ESSENTIAL FUNCTIONS
- Travels throughout project site locations to perform daily inspection of construction work within a given discipline to ensure the project is in compliance with plans and specifications;
- Monitor contractor's daily activities and uses applicable field testing and inspection procedures and equipment to perform required field testing; this requires the inspector to measure quantities, draw sketches, and other related methods;
- Preparation of daily field reports, including communication of deficiencies observed in the field to project managers, contractors, and/or client representatives;
- Interpretation of drawings and documents, including work orders and build documents;
- Follows project safety protocol;
- All related duties as required to ensure the successful completion of assigned projects.
QUALIFICATIONS
- Candidates must possess at least one of the following AND a High School Diploma/equivalent:
- 5 years of site development, highway or bridge construction, non-highway or bridge inspection, inspection experience;
- Associates or Bachelors Degree in Civil Engineering, Construction Management, or similar preferred;
- Basic understanding and ability to interpret written specifications, plans, and construction documents for work orders and build documents;
- Ability to effectively communicate with clients, supervisors, and inspectors regarding specifications and qualification test results;
- Detail-oriented, with capability to detect non-conformities during testing procedures and complete detailed reports within a timely manner;
- Ability to complete required safety training within a reasonable period of time;
- A valid, clean driver's license and personal vehicle to travel to project sites.
PHYSICAL REQUIREMENTS
While performing the essential functions of this position, the employee is frequently required to assume a stationary position, handle, inspect, and/or feel documents, materials and/or equipment relevant to the job and communicate about same. The employee is also regularly required to move around on project sites and within buildings and other structures, including ascending or descending the landscape or on a ladder, and positioning themselves appropriately to access necessary testing materials and equipment, frequently for prolonged periods of time. The employee must regularly lift and/or move up to 30 lbs, and sometimes lift and/or move up to 55 lbs. The employee is constantly working in outdoor weather conditions, including exposure to extreme heat, extreme cold, and precipitation. The employee will also communicate with colleagues, supervisors and clients utilizing Corporate and client e-mail and telephone systems. The employee must also occasionally operate a computer, as well as other related office machinery, such as calculators, printers, and fax machines. This position also may require the regular operation of a motor-vehicle, which may require remaining stationary for extended periods of time.

Tasks may include assisting with the preparation of general plans, specific/master plans, public involvement, and regulatory compliance for a variety of client projects relating to equitable transportation development and construction, transportation demand management, mobility planning, multimodal access, surface transportation, and funding. Generates accurate and concise documentation, assessing and advising on project areas by applying and integrating transportation, environmental, and regional planning. Your Impact
+ Collect, identify, and compile observational, spatial, operations, and transportation data from multiple matrices for projects, research, and surveys.
+ Use topographic maps, aerial photographs, GPS data, and other visualization tools to determine exact locations of project areas, site impact, and associated physical, urban, population, economic, and political sensitivities.
+ Assist with the preparation of general plans, specific/master plans, zoning codes, permitting policies and/or development standards for assigned projects, with a particular emphasis on transportation and multimodal accommodation.
+ Maintain quality control standards and procedures for accurate and precise measurements, demographics, patterns and trends, statistical analysis, and reporting.
+ Perform professional transportation planning work and assist with conducting investigations, inspections, studies, and surveys to gain further information on a particular problem or issue, verify site characteristics, and/or to plan for future needs affecting equitable development, construction, transportation demand management, mobility planning, and multimodal access.
+ Prepare data and visualizations such as tables, charts, accurate reports, models, infographics, and 3D illustrations for the interpretation or presentation of data, findings, or analyses.
+ Assist with preparing any applications and representing clients in the approval process with local jurisdictions.
+ Assist with preparing, coordinating, and facilitating public involvement and consensus-building meetings in support of client project work, answering public questions on behalf of the client, and assisting with long-range planning efforts on small- to medium-sized projects.
+ Prepare drafts of technical memos, meeting minutes, transmittals, presentations, and other written materials summarizing research with findings and conclusions.
+ Assist in the analysis, evaluation, and interpretation of facts and data obtained during field and site investigations, offering input with developing action plans for low to mid-level challenges and development activities to minimize impacts to the community, population, local economy, and environment.
+ Assist with reading, interpreting, composing, and reviewing Planning Reports, Categorical Exclusions, EA's, EIRs, and other technical documents.

Who You Are
**Required Qualifications**
+ Bachelor's Degree in Transportation Planning, Urban Planning, Environmental Planning, or a related field (or equivalent experience.)
+ 3 to 5 years of experience working in the transportation planning field, actively engaging in general plans, specific/master plans, zoning code updates, public involvement, and regulatory compliance for a variety of client projects relating to equitable transportation development and construction, transportation demand management, mobility planning, multimodal access, surface transportation, and funding.
+ Highly familiarity with the transportation project development cycle; including from planning to implementation.
+ Experience reviewing surface transportation projects and program cost estimates and assessing project readiness for inclusion in the strategic local/regional Transportation Plan.
+ Effective analytical skills and prior experience with research techniques, local/regional geography, transportation networks, systems, and modalities.
+ Knowledge of relevant approval processes, zoning laws, permitting requirements, notification and compliance practices, and applicable Regional/State/Federal regulatory framework.
+ Proficient interpersonal and communication skills when interacting with others, expressing ideas effectively and professionally to a technical and non-technical audience.
+ Effective self-leadership with attention to detail, results orientation, and managing multiple priorities in a dynamic work environment.
+ Ability to learn new techniques, perform multiple tasks simultaneously, follow instruction, work independently, and comply with company policies.
+ Experience with discipline-specific software (i.e., CAD, ArcGIS, Adobe Illustrator, Adobe Creative Suite, Sketch-Up).
+ Moderate proficiency with technical business writing, office automation and communication software, technology, and tools.

Kimley-Horn is looking for Planning graduates to join our Los Angeles, California (CA) office focusing on Transportation! This is not a remote position.
**Responsibilities**
+ Contribute to the pre-construction planning, modification, permitting, and analysis for multiple projects ranging in size and scope.
+ Solve complex problems, assist project managers, and collaborate across disciplines to produce our clients' visions for the future built environment.
+ Develop familiarity with the federal, state, and local regulations, as well as Kimley-Horn's and our client's practices, procedures, and standards.
+ Evaluate development proposals to identify compliance with zoning regulations.
+ Prepare planning and land use studies.
+ Coordinate with various municipal and state agencies.
+ Gain exposure to diverse project experiences as we provide services to both the public and private sectors.
**Qualifications**
+ A Planning Degree (Bachelors or Masters) from an accredited program by Summer of 2026 in these majors:
+ City and Regional Planning
+ Urban Planning
+ Transportation Planning

**Salary Range:**
$84,000 - $91,000
