DEPARTMENT OF TRANSPORTATION TECHNICAL EXPERTISE AND SUPPORT SERVICES (DOTTESS):
Bowhead seeks individuals to network with relative to a potential opportunity supporting the Department of Transportation (DOT) Technical Expertise and Support Services directorate located in Washington, DC. This directorate is tasked with providing support for Office of Safety's mission through related activities outlined in the task order work. Office of Safety approaches safety from several areas-all rooted in the Safe System Approach. This directorate will augment this work through expertise in transportation safety (engineering, planning, and research) and associated areas (e.g., public health, sociology, advocacy, industry, nonprofits, researchers, and the public).

**Qualifications**
+ Required education, years of experience, and certifications will vary based on position requirements

Physical Demands:

We are seeking a detail-oriented Quality Assurance (QA) Specialist with strong expertise in Power BI testing and Microsoft Fabric migrations. This role will play a critical part in ensuring data integrity, reliability, and performance across our reporting and analytics environment. The ideal candidate will combine front-end user testing skills (Power BI Service navigation, validating report usability) with back-end data validation (SQL queries, pipeline testing, data model checks).

Key Responsibilities:

• QA Strategy & Execution:
    o Develop and implement QA strategies for data workflows, pipelines, and models within Microsoft Fabric.
    o Establish repeatable testing processes to validate data quality, consistency, and accuracy across Power BI reports and semantic models.

• Testing & Validation:
   o Test Power BI Service functionality, including navigation, permissions, and user interactions.
   o Validate front-end report outputs and ensure consistency with underlying data sources.
   o Query SQL backend sources to confirm data accuracy, transformations, and performance.
   o Compare legacy vs. Fabric environments to ensure identical functionality and results.

• Automation & Documentation:
   o Design and manage automated testing processes for pipelines, models, and integrations.
   o Document test cases, scenarios, and outcomes in a clear, reproducible manner.
   o Track and report quality metrics, ensuring SLAs for data availability and accuracy are met.

• Collaboration & Issue Resolution:
   o Work closely with Business Analysts, Power BI Developers, Data Engineers, Modelers, and Governance Specialists to uphold data quality standards.
   o Conduct root cause analysis for data-related issues and coordinate resolution efforts.
   o Recommend improvements in testing frameworks, methodologies, and tools.

Required Skills & Experience
:

• Proven experience in Power BI Service testing, including navigation, permissions, and report validation.
• Ability to query SQL databases for back-end validation and issue troubleshooting.
• Comfort with Excel (pivot tables, lookups, comparisons) for validation and analysis.
• Strong understanding of data quality principles (completeness, accuracy, consistency).
• Familiarity with Microsoft Fabric and Azure environments.
• Knowledge of automated testing frameworks for data pipelines and integrations.
• Experience in defining, tracking, and reporting QA and data quality metrics.
• Strong documentation skills to create clear and repeatable test cases.


Preferred Qualifications:

• Hands-on experience testing data migrations to Microsoft Fabric.
• Familiarity with Azure security protocols and governance frameworks.
• Prior experience in root cause analysis for complex data/reporting issues.
• Exposure to continuous integration/continuous testing (CI/CT) practices.

**Job Overview:**
Provides technical assistance and support for internal customers, both in person and remote, using agency standard software and hardware. Troubleshoot, address and (to the extent possible) rectify software and hardware issues, meeting customer needs to use agency systems and/or maintain connection, usage, or physical set-ups of required hardware and/or software.
**Essential Duties and Responsibilities include the following (not listed in order of importance; other duties may be assigned):**
+ Perform software/hardware customer support and troubleshooting for workstation, laptop, printer, and other similar IT equipment.
+ Provide basic IT troubleshooting. While addressing the situation, keep end-users notified until resolved. If unable to resolve the issue within the same day, apprise management immediately and update the problem tracking system with all actions taken within one hour of the resolution of any issue.
+ Assist staff with user support of installed Microsoft, Adobe, and AutoCAD software applications.
+ Utilize the problem tracking system to document all end user, hardware and software issues encountered. The system is updated in real time and closed out properly upon resolution of issues.
+ Utilize email, instant messaging, and other monitoring tools to remain aware of current issues affecting widespread availability.
+ Open a ticket in the problem tracking system for every customer contact and determine and document scope, impact, and priority; resolve, or escalate as appropriate.
+ Follow-up with customers, vendors, or SSA components, as required, to resolve problems and ensure ticket updates are current.
+ Close all tickets only when a problem has been resolved to the customer's satisfaction and all steps to resolve an issue are completely documented in the service tickets.
