POSITION SUMMARY
The Foreman – Underground Utilities leads the daily installation of sewer, water, and storm drainage systems according to plans, specifications, and agency standards. This role oversees trenching, pipe placement, structure installation, and backfill, ensuring compliance with OSHA trenching and confined space safety requirements. The Foreman coordinates crew activities, manages equipment and materials, and serves as the primary on-site contact for inspectors, subcontractors, and project stakeholders while meeting quality, safety, and productivity goals.
YOUR ROLE
- Direct daily sewer, water, and storm utility installations, including trenching, pipe laying, structure installation, and backfill.
- Read and interpret cut sheets, survey data, and utility plans to guide crew work and verify layout.
- Enforce trench safety, including sloping, benching, and shoring installation based on soil classification.
- Confirm materials, bedding, and compaction methods meet COSA, TxDOT, or project specifications.
- Coordinate and oversee utility testing operations, including vacuum, deflection, hydrostatic, and air tests, with proper documentation.
- Manage traffic control setup, signage, and flagging for active work zones.
- Troubleshoot field conflicts and adjust installation methods while maintaining production goals.
- Train and mentor Utility Laborers, Pipe Layers, and Leadmen on plan reading, installation processes, and safe work practices.
- Lead daily safety meetings, toolbox talks, and hazard assessments, serving as the competent person for trenching and confined space work.

WHAT YOU BRING
- 5+ years of underground utility installation experience, including at least 2 years in a supervisory role.
- Ability to read and interpret plans, cut sheets, survey data, and specifications.
- Strong knowledge of sewer, water, and storm system installation methods and testing procedures.
- Proficiency with OSHA trenching, excavation, and confined space safety requirements.

PHYSICAL REQUIREMENTS
Work is performed outdoors year-round in all weather conditions, including extreme heat, cold, rain, and other harsh environments. Must be able to stand, bend, kneel, and perform physically demanding tasks for extended periods. Regularly lifts and carries up to 50 lbs. and occasionally up to 100 lbs. with assistance while handling tools, materials, and equipment. Must tolerate dust, noise, vibration, and maintain situational awareness around moving equipment, open trenches, and active traffic.
TRAVEL REQUIREMENTS
May require travel within Texas. Overnight or out-of-town stays may be needed based on project location.

Position Overview

Responsibilities
