The Project Lead will lead and coordinate the integration of Communication, Navigation, Surveillance/Air Traffic Management (CNS/ATM) capabilities across multiple Navy aircraft platforms. This role requires deep expertise in systems engineering, acquisition lifecycle management, and cross-functional coordination to ensure successful delivery of avionics upgrades and compliance with ACAT program requirements.

Essential Functions:
- Engineering Management & IPT Support
- Provide technical leadership to the CNS/ATM Integrated Product Team (IPT)
- Oversee platform integration efforts, systems engineering processes, and technical reviews
- Manage risk assessments, project plans, and acquisition documentation
- Aircraft Integration & Sustainment
- Lead engineering management for CNS/ATM capability integration on fielded Navy aircraft
- Ensure sustainment and performance optimization of integrated systems
- Systems Acquisition Coordination
- Facilitate cross-functional integration across engineering, procurement, finance, environmental, configuration management, testing, manufacturing, and logistics
- Support program direction implementation through structured coordination
- Systems Engineering Technical Review (SETR)

- Contract & Documentation Oversight

Requirements
Required:
- 10+ years of experience in Navy aviation systems, CNS/ATM integration, or related defense programs
- Proven experience with ACAT programs and SETR processes
- Strong understanding of DoD acquisition regulations and lifecycle documentation
- Excellent communication, leadership, and stakeholder management skills
- Experience with avionics systems, mission planning tools, and integrated logistics support
- Bachelor’s degree in Engineering, Systems Management, or related field
Security Clearance:
Active Secret or Top Secret/SCI clearance required. Requirements to obtain a clearance include US Citizenship, security investigation, etc.

Provides subject matter technical support and leadership for the design development and construction oversight of HVAC and related mechanical systems for building construction projects in the public and private sector. Responsibilities include the lead design role and project management for mechanical systems including HVAC, plumbing, fire protection, central energy plants, medical gas systems, sustainability design, and building automation systems. Project types consist of primarily complex facilities in industries such as healthcare, higher education, laboratories, research and manufacturing, mission critical, and other institutional type buildings in both new construction and renovation applications. Provides leadership with ensuring that responsibilities are delivered and adhered to with a level of quality that meets or exceeds acceptable industry standards for design, safety, and functionality.
**Your Impact**
+ Provide oversight with collecting, compiling, and analyzing data from the physical work site, surveys, blueprints, schematics, data, technical drawings, computer-generated reports, and other matrices for project development, design, and construction.
+ Apply high-level mechanical engineering techniques and processes to identify improvements involving more complex building and infrastructure engineering work including concept development, preliminary design, final design, procurement, construction, and operation.
+ Perform professional mechanical engineering work and conduct more complex/comprehensive investigations and inspections of proposed and existing site conditions, equipment, resources, facilities, building, infrastructure, usage, and mechanical systems to determine conformance with applicable rules, standards, and construction or operating permits.
+ Develop construction and installation plans, specifications, and cost estimates; preparing construction safety and phasing plans, and updating infrastructure layout plans that require coordination with owners, other disciplines, sub-consultants, and clients.
+ Involved from project inception to completion in the management of mechanical design and construction of building and infrastructure projects, including rehabilitation and reconstruction, new builds, operating specifications, building materials, phasing, and construction safety plans.
+ Oversees the development and implementation of advanced technologies, monitoring devices, building materials, modeling techniques, design requirements, load calculations, and operating strategies to account for the proper installation and functioning of equipment and systems; implementing future-ready solutions with mechanical engineering design standards.
+ Provide high-level technical assistance on various engineering, design, and construction issues relating to automatic temperature control systems and specifications, air distribution (supply, return, exhaust), hydronic systems (chilled water, heating water, etc.) and plumbing systems (domestic water, waste, vent, storm, etc.).
+ Lead larger-scale mechanical engineering projects ensuring contributors know what they are required to do and by when, preparing and overseeing relevant project budgets, monitoring external events, tracking hours and expenses, ensuring satisfactory performance, and supervising subcontractors, contract work, and employees.
+ Meet with various public or private entities or individuals to discuss issues relating to a variety of engineering/construction challenges and programs.

Our client, a renowned engineering consultancy, is seeking an experienced Lead Civil Project Engineer to manage and deliver complex infrastructure projects. This role is based in our office in Baltimore, Maryland, US , offering a hybrid work model that combines in-office collaboration with remote flexibility. You will oversee project lifecycles from conception through completion, ensuring technical excellence, adherence to budgets, and client satisfaction. Key Responsibilities:
- Lead the design, planning, and execution of various civil engineering projects, including transportation, water resources, and site development.
- Manage project teams, including engineers, designers, and technicians, fostering a collaborative and productive work environment.
- Develop project scopes, budgets, and schedules, and monitor progress to ensure timely and cost-effective project delivery.
- Perform complex engineering calculations, design analysis, and prepare technical specifications and drawings.
- Ensure compliance with all relevant codes, standards, and regulations.
- Liaise with clients, regulatory agencies, contractors, and other stakeholders throughout the project lifecycle.
- Conduct site investigations, feasibility studies, and prepare engineering reports.
- Review and approve engineering designs and calculations prepared by project team members.
- Identify and mitigate project risks, developing contingency plans as needed.
- Mentor junior engineers and provide technical guidance and professional development support.
Qualifications:
- Bachelor's degree in Civil Engineering from an accredited institution. Master's degree in Civil Engineering or a related field is a plus.
- Professional Engineer (PE) license in Maryland or ability to obtain it through reciprocity.
- Minimum of 8 years of progressive experience in civil engineering project design and management.
- Proven experience managing diverse civil infrastructure projects (e.g., roads, bridges, utilities, stormwater management).
- Strong proficiency in civil engineering design software (e.g., AutoCAD, Civil 3D, MicroStation) and project management tools.
- Excellent understanding of structural analysis, hydraulics, hydrology, and geotechnical principles.
- Demonstrated leadership, team management, and interpersonal skills.
- Exceptional analytical, problem-solving, and decision-making abilities.
- Strong written and verbal communication skills, with the ability to present technical information effectively to diverse audiences.
- Ability to work effectively in a hybrid work environment in Baltimore, Maryland, US .
- Experience with public sector projects is an advantage.
