk and Compliance (currently RSA Archer) platform and application development, testing, documentation, and stakeholder coordination.
+ Manage the enterprise GRC platform and application support across multiple U.S. Department of Health and Human Services (HHS) Operating Divisions (OpDivs), ensuring timely delivery of updates, enhancements, and fixes align to the System Development Life Cycle (SDLC).
+ Oversee scheduling, prioritization, and resource alignment across functional roles including developers, Quality Assurance (QA), lab administrators, and business analysts.
+ Facilitate integrated planning meetings, Agile sprint reviews, retrospectives, and executive-level briefings to track progress, identify risks, and support continuous improvement.
+ Maintain and manage the enterprise GRC platform and application project plan, aligning milestones with the Information System Security Manager's (ISSM) activities and responsibilities including Authority to Operate (ATO) deliverables, system enhancements, and compliance-driven requirements.
+ Coordinate Change Control Board (CCB) reviews for new functionality and system updates, ensuring impacts are analyzed and documented in alignment with security and privacy controls.
+ Track and report status of the enterprise GRC platform and application risks, Plan of Action and Milestones (POA&M) progress, and compliance activities received from the Information System Security Manager (ISSM) using dashboards and briefing materials aligned with the Federal Information Security Modernization Act (FISMA) and Zero Trust strategy.
+ Produce and deliver Weekly GRC platform and application Status Reports and Metrics, Weekly Change Requests, Updates, and Adjudication Metrics.
+ Utilize tools such as ServiceNow, Remedy, and Microsoft Project (MS Project) to manage task assignment, incident queues, and delivery timelines for the Architecture and Design Branch (ARCH) program.
+ Act as primary point of contact with stakeholders for enterprise GRC platform and application related activities, collaborating with security, policy, and privacy teams, system owners, and infrastructure support to ensure operational readiness.
+ Maintain documentation for project decisions, scope changes, implementation milestones, and OpDiv onboarding efforts.
+ Support program-wide performance measurement, providing evidence for contractor performance assessments and federal oversight.
+ Demonstrate working knowledge of HHS security, policy, and privacy governance, compliance documentation processes, system lifecycle milestones, and policy enforcement timelines.
+ Possess a bachelor's degree (or higher) in IT, Business, or related field.
+ Preferred certifications include Project Management Professional (PMP), Certified Scrum Product Owner, Certified Scrum Master, Archer Certified Associate, or equivalent experience managing federal IT projects.
+ Exhibit strong leadership, organizational, and communication skills to manage team performance and drive multi-functional initiatives to completion.
+ Coordinate across contractor and federal roles, ensuring communication channels support situational awareness, alignment with federal priorities, and shared understanding of risks and challenges.
+ Familiarity with supports integration of Open Security Controls Assessment Language (OSCAL)-based documentation and machine-readable outputs for Authority to Operate (ATO) planning, risk tracking, and FISMA audits.
+ Able to coordinate with applicable roles-such as automation engineers, documentation managers, and compliance leads-to ensure that OSCAL output is consistent across artifacts and accessible for federal oversight.
+ Must be familiar with and adhere to the full Enterprise Performance Lifecycle (EPLC) and defined Software Development Life Cycle (SDLC) policies. This includes responsibility for documenting design, implementation, testing, deployment, rollback, and lessons learned. The position will lead a team to develop recommendations for utility upgrades to meet future load growth. This will include projecting loads, modeling future loads, and designing solutions related to serving the project loads.   • Minimum 3-5 years of relevant transmission planning, and/or generation/transmission modeling work experience.
  • Relevant working experience with power system modeling software tools such as PSS/E, PSLF, PowerWorld, PSS/MUST, TARA.
  • Transmission planning experience on bulk power systems.
  • Familiarity with design, planning or operation of distribution and/or transmission facilities.
  • Familiarity with RTO or non-RTO interconnection and planning requirements.
  • Familiarity with NERC reliability standards requirements associated with planning, rating, and modeling of transmission and generation facilities.
  • Ability to read and interpret electrical distribution and/or transmission one-lines and associated equipment specifications.

Job Description

Project Lead the Transmission Energy Delivery Team . This position is fully remote and will require 10% as needed.

The main responsibilities are listed below.

  • Develop, verify and/or adjust the planning power system models (power-flow, short-circuit and dynamic) and the operating network models with respect to transmission topology, transmission and generation electrical characteristics.
  • Use and interpret vendor-supplied and client-supplied information for the development of the planning power system models (power-flow, short-circuit and dynamic) and the operating network models.

This position is fully remote and based out of theMarietta (Atlanta), GA office. As related to the North American ElectricReliability Corporation (NERC) Operations & Planning and CIP ReliabilityStandards. The Project Lead will assist in the coordination and execution ofregulatory compliance activities for the Energy Reliability & SecurityDepartment. This includes supporting the implementation of complianceinitiatives, helping review and organize documentation, and performing basicmonitoring tasks under the direction of senior staff members. The Project Leadwill track compliance activities, coordinate maintaining documentation andevidence, and support senior staff on compliance-related efforts.

Work under the direction of senior staff members to supportcontinuous improvement of GDS's NERC Compliance offerings to ensure that GDS isproviding clients with best in class service and value by:

  • Support clients' compliance requirements with operational and technical requirements set by the Federal Energy Regulatory Commission (FERC), NERC and Regional Entities, and various Regional Transmission Organizations. Gather and organize data for self-certifications, NERC and Regional data requests, both scheduled and unscheduled, and other compliance reporting.
  • Assist senior staff members in maintaining documentation and evidence to support GDS clients' compliance activities.
  • Provide general support during internal and external audits of clients, such as organizing records, preparing materials, and tracking audit data requests.
  • Help senior GDS staff members identify and log compliance concerns and assist in developing and documenting corrective actions as directed by senior staff.
  • Participate in preparation efforts for mock audits of clients, helping coordinate data requests, compile evidence, and track gaps or deficiencies to be addressed following a mock audit.
  • Help maintain client procedures and other required documentation, ensuring that procedures are reviewed on the required schedule (annually or every three years, typically), tracking task completion and signatures, and following up with responsible individuals to ensure timely action.
  • Support efforts to document client internal controls in collaboration with senior staff and client SMEs and help track progress toward mitigation plans or corrective actions related to identified compliance risks.
  • Monitor compliance-related communications (e.g., industry updates, calls, bulletins) and share relevant information with the GDS Reliability Services team and other GDS SMEs. Assist with preparing materials or logistics for internal training sessions when required.


  • Bachelors of Science Degree from an accredited engineering school in relevant engineering discipline required, e.g. Electrical, Nuclear, Mechanical, Industrial, Civil, or Information Technology.
  • Minimum 3 to 5 years of experience in an electric utility or related business working with NERC Compliance.
  • Demonstrated ability to communicate clearly, concisely and in a collaborative and professional manner.
  • Independent problem-solving ability and constructive questioning.
  • Technical knowledge and experience with transmission system operations, various generation resources, utility equipment maintenance and/or planning.
  • Previous experience working in a regulated environment, especially in the electricity sector or in other related industry.
  • Project team collaboration.
  • Up to 25% travel to Client sites and industry meetings.
  • In lieu of 5 years of experience, applicable credentials (PE, PMP) plus 3 years of experience may be substituted. Credentials such as a professional engineering license (PE), PMP, or cyber security professional certification such as CISSP are desirable but not required.
  • Must pass background check before employment and again at least once every 7 years.
