DELIVERABLES OR TASKS
• Develop, implement, and deliver Enterprise Master Automation Test Strategy for projects or programs in both; BDD/TDD and Hybrid; linear test frameworks on various platforms such as Desktop, Multiweb, and Mobile Web & Apps.

• Lead one or multiple quality engineering teams for Unit, Functional, Regression, E2E testing artifact readiness and results through test automation practice defined by State Fund QA Management.
• Monitor script/code development in team and identify bottlenecks/thresholds in existing/new code with strong JAVA coding skills inclusive of current and existing projects.
• Define & maintain QA release capacity plan for automation deliverables, test automation
infrastructural needs, track test environments, and test data needs for SDLC projects and programs.
• Collects, organizes, and analyzes statistical information from variety of sources technical (i.e. web
Logs), and non-technical (i.e. product side) to support high-quality test case design.
• Expert in "Quality AGILE + DevSecOps " testing transformation initiatives across UI, Microservices, API test management, CI/CD integrating with Continuous Testing, and Cloud Native architectures.
• Deliver end-to-end project & product software testing lifecycle (STLC) needs such as requirement review, technical assessment, test estimation, meet defined target timelines, represent QA with technical project managers, and support and involve in manual testing as required.
• Constantly look for opportunities to improve testing through innovative automation & best practices.
• Work closely with QA Management to support & improve efficiency in test automation net outcomes.
• Deliver project Go-Live demands to production, send reports in a timely manner, conduct post-production quality review sessions, and complete ownership of quality in production.
Required Time Allocation:
65% • Automation Platform Team Architect. Involves in Core Platform Framework implementations, AI-Based QA Bot rollouts, Building Rate Test Engine tools, and delivering various engineering initiatives for DevOps and Cloud Native products. Additional tasks would be around ADS/Azure Enhancements, keeping up with Security Upgrades, Software Upgrades, Browserstack Coordination, plus various existing framework enhancement activities on application team request basis & best practices on keeping up with Technology
25% • Technical guidance, constant communication & coordination with application team members & ensuring that automation team members comply with set standards by platform team
10% • Close coordination with multiple IT or business stakeholders, developing ROI based needs, and supporting Test Automation management team.
TECHNICAL KNOWLEDGE AND SKILLS:
• 10+ years of (QE) Quality Engineering test automation experience in developing Automation Scripts using Selenium, TestNg, AutoIT, Grid & Webdriver, xPath utilities, custom reports, trend analysis, file difference / compare tools, Protractor, Watir.
• Master's or Bachelor's Degree
• 5+ years of hands-on programming/scripting experience in Java. PythonRubyC# programming is an added advantage but the primary essential coding skill required is Java.
• Day-to-day hands-on experience over object handling parameters based on MVC, MFC, DOM, CSS, JavaScript, JNode, JQuery, DHTML technologies, NodeJS, AngularJS, JSON, .Net CORE
• Strong experience with BDD test automation frameworks using Cucumber-JVM, Mocha, Chai, Gherkin best practices.
• Strong experience with POM and with API testing frameworks primarily on REST-Assured & Jersey JAX-RS. Added advantage skills were SOAPUI, Tosca, Apigee, Jmeter, Assertible, and Karate DSL.
• Experience with JIRA & XRAY API level implementations. Knowledge of Defect Management process in Client ALM & JIRA.TestRail and Zephyr is an added advantage skillset.
• Experience with Mobile Test Automation (Appium & Android SDK) including any of integration solutions such as Browserstack, Saucelabs, Perfecto, and Keynote DeviceAnywhere.

• The project lead will work with management, developers, and quality assurance personnel, to meet these goals.
• Additionally, the Test Automation Project Lead will also support the smoke/sanity testing requirements of DevOps Release Engineering team after build deployments. These build tests will ensure that the code drops to quality assurance are of the highest quality.
• The project lead will provide a practical approach to complex product testing, specifically in the areas of the automation of test cases for the purposes of regression testing. He/she will be a creative and proactive thinker and will make use of current technologies to provide extensible automation infrastructures.

Your Key Responsibilities
- Serve as Senior Project Manager and/or Project Technical Lead for water OT infrastructure projects that include Programmable Logic Controller (PLC), Distributed Control Systems (DCS) and Supervisory Control and Data Acquisition (SCADA) for new installation and replacement projects for pumping stations, conveyance, wastewater treatment and water treatment.
- Provide technical leadership for OT projects that includes key and strategic clients in the southwest United States (US) and occasionally for projects in other regions of the US, Canada, and abroad, by performing a variety of tasks to plan, design and deliver the work.
- Facilitate the development of OT solutions with clients. This includes, but may not be limited to face-to-face client interactions, site visits, technical training for client staff, and workshop presentations.
- Plan, organize, and manage the production of project deliverables to ensure on-time delivery, high technical quality and within the budget.
- Prepare technical evidenced proposals with equipment suppliers/vendors.
- Execute multiple concurrent projects efficiently.
- Work with more junior engineers to perform SCADA Master Plans, design process data integrations, write control system engineering reports, and select OT System design criteria.
- Conduct alternative analyses to support business case evaluations for project decisions.
- Effectively apply industry and client standards to project work.
- Work with teams for projects, which require meetings with clients, contractors, utility companies, and governmental agencies.
- Effectively plan, manage, and communicate project scope, budget, and schedule requirements with clients and with the internal Stantecteam.
- Identify appropriate resources and skill sets to achieve project objectives as well as manage contract terms, track and manage costs and schedule, and implement measures necessary to stay on schedule and within budget.

- Expertise and work history in the design and delivery of projects working with top vendor platforms such as Rockwell, Emerson, Schneider and/or ABB is required.
Education and Experience
- Bachelor's degree or equivalent in a related engineering field (e.g. Electrical, Mechanical, Chemical, etc) from an accredited institution.
- Master of Science in Electrical, Mechanical or Control Systems Engineering from an accredited institution is preferred.
- Licensed Professional Engineer required.
- Project Management Professional is preferred.
- Minimum of 15 years of experience in water OT related infrastructure design projects
- Must have good driving record and valid driver's license.

**Pay Range:**
- Locations in WA, DC & Various CA areas - Min Salary $ 127,700.00 - Max Salary $ 191,400.00

+ Leads risk and opportunity management for their assigned program.
+ Provides the coordination between resource managers/supervisors and ensures all necessary reviews and approvals are received.
+ May support Engineering Change Proposals (ECPs) and writing of Bases of Estimates (BOEs) to support proposal work.
+ Viewed as an expert and/or resource within the field by peers in and outside the organization with an in-depth knowledge of project management.
+ Lead weekly and quarterly meetings with customers. Presenting as part of Preliminary Design Reviews (PDRs), Critical Design Reviews (CDRs).
+ Frequent use and application of technical standards, principles and techniques
+ Prepares and monitors engineering project team schedules, plans, budgets, program/functional status reports, and competent in understanding and reporting EV metrics.
+ Estimates resource needs for developmental programs.
+ Coordinates preparation of Work Breakdown Structures (WBS), task descriptions, BOEs and other resources required to perform cost estimating.
+ Works with team to make significant improvements of processes, systems, solutions, standards, operational plans or products to enhance performance of job area, develop new concepts or standards. Have measurable impact on the achievement of overall function or business results.
Qualifications:
+ Bachelor's Degree and minimum 9 years of prior relevant experience, Graduate Degree and a minimum of 7 years of prior related experience, or in lieu of a degree, minimum of 13 years of prior related experience.
+ Ability to obtain US DOD Secret Clearance which requires US Citizenship
+ Multi-Disciplined Team Lead Experience 9+ years after receiving Bachelor's degree.
+ Must have prior experience being a Technical Lead on a developmental or production program.
+ Working knowledge of DOD program environment; esp. FAR, ITAR, FMS, DCS, MIL requirements.
+ Exerts influence in the successful execution of programs & projects through review of actions such as but not limited to review basis of estimates (BOE), tracking program technical performance measures, and ensures programs adherence to engineering processes and best practices.
+ Experience with Work Breakdown Structures (WBS), Organizational Breakdown Structures (OBS), and change management withing the Program Management Baseline (PMB).
+ Must have a good working knowledge of Earned Value Management and competency in understanding and EAC/ETC reporting metrics.
Preferred Additional Skills:
+ Ability to read and interpret mechanical engineering drawings of complex components.
+ Basic understanding of computer network component functions (routers, servers, switches, firewalls).
+ Experience with engineering change management, impacts and risks to other aspects of the program and project.
+ Highly organized and detailed work. Demonstrated ability to document internal and external action items and see them to closure.
+ Exposure with cybersecurity and risk management framework.
+ Degree in one of the following disciplines is preferred: Software Engineering, Electrical Engineering, Electricial Computer Engineering, Systems Engineering, or Computer System Engineering.
+ Excellent communicator and well-organized leader
+ Experience in leading cross-functional teams
+ Familiarity with Microsoft Project, critical path management
+ Able to read cost reports and generate ETCs
+ Ability to manage expectations and identify scope changes in dynamic customer requirements.
+ PMP Certification
+ Excellent Presentation skills
+ Experience in the use of Product Development Process and methodologies ISO 9001 compliant processes)

In compliance with pay transparency requirements, the salary range for this role in California is $125,000- $232,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
