Job Description:

BCC Engineering, a Parsons Company is looking for an amazingly talented Traffic Operations Engineer to join our team! In this role you will design traffic signals, signing, and pavement markings, support cross-discipline coordination, oversee task execution and quality control, contribute to technical reports and peer reviews, and support team development, project delivery, and potential Engineer-of-Record responsibilities.

What You'll Be Doing:

  • Analyze and prepare project designs, calculations and drawings for traffic signals, highway signing, and pavement markings, with guidance provided on complex matters

  • Approach tasks with a project mindset, to include coordination with other disciplines throughout the duration of the project; propose innovative solutions to design problems with an understanding of project scope and goals

  • Assign, track, and review tasks of technicians, designers, and engineers, ensuring adherence to project schedules; QC final work product

  • Prepare engineering reports and contract documents for review; perform independent peer reviews on team work products

  • Review contract plans and calculations from other engineering teams and outside entities to verify completion and compliance with governing traffic operations design codes and contract plans and specifications

  • Potential to serve as the Engineer-of-Record for mid-size and miscellaneous traffic operations designs

  • Effectively present proposed team design solutions as part of internal project meetings; attend and contribute to presentations with external parties

  • Adhere to company marketing requirements by providing timely personal resume updates, providing technical proposal support, and participating in marketing campaigns

  • Ensure timely completion of time sheets, expense reports, and labor hours management

  • Take ownership of personal and team member career development by seeking and providing feedback, seizing opportunities to develop and teach new skills, and setting and pursuing goals

Required Qualifications:

  • Bachelor's degree in Civil or Transportation Engineering

  • Experience designing non-standard sign panels for arterials and limited access facilities, cross sections for multi-column signs and overhead sign structures

Preferred Qualifications:

  • Comprehensive knowledge of FDOT processes, procedures and requirements.

Responsibilities

  • Lead project teams to accomplish task assignments related to traffic design for projects in accordance with federal, state and local guideline.
  • Provide guidance and direction to project design team for various tasks within the scope of a project including training and supervising project team.
  • Provide technical support for new and existing projects such as preparation of plans; specifications and estimates for intersections; turn lanes and traffic signals. Other support will include corridor, traffic engineering, planning, safety, and operation studies as well as traffic impact analyses.
  • Lead multi-discipline support consultant teams in project development and design.
  • Develop innovative design techniques, support tools, and project delivery methods.
  • Present new ideas and techniques to clients and stakeholders.
  • Support Project Manager in adhering to project budget and schedule; monitor quality control methods.
  • Support efforts in proposal development, project scoping as well as with client relationship development.
  • Attend design review meetings and interact with clients. Providing leadership in these daily activities, among others, will continue the Pape-Dawson vision of becoming the most respected engineering firm in Texas.

Qualifications

  • Bachelor of Science degree in civil or transportation engineering from an ABET accredited college or university.
  • Licensed Professional Engineer (P.E.) in the state of Texas.
  • 5 years minimum (10 years preferred) multidiscipline experience in traffic engineering with experience managing projects from conception to completion.
  • Working knowledge of traffic and transportation design and analysis software such as MicroStation, SYNCHRO, VISSIM, CORSIM, HCS, scheduling, and other related software scheduling - Effective communication skills, both oral and written, with all levels of employees in an organization.
  • Self-starter capable of completing tasks with minimal oversight.
  • High level of accuracy in work product.
  • Ability to technically develop members of project team.
  • Must be able to work from 8 am to 5 pm, Monday through Friday, with overtime as needed to meet project deadlines.

Overview

Kimley-Horn is looking for Engineering graduates to join our Tampa, Florida (FL) office in 2025! This is not a remote position.

Responsibilities

  • Utilize technical software programs on a regular basis to analyze, produce, and QC deliverables for our clients.

  • Contribute to the pre-construction civil engineering design, planning, modification, permitting, and analysis for multiple projects ranging in size and scope.

  • Solve complex problems, assist project managers, and collaborate across disciplines to produce our clients' visions for the future built environment.

  • Develop familiarity with the federal, state, and local regulations, as well as Kimley-Horn's and our client's practices, procedures, and standards.

  • Analysts will learn one or more software programs specific to their disciplines: AutoCAD, Civil 3D, Excel, Microstation, VISSIM, Open Roads, Synchro and/or GIS.

Qualifications

  • An ABET accredited engineering degree (Bachelors or Masters) by Summer 2025 in one of the following majors:

  • Civil and/or Environmental Engineering

  • Mechanical, Electrical, Biological, Biosystems, Chemical, or Agricultural Engineering

  • Engineering Technology

You’ll contribute to projects that improve roadway safety, reduce congestion, and shape the future of mobility across communities. Whether it’s optimizing a signal corridor, evaluating crash data, or supporting multimodal corridor studies, you’ll grow alongside experienced mentors while making a tangible impact.

What you will do:

  • Assist in delivering diverse traffic and transportation projects—from traffic impact studies to safety assessments and feasibility analyses.
  • Analyze traffic data and evaluate transportation system performance using industry-standard tools.
  • Support the preparation of reports, graphics, presentations, and technical memos.
  • Help prepare proposals, cost estimates, and scopes of work with guidance from senior staff.
  • Participate in meetings and collaborate with internal and external stakeholders.
  • Learn and apply modeling, simulation, and analytical software (e.g., Synchro, HCS, VISSIM, TransModeler, ArcGIS Pro, etc.).
  • Grow in your knowledge of national guidance (MUTCD, Highway Capacity Manual, AASHTO Green Book, etc.) and local agency standards.

Requirements

Education:

  • Bachelor’s degree in Civil or Transportation Engineering or related field. A master’s degree with a focus on Transportation is a plus.

Experience:

  • 0–3 years of professional experience, including internships, co-ops, or research.

Skills & Tools:

  • Familiarity with Synchro, HCS, VISSIM, or similar tools is helpful.
  • Basic programming or data skills (e.g., Python, R, Excel VBA, GIS) are a bonus.

Certifications:

  • Engineering Intern (EI/EIT) certification, obtained or in progress preferred.
