This job assumes responsibility for strategic planning, oversight and technical coordination of voice telecommunications for OHS and affiliates. Establishes departmental objectives, policy and procedures with emphasis on service quality and reliability, directs daily operations of the voice telecommunications staff and coordinates departmental functions with other managers within Information Services, provides operational analysis and optimizes performance of voice communications services to effectively support the patient care and business operations of the organization and provides analysis and hardware solutions for all Facilities Development projects to ensure effective integration of new and renovated facilities into the telecommunications infrastructure. Participates in equipment life-cycle planning and the capital acquisition process and reviews and integrates technology developments which will enhance the telecommunication/unified communications infrastructure.

**Education**
Required - High School diploma or equivalent
Preferred - Bachelor's degree in Voice Communications, Information Technology or related field
**Work Experience**
Required - 10 years experience in the voice communications field OR 5 years experience in voice communications with a Bachelor's degree
**Knowledge Skills and Abilities (KSAs)**
+ Extensive knowledge and experience with VoIP and TDM voice communication technologies
+ General knowledge of the public PSTN network.

This is an engineering position with PM duties! Candidates should have an in-depth exp in A&E engineering including design review (AutoCAD Civil 3D), drafting, MACRO roof top sites, structural engineering, structural analysis, TELCO D markings, deliverables, project plans, job setup, costs, labor, BOM, MOP, SOW, RFPs, PNL, etc.

Day to day can include but is not limited to

  • Manage projects and clients as primary point of contact (main client is Verizon).
  • Review advanced engineering designs and/or technical data for completion and accuracy.
  • Responsible for the quality control/quality assurance process on all assigned projects.
  • Participates in formulating and coordinating proposals and provide other marketing and business development support.
  • Identify and develop opportunities with existing and potential clients.
  • Negotiate with clients on any scope changes relative to project budgets and schedules subject to supervisors approval.
  • Responsible for meeting predetermined goals on productivity targets and financial aspects of projects including profit, unbilled, accounts receivable, and direct the Project Accounting team on project invoicing.

Job Description
Position Summary:

We are seeking a highly qualified and experienced Project Manager to lead a complex Telecommunications Network Modernization initiative. The ideal candidate will have deep technical knowledge of communication circuits, including TDM and Ethernet technologies, and a proven track record of managing circuit migration projects involving fiber and wireless solutions. The PM will oversee the disconnection and migration of legacy circuits such as POTS, 56K, and T1 to modern MPLS, Ethernet, E-Line, and E-LAN technologies while working closely with carriers, vendors, and internal teams.

Key Responsibilities:
  • Lead end-to-end execution of network modernization projects, including the disconnection and migration of legacy circuits (POTS, 56K, T1) to modern technologies (MPLS, Ethernet, E-Line, E-LAN).
  • Coordinate with carriers, internal teams, and vendors to ensure timely delivery, installation, and testing of new fiber and wireless circuits.
  • Manage project scope, schedule, budget, and resources across multiple sites and stakeholders, optimizing time and costs under tight deadlines.
  • Maintain accurate documentation and reporting using O365 tools (Excel, SharePoint, Teams) and other tools
  • Facilitate regular status review meetings and provide clear, actionable updates on project progress, risks, and resource needs to leadership and stakeholders.
  • Ensure compliance with technical standards, business requirements, and operational timelines.
  • Support cross-functional teams with flexibility, a quick learning curve, and readiness to adapt to evolving project directions.
Required Qualifications:
  • 5+ years of experience in project management within the telecommunications or network infrastructure domain.
  • Strong technical understanding of communication circuits including TDM, Ethernet, MPLS, E-Line, and E-LAN technologies.
  • Proven experience managing circuit migration projects, including fiber and wireless deployments.
  • Proficiency in Microsoft 365 tools, especially Excel (pivot tables, data tracking), SharePoint, and Teams.
  • Excellent verbal and written communication skills; able to effectively engage with carriers, SMEs, business users, and executive leadership.
  • Strong organizational and time management skills; able to manage multiple priorities and work efficiently under tight deadlines.
  • Ability to quickly understand project direction and support team needs with minimal supervision.
  • Experience managing project budgets and resource allocations effectively.
Preferred Qualifications:
  • PMP or equivalent project management certification.
  • Experience working in regulated environments (e.g., NERC/CIP compliance).
  • Familiarity with telecom carrier coordination, site survey documentation and scheduling and circuit provisioning

**Your Impact**
+ Lead teams of Engineers, Designers and other staff through project completion; 
+ Lead the teams through the successful completion of medium to large projects while managing more than one project at a time; 
+ Prepare project work plans, proposals, and schedules, and obtain management/client approval; 
+ Maintain regular communication with clients regarding project status and project quality, and proactively resolve issues; 
+ Manage relationships with project stakeholders, including internal and external clients and vendors, regulatory authorities and technical agencies, and the public. This involves keeping the stakeholders informed of progress and issues in order to manage expectations on all project requirements and deliverables, and meet the project schedule; 
+ Proactively track, analyze and report on actual performance against the plan, and prepare cost and schedule reporting, both for clients and as part of internal reporting processes. Address change management matters promptly and professionally with clients and internal departments; 
+ Internal reporting includes: Monthly project financial forecast, project budget maintenance, key performance indicator monitoring 
+ Analyze project management and project delivery risks, establish contingency plans and identify trigger events and responsibility for initiating mitigating action; 
+ Lead and manage business development initiatives including Requests for Qualifications and Requests for Proposals; with input from others, compile a comprehensive and realistic scope of work, and prepare a complete and accurate fee estimate, in a format suitable for obtaining the required management approvals; 
+ As Team Leader, provide mentoring, assistance, encouragement and motivation to team members. 
+ Provide general administrative and technical leadership for the project; Maintain all project records and monitor correspondence 
+ Schedule and facilitate all project meetings required to successfully coordinate work activity 
+ Administer subconsultant agreements as assigned. 
+ Implement and manage the kW Quality Control Plan for each project 
+ Proactively track and report workload management throughout the project 
+ Management of client and subconsultant invoicing
**Who You Are**
**Required Qualifications**
+ A Bachelor's degree in an engineering discipline or construction management or equivalent experience 
+ 7-10 years in Project and/or Program Management and experience on large, engineering and/or construction projects. 
+ Experience leading multi-disciplinary teams of project professionals; concurrently managing issues, scope and quality while bringing projects to successful completion within the cost and time requirements. Experience within an engineering consulting environment is preferred;
+ Familiarity with all commonly used project delivery models;
+ Experience in project planning, risk management, cost management and schedule management, and methods of analyzing and reporting project performance on financial and other KPIs;
+ Exceptional written and oral communication skills, including experience making presentations to senior management, elected officials and the public;
+ Exceptional interpersonal skills; the ability to work well with people from many different disciplines with varying degrees of technical experience; competence in clear, concise and tactful communication with senior management, clients, peers and staff;
+ Strategic, conceptual analytical thinking and decision making skills;
+ Adaptability and flexibility including the ability to manage deadline pressure, ambiguity and change;
+ Negotiating skills within a context of political sensitivity and conflicting interests; and
+ Proficiency with computer office productivity (i.e. MS Office) and project management software tools
+ Detail oriented with ability to manage multiple priorities and meet deadlines
+ Familiarity reading drawings and specifications.

Compensation
Expected Salary (all locations): $100,000- $158,000
