Description Of Work

In this position, you will be responsible for performing policy analysis, development and technical consultative work for the PA Justice Network (JNET) Communications Manager. This position performs assignments of broad scope in development, design, and completion of specialized analytical studies of significant, complex issues, problems, and trends in integrated criminal justice systems at local, state, and national levels. Work involves understanding criminal justice processes, business processes, and technical schematics; performing cost benefit analysis; and preparing and writing detailed impact analyses, detailed reports, and policies. Our team will rely on you to identify, analyze, and evaluate complex and JNET user and agency policies, procedures, and standards that may impact JNET integrity, operations, availability of data, or availability of functionality in order to maintain service and recommend enhancements. Work Schedule and Additional Information:

Full-time employment

Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 30-minute lunch.

Telework: You may have the opportunity to work from home (telework) part-time, up to two days per week. Management may discontinue the telework agreement at any time, for any reason. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.

Qualifications

Minimum Experience and Training Requirements:

One (1) year as an Information Technology (IT) Policy Associate 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration);or

Three (3) years of technical experience in IT resource management or policy analysis work and a Bachelor's Degree in Public or Business Administration, Policy Analysis and Planning, or a related field, which included or was supplemented by 6 college level credits in information technology;or

Two (2) years of technical experience in IT resource management or policy analysis work and a Master's Degree in Public or Business Administration, Policy Analysis and Planning, or a related field, which included or was supplemented by 6 college level credits in information technology;or

Any equivalent combination of experience and training.

**Responsibilities**
+ Support the development of documents such as one-page fact sheets, proposals, and other related materials for distribution to congressional members, congressional staff, other federal agencies, public health organizations and Surveillance Branch (SB) and National Healthcare Safety Network (NHSN) partners.
+ Under the guidance of SB leadership, support the interpretation and translation of scientific data into easily understood materials or responses to public, partner, or congressional inquiries.

+ Provide support to SB leadership to identify opportunities for new partnership connections and steward existing partnership relationships through engagement tactics such as partner meetings and calls, SB partnership email updates, and external collaborations (blog posts, podcasts, speaking engagements) to highlight CDC's SB subject matter expertise.
+ Support the development of written reports such as issue and background papers, program policies, proposals, and other substantive program documentation to support SB policy activities.
+ Conduct analysis, monitor data quality, and disseminate data related to the Patient Safety/Healthcare worker Safety policy in reports and presentations to SB and leadership to accomplish public health program goals.
+ Coordinate SB/NHSN issues management and review/ clear processes to ensure documents are properly reviewed and input is provided in a timely and efficient manner.
+ Under the guidance of SB leadership, support the response to congressional inquiries, letters and requests for hearings, briefings, and information from congressional members, federal agencies, and the public.
+ Engage in performance measurement/metrics as needed for reporting to congressional audience or as needed for reporting to various CDC and HHS initiatives.
+ Draft responses to requests from CDC OD, other federal agencies, and other federal entities such as the Government Accountability Office (GAO).
+ Collaborate with communications staff to coordinate web and Internet based content for SB and relevant partner resources.
+ Coordinate with other CDC divisions working on Healthcare Associated Infections (HAIs) and serve as HAI policy resource for divisions, CDC OD, and external partners such as the CDC Foundation.
+ Provide logistical support at approved program meetings in relations to communications and antimicrobial resistance activities.
+ Attend CDC approved non-commercial trainings required to learn new government systems to complete required tasks.

**Qualifications**

**Essential Responsibilities**
+ Responsible for administering and interpreting existing documented service policies and tariffs for internal and external customers by providing guidance in service policy. Proposes language for tariff changes which influences corporate policy and customer requirements.
+ Responsible for addressing escalated internal and external customer questions to facilitate the understanding and consistent application of policies and interpretations of the tariffs.
+ Coordinates with other business units to resolve external customer requests for exceptions to the company's Standard for Installation and Use.
+ Works with internal departments to recommend tariff changes to Service Policy to meet corporate goals while maintaining levels of regulatory compliance and fairness to all customers.
+ Works in conjunction with Asset Management, Legal and Rates to ensure policies and tariffs are accurate and up to date. Promotes consistent application of existing policies and recommend policy modifications as appropriate to improve processes and customer satisfaction.
+ Initiates efforts to maintain consistent tools for internal and external customers to easily access service policies and tariffs related to the business. Provide and/or coordinate training as needed to ensure consistent use of Service Policy procedures, tariff adherence.
+ Works with Electric Meter and Engineering on updates to the company's Standard for Installation and Use.
+ Initiate internal and external communication of tariff and policy changes. Responsible for website updates.
**Minimum Requirements**
+ Bachelor's degree in Engineering, Business Administration or related field or equivalent combination of education and experience.
+ Five years' experience in Construction, Engineering, Delivery Design, Process Improvement, Policy Development or close related field.
