# Job Summary:
In this position, you will lead the Commissioning and Startup (CSU) activities for the project that requires technical skill and expertise. You will provide leadership, oversight, guidance, training, and mentoring to the CSU team on key project procedures and CSU management to ensure successful project execution and delivery. You will coordinate with project management, engineering, construction, and clients to leverage diverse technical team skills to integrate the startup plan. You will identify risks and trends, manage progress reporting, and proactively course correct to ensure goals, schedules, and requirements are met.
**Position will start in Reston, VA with possible remote option initially and later must relocate to the project site in the USA.** #LI-JL1
# Major Responsibilities:
+ Responsible for the commissioning, startup and/or operations activities on the project
+ Plans and at times directs CSU engineering assignments and as directed, performs performance reviews for assigned personnel

# Education and Experience Requirements:
+ Requires bachelor's or master's degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience
# Required Knowledge and Skills:
+ Experience in delivering large-scale combined cycle power projects is essential.
+ Knowledge and experience with commissioning behind the meter power generation is preferred.

**Primary Purpose**
**PRIMARY PURPOSE OF POSITION**
The Manager Testing & Commissioning Engineering (MTCE) is a technical content expert who manages employees and plans, coordinates, and directs the daily technical activities of the Testing and Commissioning Engineering (TCE) field engineers. They serve as the engineering authority providing engineering services to the T&S Testing & Commissioning Engineering discipline within the Company. The MTCE is responsible for the development of TCE field engineers. The MTCEs are responsible for activities that include, but are not limited to the following: field testing for maintenance, construction, troubleshooting, and commissioning, of new or repaired power equipment, communication, and protection and control systems on the Transmission and Distribution system; performing troubleshooting and field engineering analysis on malfunctioning equipment and systems; recommending, developing, and implementing processes and procedures for maximizing equipment reliability and availability; maintaining a performance driven maintenance system for the power equipment and protection and control systems on the Transmission and Distribution system. MTCEs ensure compliance and adherence to accepted standard engineering and design practices. The MTCE is responsible for maintaining and updating the TCE Operating Incident Mitigation (OIM) processes and practices based on best practice and lessons learned. + Reports to the Sr. Manager Testing and Commissioning Engineering and is responsible for managing an average workforce of 8 - 15 testing and commissioning engineers (includes field engineers and technicians).
+ Establishes performance goals and expectations, coaches, mentors, and provides feedback to direct reports as well as on the job technical training and formal technical evaluations. Also responsible for technical oversight of contracted engineers supporting testing and commissioning activities.

+ Responsible for developing engineering documents. Provide Engineering recommendation to support development, updating, and issuance of engineering drawings and responsible for detailed engineering reviews of drawings to ensure design accuracy.
+ Maintain, create, and update engineering standards and specifications. Ensure compliance and adherence to accepted standard engineering and design practices. Ensure that all testing & commissioning results meet the design basis for equipment and systems on the T&S system.
+ Responsible for the organization's response to emergent activities, catastrophic events, and storms. Actions have direct impact on Exelon safety, reliability, and customer satisfaction goals, the transmission revenue stream of Exelon and the public, political, and regulatory opinion of Exelon. + Education - Bachelor's degree in engineering or other technical discipline OR in lieu of a bachelor's degree, an Associates degree and 9-12 years relevant experience.
+ 7-10 years of industry experience in transmission and substation systems with a min of 5 years of experience performing field testing and commissioning (if Associates degree, requires a min of 7 years experience performing field testing and commissioning).
+ Certifications/Licenses - Valid driver's license. Successful completion of Supervisory Assessment.

**Primary Purpose**
Testing and Commissioning engineers are a front-line field engineering force that commissions, maintains, and troubleshoots transmission and distribution level protection and control systems inside ComEd substations. System and equipment types include protective relays, SCADA, substation automation, power and control equipment, fiber-optic, power line carrier, and revenue metering.
The Testing & Commissioning Engineering Technical Development group is a small team within TCE dedicated to improving technical skills and knowledge for engineers. This team creates, maintains, facilitates and instructs a combination of hands-on exercises and of classroom style courses.
Position may be required to work extended hours for coverage during storms or other energy delivery emergencies.
**Primary Duties**
The Testing and Commissioning engineers perform field testing and commissioning engineering activities associated with installation of new equipment along with troubleshooting, repairs, and preventative maintenance of existing equipment. The work associated with commissioning new equipment serves to improve system performance and upgrade capacity of the system. Commissioning new equipment includes creating commissioning plans, writing livening procedures, creating and running test plans, and analyzing test results compared to expected values. They also troubleshoot and perform field investigations for malfunctioning power equipment, system events and protective relaying miss-operations. They then support corrective maintenance to repair any identified equipment issues. Lastly, the Testing and Commissioning engineers perform preventive maintenance on protection system components and SCADA.
The Technical Development Team engineer supports the field Testing & Commissioning engineers by assisting with the creation, maintenance, and instruction of programs that set strong foundational knowledge and improve skills for the engineers. This team also provides technical training to other transmission and substation engineers.

PRIMARY PURPOSE OF POSITION
The Manager Testing & Commissioning Engineering (MTCE) is a technical content expert who manages employees and plans, coordinates, and directs the daily technical activities of the Testing and Commissioning Engineering (TCE) field engineers. They serve as the engineering authority providing engineering services to the T&S Testing & Commissioning Engineering discipline within the Company. The MTCE is responsible for the development of TCE field engineers. The MTCEs are responsible for activities that include, but are not limited to the following: field testing for maintenance, construction, troubleshooting, and commissioning, of new or repaired power equipment, communication, and protection and control systems on the Transmission and Distribution system; performing troubleshooting and field engineering analysis on malfunctioning equipment and systems; recommending, developing, and implementing processes and procedures for maximizing equipment reliability and availability; maintaining a performance driven maintenance system for the power equipment and protection and control systems on the Transmission and Distribution system. The MTCE serves as the main resource for technical advice and the technical reviewer of the equipment test and commissioning plans. They lead, manage, and provide supervision for the personnel and the activities of the commissioning engineers of the T&S Engineering organization. MTCEs ensure compliance and adherence to accepted standard engineering and design practices. Additionally, the MTCE is responsible to ensure that assigned regional field engineers are qualified to perform the work they are assigned, in accordance with the TCE On-Boarding and Qualification Matrix process. The MTCE is responsible for maintaining and updating the TCE Operating Incident Mitigation (OIM) processes and practices based on best practice and lessons learned. The MTCE is responsible to maintain an environment that promotes safety, environmental compliance, diversity, innovation, and high productivity. The MTCE provides technical oversight to testing and commissioning engineering contractors to ensure adherence to engineering standards. Position may be required to work extended hours for coverage during storms, equipment restoration efforts, or other Energy Delivery emergent work activities.
Primary Duties
PRIMARY DUTIES AND ACCOUNTABILITIES
- Manage a department of 8 15 employees including monitoring the performance of personnel in the department and perform performance reviews for direct reports. Develop and maintain an environment that fosters a high-performance culture and a learning organization. Additionally, coordinate training needs either directly or through other resources within the organization. Evaluate and qualify TCE field engineers to perform job tasks. (35%)
- Plan, coordinate, and direct daily activities including technical support to the TCE field engineers responsible for activities, that include, but are not limited to the following: field testing for maintenance, construction, trouble shooting, and commissioning of newly installed or repaired power equipment, communication, and protection and control systems on the Transmission and Distribution system. Oversee field engineers in the troubleshooting, investigation, testing and analysis of electrical equipment failures or malfunctions and to assure the highest levels of customer service and to achieve safety, reliability, and productivity goals. When required, provide direct oversight of complex, special, and critical testing evolutions, or investigations as necessary. Provide accurate and timely feedback regarding performance and operations. Attend technical conferences for the purpose of organizational and self-development. (30%)
- Review and approve evidence records for installation, preventive maintenance, and corrective maintenance reports and correspondence work with engineering standards to ensure NERC compliance and ICC agreements are met. Review the transmission and distribution operations reports. Interact with other departments, OCC, TSO, and regional groups for the purpose of planning, scheduling and coordinating interrelated activities. Coordinate personnel and resources to adequately staff and support projects and work assignments per the annual work plan and to achieve business objectives such as financial splits directly impacting department budget. JOB SCOPE

Testing and Commissioning engineers are a front-line field engineering force that commissions, maintains, and troubleshoots transmission and distribution level protection and control systems inside ComEd substations. System and equipment types include protective relays, SCADA, substation automation, power and control equipment, fiber-optic, power line carrier, and revenue metering.
The Testing & Commissioning Engineering Technical Development group is a small team within TCE dedicated to improving technical skills and knowledge for engineers. This team creates, maintains, facilitates and instructs a combination of hands-on exercises and of classroom style courses.
Position may be required to work extended hours for coverage during storms or other energy delivery emergencies.
**Primary Duties**
The Testing and Commissioning engineers perform field testing and commissioning engineering activities associated with installation of new equipment along with troubleshooting, repairs, and preventative maintenance of existing equipment. The work associated with commissioning new equipment serves to improve system performance and upgrade capacity of the system. Commissioning new equipment includes creating commissioning plans, writing livening procedures, creating and running test plans, and analyzing test results compared to expected values. They also troubleshoot and perform field investigations for malfunctioning power equipment, system events and protective relaying miss-operations. They then support corrective maintenance to repair any identified equipment issues. Lastly, the Testing and Commissioning engineers perform preventive maintenance on protection system components and SCADA.
The Technical Development Team Senior engineer supports the field Testing & Commissioning engineers by creating, maintaining and instructing programs that set strong foundational knowledge and improve skills for the engineers. This team also provides technical training to other transmission and substation engineers.

GENERAL SUMMARY OF JOB RESPONSIBILITIES
The Startup, Testing, & Commissioning - EPM Technical/Procedure Writer & Trainer is assigned to projects and provides the department's clients with high quality project oversight, training support, and technical writing skills. Guidance and oversight will be provided for the development and/or revision of all Operating Procedures, Alarm Response Procedures, required Maintenance Procedures, along with tr aining needs and content, development of the training material and schedule, and presentation, affected by the assigned projects.
The Sr Commissioning Analyst applies an intensive and diversified knowledge of engineering/commissioning principles and practices in broad areas of assignments and related fields; makes decisions independently on engineering/commissioning problems and methods; represents the organization in meetings to resolve important questions; requires the use of advanced techniques and the modification and extension of theories, precepts and practices of his/her field and related sciences and disciplines.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- May have supervisory oversight responsibility for exempt, non-exempt employees and/or technical work groups performing checkout and startup on newly or modified existing equipment and systems.
- May mentor employees and/or lead the work of project teams.
- Oversee and/or create the testing/commissioning planning, implementation, quality control, scheduling and budgeting, and status reporting on a given construction project or group of projects ensure standard practices are utilized.

- Performing or managing electrical component level testing on cables (Low/Med/High voltage), transformers, motors, pumps, valves, dampers, switchgear, MCC, system protection devices (ex: voltage transformers, current transformers, electromechanical/digital/solid state relays, etc.).
- Calibration, maintenance, nd troubleshooting of process instrumentation, experience programming, nd test I&C systems (ex: DCS, PLC, SCADA).
- Performing or understanding hydrostatic, pneumatic, nd other mechanical testing nd operation.
- IEEE and NET standards relative to cceptance nd maintenance testing.
- Performing or managing proof testing or system acceptance testing.
