A community based Personal Care Management (PCM) Skills Trainer for our Personal Care Attendant Program will educate consumers on how to successfully manage their consumer-directed hands-on care and also be primarily responsible for other skills training department wide tasks and processes.
This Personal Care Management Skills Trainer will cover the Framingham area in Massachusetts and up to a 60 mile radius of your home address.
- Bilingual English preferred in any languages
- Full time position, 35 hours a week
- Monday - Friday, 8:30 am to 4:30pm
- Travel required, cover a 60 mile radius of your home address
- Must have a valid driver's license
- Must have reliable vehicle to travel throughout assigned service area
- Mileage reimbursement
- 2 day orientation in Stoughton office
Essential Job Functions
- Follow-up on assigned referrals in a timely manner as determined by contract.
- Assess consumers’ ability to manage PCA services.
- Train consumers and/or surrogates the skills needed to manage their PCA program as outlined in the Mass Health Service Agreement and according to the Personal Care Management (PCM) Contract.
- Maintain confidentiality in all consumer related issues.
- Attend in-service, supervision and staff development meetings when requested by manager.
- Demonstrate a working knowledge of program policies and procedures and Mass Health regulations.
- Demonstrate a commitment to the Independent Living philosophy of consumer control.
- Must report all suspected incidents of consumer sexual/physical abuse and neglect to the Disabled Person Protection Commission (DPPC).
- Work within company policies and in accordance with the PCM Contract in order to complete and track for receipt of required documentation within required timelines:
- Assigned referrals and intake documentation
- Service Agreements and Assessments for re-evaluations
- Supportive documentation for intakes and re-evaluations as needed
- Return all phone calls from surrogates and consumers within 48 hours.
- Work within policies to complete and submit internal requirements:
- Progress Notes
- Dayforce, Outlook Schedule
- Mileage and Expense Forms
- Follow up with Manager and/or Program Assistant on requests for skills training and tracking reports:
- Non-billing, overbilling and ineligible consumers
- Major problems requiring skills training
- Consumer status updates
- Quarterly and Annual Reviews
- Perform other duties as assigned by the Skills Trainer Manager
Job Requirements
Qualifications
- Experience providing services for persons with disabilities and knowledge of PCA programs is preferred.
- Experience or education in teaching or counseling is helpful.
- Knowledge of community resources and social service systems is beneficial.
- Excellent communication, organizational, and writing skills.
- Basic computer skills in Microsoft Office/Outlook and the ability to navigate databases.
- Specialized training provided as needed.
Required Education
- Bachelor’s Degree preferred; GED or High School Diploma required.

The Enterprise Workforce Management team is responsible to lead Citis transformation efforts around staffing and skill adequacy and organizational design.
It is an exciting time to join our Workforce Management Team as we are a newly formed team, are still in a building phrase of developing the set of capabilities, processes, and tools to analyze, forecast and plan for the future of the workforce. We are a global team with highly motivated colleagues who want to ensure Citi has the right people, with the right skills, at the right place and time and cost.
We are looking for an experienced skills / strategic workforce planning professionals to join our growing team to support the design, development, and implementation of Citis global approach to skills and strategic workforce planning. We are currently setting the core foundation of a skill-led strategic workforce planning approach, and the role will provide an opportunity to assist in developing the approach to skills taxonomy development, skills assessment and skills management. In addition, there will be many opportunities to partner with business leaders, senior HR leaders and various Talent related specialist functions (e.g. Learning and Development and Talent) to influence the approach of using, assessing and managing skills.
Key Responsibilities
- Contribute to the stand-up and evolution of the Skills Framework and Strategic Workforce Planning function by delivering Workforce Planning Skills solutions.
- Actively participate in projects and own activities around executing the Skills framework, generate new ideas and help solve problems, provide hands-on delivery, and create insightful findings and recommendations. Projects cover skills taxonomies for key roles, governance process on skills taxonomies, creation of skills profiles, developing a skills assessment framework and process, creating skill reporting and monitoring mechanisms to review skill progression.
- Build and continuously improve the processes that define the Skills Management Framework for the enterprise.
- Contribute to and periodically update procedural manuals and guidelines related to Skills/Strategic Workforce Planning to enable consistent deployment of the process.
- Partner with HR Advisors and Learning & Development on implementing the annual skills assessment framework and process to assess gaps and progress made in closing skill gaps.
- Interpret data and information with a view to support businesses in understanding their skills gaps / emerging skills requirements.
- Review skills assessment outcomes and partner People Insight and other HR functions and business leaders to turn the outcome into appropriate talent strategies to fill skill needs.
- Participate and deliver the regulatory response specific to the skills process required for Risk and Control roles, including preparing materials to meet all relevant deliverables and Internal Audit requirements.
- Contribute to the closure of the regulatory commitments, including the completion of milestones as per the Transformation Project Office standards and the regulatory commitments audited by IA and the regulators
- 5-7 years experience in at least 2 of the following: transformation, risk remediation, strategic workforce planning / learning / talent development
- Good understanding of key principles involved in strategic workforce planning.
- Ability to understand, marshal and interpret a wide range of information, ideas, and concepts, draw conclusions, and make recommendations.
- Demonstrated experience of presenting complex ideas, data and analysis in a visually accessible way, ability to draft presentations and documentations to communicate key conclusions and complex issues to senior stakeholders.
- Comfortable to work with ambiguity and managing high-paced environment with changing priorities.
- Intellectually strong with a growth mindset, with a proactive can-do attitude to project delivery and get things done in a tight deadline.
- Strong analytical skills with good attention to details, while keeping focus on the big picture; able to connect the dots across multiple pieces of work.
- Exceptional interpersonal and relationship management skills demonstrating cross-cultural understanding and knowledge across multiple geographic locations.

**Pay Range:** $150,000 - $165,000
**What's the Job?**
+ Lead the Strategic Workforce Planning function within Technology to ensure talent strategy aligns with business and technology goals.
+ Develop and operationalize skills-based workforce models, identifying critical skill gaps and reskilling/upskilling opportunities.
+ Collaborate with Enterprise Architecture and Portfolio teams to forecast future workforce needs based on tech transformation initiatives.
+ Build and maintain a skills inventory to map talent supply vs. demand using internal assessments and external benchmarks.
+ Define and implement resource management frameworks for efficient talent allocation across initiatives.
**What's Needed?**
+ 12+ years of experience in Technology Business Management, Workforce Planning, or related strategic leadership roles.
+ Demonstrated success in leading strategic workforce planning efforts within a technology or enterprise IT context.
+ Strong knowledge of Strategic Portfolio Management (SPM) and Enterprise Architecture Planning tools.
+ Proven experience with skills assessment frameworks and talent forecasting methodologies.
+ Exceptional analytical and problem-solving skills with the ability to use data to drive decisions.
