PRIMARY PURPOSE OF POSITION

The Manager Testing & Commissioning Engineering (MTCE) is a technical content expert who manages employees and plans, coordinates, and directs the daily technical activities of the Testing and Commissioning Engineering (TCE) field engineers. They serve as the engineering authority providing engineering services to the T&S Testing & Commissioning Engineering discipline within the Company. The MTCE is responsible for the development of TCE field engineers. • Responsible for developing engineering documents. Provide Engineering recommendation to support development, updating, and issuance of engineering drawings and responsible for detailed engineering reviews of drawings to ensure design accuracy.

Minimum Qualifications

MINIMUM QUALIFICATIONS

• Education - Bachelor's degree in engineering or other technical discipline OR in lieu of a bachelor's degree, an Associates degree and 9-12 years relevant experience.

• 7-10 years of industry experience in transmission and substation systems with a min of 5 years of experience performing field testing and commissioning (if Associates degree, requires a min of 7 years experience performing field testing and commissioning).

• Certifications/Licenses - Valid driver's license. Successful completion of Supervisory Assessment.

• Knowledge - Demonstrated knowledge/expertise in substation and transmission systems; leadership ability in a high-performance culture, including coaching and facilitating business competency and performance management skills.

• Read and understand electrical and mechanical prints including wiring diagrams, schematics and P&ID's, manuals, and updating them to reflect the "As Built" condition.
• Performing or managing instrument nd mechanical component level testing such s instruments, controls, nd individual loop functions.
• Performing or managing electrical component level testing on cables (Low/Med/High voltage), transformers, motors, pumps, valves, dampers, switchgear, MCC, system protection devices (ex: voltage transformers, current transformers, electromechanical/digital/solid state relays, etc.).
• Calibration, maintenance, nd troubleshooting of process instrumentation, experience programming, nd test I&C systems (ex: DCS, PLC, SCADA).
• Performing or understanding hydrostatic, pneumatic, nd other mechanical testing nd operation.
• IEEE and NET standards relative to cceptance nd maintenance testing.
• Performing or managing proof testing or system acceptance testing.
• Planning nd coordination between various groups such s Operations, Maintenance, nd/or Vendors for startup & commission ctivities, training activities, documentation activities, and/or procedure creation/reviews.
• Experience developing nd managing budgets, schedules, commissioning plans, test plans or packages, technical/operation procedure creation, user training, quality plans, and/or other required documents for record.
• Support the project with design, reviews, troubleshooting, nd other expertise throughout the project lifecycle.
• Work closely with Project Management, Engineering, Construction, Operations, nd Vendors/Contractors.
• Work with the client, project, and contractors/vendors to determine procedural and training needs, and provide the product.
• Coordinate training for newly installed equipment with the client.

• Minimum of 30% travel to specific job sites, including electrical generation, gas compression, gas storage, and other construction sites, as required.
• Indoors, outdoors, hazards typical to electrical and natural gas sites, working at heights, high/low humidity and temperatures, wet/icy/uneven grounds and other typical grounds conditions to construction sites.
• Regularly required to sit, stand, walk, climb, stoop, kneel, crouch, crawl, use hands to finger, handle, or feel objects, tools, or controls, and reach with hands and arms.
• Frequently lift and move up to ten pounds and occasionally upwards of fifty pounds.
• Vision capabilities include close vision, color vision, depth perception, and the ability to adjust focus.
• May be required to work some weekends, holidays, overtime, and support 24/7 on-call responsibilities to meet the project needs.
