We are seeking a highly experienced Force Development Analyst to support Navy Expeditionary Combat Command (NECC) with training and readiness gap analysis, needs assessments, and force development evaluations. This role requires a seasoned professional with deep familiarity in Navy Expeditionary Force structure and performance metrics to identify and address gaps impacting overall force readiness. Travel may be required.
Responsibilities include, but not limited to:
- Conduct NECC Force Development (Fd) training and readiness gap analysis
- Perform training needs assessments to identify skill deficiencies and performance requirements across Navy Expeditionary Combat Forces
- Provide technical and training analysis in support of all NECC component commands
- Analyze Echelon IV and below NMETLs, ROC/POEs, and Warfare mission areas
- Review daily Naval Messages and identify readiness and Fd impacts
- Conduct data analysis using sources such as:
- NECC readiness reporting systems
- Navy Lessons Learned Program
- After Action Reports (AARs), Post Deployment Briefs
- Navy Training System Plans
- Casualty Reporting Databases
- Inspector General Reports
- Attend and report on meetings related to readiness, training, or force development
- Coordinate across NECC staff and components to identify strengths and capability gaps
- Extract and analyze Lessons Learned data using Navy/Joint databases
- Provide actionable recommendations for Fd conceptual document improvements
Qualifications:
- Former Flag/General Officer Operations Research/Analyst staff, or equivalent senior-level experience in Operations, Training, or Readiness
- Recent (within past five years) experience analyzing Navy Expeditionary Combat Forces training and readiness requirements
- Experience with readiness assessments and force generation strategy aligned with Navy and maritime expeditionary operations
- Demonstrated expertise analyzing PESTONI-based readiness metrics, particularly the "T" (Training) pillar
- Ability to synthesize complex readiness data and translate findings into leadership-ready insights
- Strong proficiency in Microsoft Office applications (Excel, PowerPoint, Word)
- Experience in operations research or data analysis methodologies, with effective data visualization skills
- Demonstrated capability in developing strategic-level briefs and reporting documentation

The Boeing Company's Production System Training organization is currently seeking an **Experienced Training Analyst** to join our team in **North Charleston, South Carolina** .
The selected candidate will be responsible for leading curriculum development and implementation for the professional development of teammates on the 787 Supply Chain Fulfillment team.
This individual will lead effective, engaging, and interactive learning experiences by integrating multimedia technology and interactive strategies to support a highly effective, world-class learning environment. Partnering with Subject Matter Experts (SMEs) and other stakeholders in a dynamic environment, the strategist will optimize the educational program by integrating hands-on, experience-based, and classroom learning approaches that achieve all learning objectives and uphold a high standard of excellence to support the Boeing Production System.
**Position Responsibilities:**
+ Design, develop, implement, and manage effective, interactive, and engaging curriculum, course content, and instructional materials that include classroom, on-the-job, and innovative synchronous/asynchronous formats to meet all objectives
+ Curate and build learning paths and proficiency measurement tools to meet the professional development needs of teammates and business requirements while consistently maintaining a focus on continuous improvement
+ Work with content developers to integrate relevant multimedia technology and interactive strategies that support a highly effective, world-class learning environment
+ Partner with cross-functional learning leaders to coordinate, plan, monitor, report on, and optimize professional development program plans that enhance the business and achieve key performance goals
+ Deliver content and assess effectiveness based on learning objectives using proven evaluation methodologies to refine training for maximum impact
+ Monitor and evaluate performance needs and outcomes
+ Define project scope and timeline, and recommend deliverables, budget, and resources
+ Identify, collaborate with, and develop SMEs as instructors to develop and deliver effective training and professional development
+ Maintain the professional development schedule/calendar in coordination with the employment forecasting plan and track teammate development
**This position is expected to be 100% onsite. The selected candidate will be required to work onsite at one of the listed location options.**
**Basic Qualifications (Required Skills/Experience):**
+ 3+ years of experience using curriculum management and/or Instructional Systems Design (ISD) methodologies, systems, and tools
+ 3+ years of experience managing multiple projects concurrently
+ 3+ years of experience with using Microsoft Office Tools, Word, Excel, and PowerPoint
+ Experience as a proven leader with strong interpersonal, verbal and written communication skills
**Preferred Qualifications (Desired Skills/Experience):**
+ Bachelor's degree or higher
+ Advanced degrees or certifications in Curriculum Development, Organizational Behavior or Industrial-Organizational Psychology, Instructional Systems Design, Education, Psychology, Organizational Learning, Human Factors, Training, or Training Technology
+ Experience with Project Management
+ Experience leading and delivering strategic communications and changing management strategies
+ Experience working in learning and development or talent management organizations
+ Ability to give and receive both positive and constructive feedback effectively
+ Experience with producing accurate deliverables on a short timeline
+ Proven capability to consult with and build effective relationships with learning and business partners at all levels (teammates to executives)
+ Ability to interpret and explain complex information to a range of audiences and build consensus among different stakeholders
+ High level of productivity and ability to independently manage tasks to meet deadlines

Pay is based upon candidate experience and qualifications, as well as market and business considerations.
Summary pay range: $76,500-$103,500
