Position Overview:

The Transportation Specialist is a crucial member of the Transportation Network Design team, tasked with ensuring the seamless execution of transportation strategies and optimizing local operations. This role acts as the bridge between high-level network design and the day-to-day operational realities, focusing on tracking local transportation expenses, managing driver route assignments, and aligning local operations with broader network goals. The specialist will be responsible for driving cost savings, improving operational efficiency, and ensuring continuous improvements in local transportation processes.

    • Route Optimization: Adjust routes based on local conditions (traffic, road closures) to minimize delays, reduce fuel consumption, and enhance on-time delivery performance.
  • Ensure Alignment Between Local and Network-Level Goals:
    • Bridging Local and Network Strategies: Ensure local operations align with network-wide transportation strategies and overall transportation objectives.
    • Local Feedback Loop: Provide regular feedback on local challenges, inefficiencies, and improvement opportunities to the Transportation Network Design team.
  • Local-Level Optimization:
    • Site-Specific Adjustments: Modify routes and plans to address site-specific transportation needs (e.g., local regulations, delivery types, varying volumes).
    • Resource Allocation: Ensure efficient use of transportation resources to optimize fleet capacity and improve service levels.
  • Real-Time Problem Solving & Route Management:
    • Adapt to Operational Changes: Respond to unforeseen operational issues (e.g., weather disruptions, driver schedule changes) by adjusting routes accordingly.
    • Driver Support: Serve as the primary point of contact for drivers, resolving issues related to routes, schedules, and GPS navigation.
  • Data-Driven Performance Insights:
    • Data Reporting & Analysis: Collect and analyze data on transportation operations, including spend, route performance, driver efficiency, and vehicle utilization.

  • Facilitate Cross-Department Collaboration:
    • Collaboration with Fleet, Safety, and Operations: Work closely with fleet management, safety, and operations teams to ensure adherence to safety policies and operational standards.
    • Information Sharing: Share up-to-date local transportation data with the Transportation Network Design team to support decision-making.

    Requirements:

    This is an engineering/technical position funded through the Special Purpose Local Option Sales Tax (SPLOST) for Transportation Improvements.  Under direction of the City Engineer provides project management, supervision, and technical expertise for the implementation of City transportation improvement projects.  Specialty areas for this assignment include, but are not necessarily limited to project management, design, construction management, and construction inspections for transportation, traffic, and storm water infrastructure projects.  Employees in this classification ensure regulatory compliance with all applicable standards at the Federal, State and City level and have approval authority for design plans, shop drawings, and specifications.  Work includes responsibility for management of professional contractors as may be required according to the specific projects.  Duties as outlined herein are performed according to the specialty area of assignment.

     
    • Performs duties and manage consultants in the implementation of multi-year city wide projects and programs involving concept design, engineering, right of way acquisition, construction, construction inspections construction management, and citizen contact related to projects. This includes establishing project schedules, reviewing reports and designs from consultants, and overall project evaluation.
    • Collects and compiles details from engineering, streets, traffic, power, water, parks/recreation/facilities, and other divisions for both current and future projects. Researches and analyzes these projects for feasibility, priority, and timing.
    • Will manage documentation regarding research and design activities. Presents findings to supervisors and elected officials.
    • Ensures compliance with plans and specifications and all applicable Federal, State and City regulatory standards; observes construction periodically, determines the validity of change orders, and addresses conflicts between consultants, contractors, and inspectors; issues non-compliance and project acceptance letters.
    • Plans and implements short- and long-term goals, objectives, and strategies for the assigned functional area to ensure efficient organization and completion of work.
    • Prepares requests for and evaluates proposals and bids. Coordinates RFP and RFB review with other project engineers and the city purchasing department to compile and coordinate distribution of bid documents, answers questions from bidders, issues addenda, reviews bids for acceptability and prepares newspaper advertisement.
    • Makes recommendations regarding award of construction and consultant contracts and assigns supervisory responsibility; guides project management staff and consultants to control costs, manage risk, avoid claims, and resolve disputes.
    • Confers with senior management to keep them informed on key issues and progress toward objectives and to gain necessary support and approval; makes recommendations to assist management in making needed improvements.
    • Attends and participates in staff meetings, completes required forms and documentation, and prepares program, project, and progress reports as required; works collaboratively with other departments in coordinating inter-departmental projects.
    • Performs special assignments as requested, to include researching and preparing special reports and projects, developing, and implementing compliance programs, administering state and federal grants and presenting technical data to management, elected officials, and others.
    • Develops and recommends budgets for the assigned programs and project areas; monitors adherence to and ensures compliance with approved and established budgetary parameters.
    • Receives and responds to concerns, complaints, and inquiries from both internal and external customers; participates in communication and public educational efforts regarding specialty assignment area.
    • Inspects work periodically and upon completion to ensure conformance to prescribed standards and to ensure environmental safety.
      Maintains attendance and punctuality within customary tolerances for this position.
    • Performs other related duties as assigned.

    Job Qualifications:
     
    • Bachelor's degree in civil engineering or related field
    • Minimum of 5 years' experience in municipal civil engineering with at least 3 years transportation project management experience or similar.
    • State of Georgia Engineer in Training certification at time of hire is preferred or ability to obtain within Working Test Period.
    • State of Georgia Professional Engineering Registration preferred or ability to obtain within Working Test Period.
    • Knowledge and skill using Word and Excel is required.
    • Knowledge and skill using AutoCAD or MicroStation is preferred.
    • Knowledge of codes and ordinances of the city, including development codes such as utility, flood plain, soil and erosion control, and storm water detention.
    • Knowledge of state and federal regulations applicable to a municipal Public Works environment.
    • Well versed understanding and experience with the GDOT Plan Development Process, GDOT right of way acquisition practices, GDOT inspection requirements and other regulations regarding transportation construction projects.
    • Must have good management skills to include ability to manage consultant activities, budgets, schedules, and permit processes.
    • Ability to plan and organize schedules.

    JOB SUMMARY

    • Performs field investigations for signage, pothole and erosion control issues; records complaints and problems brought by residents and businesses; identifies and determines solutions to issues; reports to supervisor to plan problem resolution.

    • Assists with contract procurement process, including proposals and construction bid packages; evaluates proposals and develops priority criteria and ranking; and reviews work of contracted engineering firms and/or in-house engineering consultant.
    • Coordinates transportation programs with GDOT, ARC, GRTA; reviews development proposals, permit applications, and construction plans; coordinates transportation plans with other governmental agencies.
    • Maintains knowledge of current policies, procedures, codes, and standards; maintains awareness of new issues and advances; maintains professional affiliations and participates in continued education activities: meetings, conferences, workshops and training sessions.
    • Seeks out best practices literature and software and copies of excellent reports and plans to keep in a library for division reference. Fosters a working environment in which teamwork and excellence is promoted, expected and routinely provided.
    • Attends meetings, serves on committees, and makes presentations as needed; participates on review committees, policy committees, safety committees, or other committees; represents the department at public meetings and community events.

    • Receives and reviews various forms, reports, correspondence, equipment operating manuals, procedures, handbooks, reference materials, manuals, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
    • Performs administrative tasks as needed; prepares related documents; helps in updating transportation improvement plans, sidewalk priority list; coordinates City participation in regional issues; prepares and distributes agendas for meetings.
    • Assists in seeking funding resources to support projects and plans; prepares applications for project funding; prepares grant applications; monitors compliance with guidelines of grants awarded to the City.
    • Provides technical guidance and assistance to staff; monitors status of work activities; and assists with problem situations.
    • Coordinates, participates, and represents the Department in meetings as needed: City Council, Planning Commission, Design Review Board, bike/pedestrian regional meetings, public involvement meetings, intergovernmental meetings, and neighborhood meetings.
    • Operates a personal computer, and office equipment as necessary to complete essential functions, including MS Word, Excel, and other software utilized by the department.
    • Follows safety procedures, reports unsafe activities and conditions, utilizes safety equipment, and monitors work environment for safety implications.
    • Performs other related duties as required.

    MINIMUM QUALIFICATIONS

    Transportation Engineer 1

    • Bachelor’s degree in Civil Engineering or closely related field.
    • One (1) year experience in roadway design, transportation or traffic engineering.
    • Familiarity with MicroStation, OpenRoads, and GIS software preferred.
    • Assists in design and analysis under supervision.
      • EIT certification or ability to obtain within 12 months of employment.
      • Valid GA driver’s license, with a satisfactory motor vehicle record (MVR).

    NOVA Engineering's Kennesaw, GA office has an immediate opening for a Senior Geotechnical Engineer with our transportation division. The Senior Engineer is responsible for client development, technical execution and project management of work related to Geotechnical Engineering services, both office and field activities, during the planning, design, and construction phases of projects.


    Specifically, the position responsibilities will include:

    • Preparing and executing geotechnical reports and other client correspondence
    • Providing oversight, QA/QC, analysis, laboratory testing and field services as required to meet our Clients’ expectations as projects advance to construction
    • Client consultation and maintenance
    • Preparation of proposals and contract documents (under the supervision of a Senior Technical Professional)
    • Geotechnical engineering or construction Quality Assurance Inspection/Testing duties, including data reduction, analysis & fieldwork for commercial, transportation, industrial, retail, government, office, residential projects;
    • Project management & reporting;
    • Assisting with advanced geotechnical calculations (foundation capacity, seismic considerations, liquefaction, etc)

    Requirements:

    • The position requires an undergraduate degree in Civil or Geological Engineering and 6+ years experience with a proven ability to train and mentor employees
    • P.E. (Professional Engineer) license is highly preferred
    • Transportation experience is preferred, but not required
    • The candidate must be able to perform tasks in varying field/lab/office conditions
    • The candidate must be computer literate and possess management and financial skills


    The position may require the ability to lift and/or move 35-100 pounds occasionally, and the candidate must be able to accomplish field tasks under adverse weather and/or site conditions. The working environment can be moderately noisy to loud in nature, and some assignments may require working in confined spaces or climbing and working at above average heights. The candidate may be exposed to humidity, high temperatures, airborne particles, toxic or caustic chemicals. Good vision and manual dexterity are required.
