Job Description
**_This is a Dual hatted position._**
Responsible for all material control, warehousing, storage and surplus disposition activities. Supervises work activities of Traffic Management personnel engaged in movement of material pre-positioned cargo via Land, Air, and Sea. Responsible for training, establishing, and maintaining effective shipment planning functions, loading/unloading trucks, containers, Military aircraft, and Military vessels. Monitors operations of Cargo Movement Operating System (CMOS), Global Air Transportation Execution System (GATES), Global Transportation Network (GTN) and web-based tracking systems to ensure In-transit Visibility (ITV) within the Defense Transportation System. Responsible for, and participates in, quality assurance as part of the ISO 9001 program. Provides technical guidance, policy, procedures, SOP development and serves as the Subject Matter Expert (SME) for all Material Management and TMO Operations across the entire Program including sites in the Pacific AOR as well as two staffed sites in CONUS. Position reports to the Deputy Program Manager.
**Essential Responsibilities:**
_Materiel (Supply Chain) Manager_
+ Oversight of assets, material, and property control activities to ensure continuous accountability of government assets/stocks (BEAR, FSE, AGE, MAAS) in accordance with governing regulations and policies.
+ Monitors, coordinates, and reports on material related activities from estimates through preparation of bill of materials, ordering, transportation, receiving, installation and surplus disposition.
+ Performs material management functions in conformance with the requirements of the prime contract with the client including, as applicable, the Federal Acquisition Regulation (FAR) and its supplements.
+ Controls the receipt, identification, storage, movement, maintenance, consumptions, utilization, and disposition of all goods, including temporary construction materials, small tools and consumables, permanent plant materials and equipment, and parts for facility maintenance and operations.
+ Receives all incoming shipments. Makes arrangements for and oversees unloading and handling of goods. Reconciles the goods received against purchase orders and shipping documents. Counts, weighs, or measures all receipts. Arranges for receiving inspections, identifies and documents discrepancies.
+ Ensures proper identification of received goods and their storage location.
+ Maintains auditable records of receiving and issuance data, non-conformances, maintenance, and warranty necessary for documenting the material control and warehousing processes.
+ Ensures goods are properly stored, protected, and maintained according to manufacturers? and Company standards as required to preserve warranty requirements and protect against damage and loss.
+ Plans, layouts, arranges for, and maintains loading and unloading areas, adequately secured storage facilities, lay-down yards, and material handling equipment, appropriately sized and designed for the types and sizes of goods to be handled.
+ Arranges and processes returns, transfers, and outside services on goods; prepares shipping documentation and instruments to transfer care, custody, movement and control of the goods.
+ Maintains records of on-hand inventory, performs cycle counts and otherwise verifies the accuracy of physical inventory, and takes other necessary precautions to avoid schedule delays related to material availability.
+ Prepares and issues reports on physical inventories, including those of any loss, damage or destroyed goods.
+ Prepares warehouse requests; removes goods from storage for authorized consumption and utilization; bags, tags, and otherwise prepares goods for issuance; and makes the goods available at the point and time of need.
+ Generates requisitions for warehouse operations, replacement of consumables, and other goods ordered locally on a min/max basis.
+ Controls issuance of equipment and goods to subcontractors.
+ Prepares material quantity data reports.
+ Identifies, receives approval for, and disposes excess materials. Prepares close-out documents at the end of projects.
+ Works closely with other disciplines to coordinate work, to promote efficiency and consistency across the project, and to achieve the established targets and objectives.
_Traffic Manager_
+ Schedules work priorities based on day-to-day Traffic Management Operations, Logistics Readiness Cell (LRC) Taskers, Executive Coordination Agency (ECA), Taskers, Primary Contracting Office (PCO) and Administrative Contracting Office (ACO) Taskers.
+ Reviews Transportation documentation for accuracy, Hazardous Materials Certification, and Technical Data.
+ Inventories, accepts, inspects, processes and documents cargo offered for transportation.
+ Physically inspects cargo for proper packaging, marking and labeling.
+ Ensures hazardous materials are properly labeled, packaged, inspected and certified.
+ Provides training and supervision for personnel using automated computer systems and programs to process freight, (CMOS, GATES, IBS).
+ Prepares and handles cargo in accordance with all prescribed regulations, instructions, technical orders and procedures.
+ Prepares and submits all required shipping documents. Assigns Transportation Control Numbers to cargo. Maintains a TCN log.
+ Loads/unloads all 463L pallets, containers, and trucks.
+ Uses CMOS to process and document all freight. Perform CMOS System Administrator duties.
+ Inventories and inspects all incoming freight for damage prior to acceptance. Initiates and completes SF 361, Transportation Discrepancy Report (DISREP) as required.
+ Loads/unloads aircraft and applies/removes cargo tie-down restraint devices at the request of the Loadmaster.
+ Processes passengers for air transportation, handle baggage, load/offload aircraft. Completes security checks of passengers and baggage.
+ Operates MHE, wide body loaders and cranes.
+ Safely transports and handles explosives.
+ Performs Port Handling and Inland Transportation (PHIT) duties as Work Monitor designated representative. Perform quality inspections of subcontractor.
+ Develops work standards for subordinates.
+ Identifies training deficiencies and Conducts On-the-job Training as required.
+ Implements, documents and controls quality, training, environment and safety programs.
+ Maintains publications, forms and files required for freight traffic operations. Compiles data and submits reports as required.
+ Perform all other position related duties as assigned or requested.
**Minimum Position Knowledge, Skills, and Abilities Required:**
+ Bachelor's degree from a four-year college university; or one to two years related experience and/or training; or equivalent combination of education or experience in Air Force Material Management, Supply and Transportation Operations.
+ Experience working on Air Force Basic Expeditionary Airfield Resources (BEAR, FSE, AGE, MAAS) equipment.
+ Must be proficient in Office software applications to communicate through e-mail and various software applications.; especially Microsoft Outlook, Word, and Excel.
+ Must be proficient in the use of Integrated Logistics Support-Supply (ILS-S)
+ Must be proficient in the use of Defense Property Accountability System (DPAS)
+ Experience with Global Air Transportation Execution System (GATES), Integrated Maintenance Data System (IMDS), Logistics Installations and Mission Support-Enterprise View (LIMS-EV), and Sustainment Management System (SMS) - BUILDER is preferred.
+ Amentum Maintenance, Repair, and Overhaul (MRO) experience preferred.
+ Amentum Maximo experience preferred.
+ Minimum Must possess and maintain a valid driver's license and be able to operate a government general-purpose vehicle.
+ Position will require domestic and international travel.
+ Position will require the ability to pass and maintain a Security Clearance.
+ Qualified in operating 4K, 6K, and 10K/10K AT MHE.
+ Knowledge and experience in palletizing cargo on single, multiple/ married 463L pallets using side and top nets, straps, chains and devices for restraint.
+ Must be computer literate and be able to operate software programs relating to Traffic Management. Operations/office administration.

**Materiel (Supply Chain) Manager**
+ 10 years' experience leading a supply chain organization
+ 10 years' experience in ILS-S functions
+ 6 years' experience in DAPS Functions
+ Working knowledge of manual and automated supply accounting systems, AFH 23-123, AFI 23-101, and AFMAN 23-122, AFH 23-123 Vol 3, 24-203 Chap 3, AFMAN 25-101 policies and procedures
+ Working knowledge with DPAS
**Traffic Manager**
+ Completed technical training in traffic management or related field from a military technical school or accredited technical school/college/university.
+ Qualified in certifying hazardous materials, Shippers Declaration for Dangerous Goods process, and compliance with International Trafficking in Arms Regulations (ITAR).
+ Experience: 5 years' experience traffic management and shipping.
+ Certification: Must meet requirements of Title 49 CFR Part 172 Subpart H Training (IATA, Dangerous Goods Regulations or ICAO, Technical Instructions training may also be used) for all employees having responsibility for preparing hazardous materials for shipment. Training must include function specific duties related to military air transportation (Refer to: AFMAN 24-204, Paragraph A25.8).
**Work Environment, Physical Demands, and Mental Demands:**
+ OCONUS: Living and working conditions at the assignment location could be remote and uncomfortable. Long hours, exposure to weather and hazardous conditions.
+ Ability to travel domestically and internationally.
+ Works in normal office and maintenance shop or warehouse environment and may be required to work outdoors for extended periods.
+ Will be required to wear proper Personal Protective Equipment (PPE) according to prescribed procedures and as required for task being performed.
+ Physically capable of performing all required duties; capable of lifting/pushing/pulling minimum of 50 lbs.
