Job Description
SUMMARY OF DUTIES AND RESPONSIBILITIES:
Under general supervision of the Director of Labor Relations, participates in the administration of Labor Relations programs of the Health and Hospitals Corporation, including contract negotiations and interpretation, investigation and processing of employee grievances and hospital discipline. Conducts hearings at the Corporate level, participates in arbitration appeals and maintains liaison with employee union representatives and personnel labor relations administrators of local hospitals. Performs related work in public employee labor relations in conduct of union-management activities.
General tasks and responsibilities will include:
- Participates in collective bargaining discussions through direct negotiations with unions on noneconomic demands and, in cooperation with New York City Office of Labor Relations, on matters of an economic nature.
- Prepares progress reports, develops summaries and reports status of negotiations, including trends, likeliness of impasses and resolution of collective bargaining matters. Assists in preparation of
- Corporation's position before fact-finding impasse panels.
- Prepares analysis of impact of union demands on hospital operations and prepares rebuttals and strategies to deal with such, including recommendations for management's counter demands prior to and during negotiations
- Interprets contracts and agreements and Labor Relations Orders dealing with wages, hours, working conditions and all other matters within the purview of the agreement affecting labor relations, employee relations and personnel management activities.
- Investigates and processes employees' grievances to be handled at the Corporate level, prepares reports and provides recommendations for their resolution.
- Serves as Hearing Officer for grievances handled at the Corporate level and represents the
- Corporation when appealed to City Office of Labor Relations and at arbitration hearings.
- Meets with Union representatives in Labor-Management meetings to discuss and seek resolution of
- Corporation system-wide or local issues. Maintains ongoing liaison with Union and Union Representatives.
- Discusses local hospital issues and their resolution with personnel-labor relations management staff.
- Maintains routine contact with hospital representatives.
- Maintains liaison with Office of Labor Relations, Office of Collective Bargaining and other City, State or
- Federal agencies relating to various labor relations matters.
- Performs labor relations research for development of labor-management programs, and for preparation of negotiations, and prepares studies and reports in support of programmatic recommendations and conduct of activities of the Office of Labor Relations.

1. A Baccalaureate Degree from an accredited college with a major in Labor Relations, Personnel Administration, Public Administration, Management, Economics, Law or related field; and,
2. Three years of progressively responsible experience in the field of labor relations including negotiation and administration of agreements of labor relations matters; or,
3. An equivalent combination of education, training and experience, knowledge and skills sufficient to indicate ability to perform satisfactorily.

Position Title Labor Affairs Specialist
GENERAL PURPOSE OF POSITION
Provide strategic and tactical HD solutions and support in functional areas of Human Development. The Labor Affairs Specialist will focus on employee and labor relations. Must take a hands-on approach and be comfortable with all levels of employees.
ESSENTIAL FUNCTIONS OF THE POSITION
Maintain and foster productive working relations with the UAW as well as salaried and hourly employees:
Lead Collective Bargaining Agreement and Collective Bargaining
Develop and implement policies to ensure consistent treatment for employees
Coordinate initiatives to encourage employee feedback and engagement
Engage in problem solving activities to improve HD processes
Train management and provide support in the interpretation of company and plant policies as well as the Collective Bargaining Agreement
Investigate and resolve employee issues
Manages the administration of local labor contracts; provides interpretation to Coordinators and HD teams.
Leads the process for review and resolution of employee grievances in the facility.
Advises coordinators and collaborators on sensitive labor and employee relations matters, perform grievance and arbitration procedures, follow up performance issues and disciplinary actions.
Manage turnover and absenteeism analytics and insights and an action plan to keep them under control in the facility, providing labor stability to the operation.
Assists managers in identifying employee relations issues and determining appropriate course of action.
Stay abreast in the current knowledge of employee and labor relations trends, legal decisions, and statutory changes.
Conducts research necessary to support contract negotiations and employee relations. Partner with labor regional in the negotiation strategies to develop bargaining goals and negotiate contracts consistent with Metalsa's mission, values and goals.
Monitor and stay abreast of employment and employee relations trends and practices. Advise management on emerging HD and Labor trends and partner with the local leadership team to support the plant strategic direction.
Manages the local employee relations team to provide guidance to management staff by contract interpretation, investigation and advice on a full range of employee relations matters including informal and formal grievances, development of performance management plans, disciplinary issues, employee assistance referrals, and reduction in force issues.
Aligns with regional labor to implement rightsizing, downsizing or any other action required to adjust the size of the company, also leads special reduction in workforce processes to avoid risk and infiltrations. All termination process should be validated and approved by the global labor CoE.
Leads on-going communication and working relationships with UAW local representatives.
Provides information, advice and assistance to HD local team and plant coordinator regarding application of statutes, regulations, contracts and employee relations practices relating to their functional areas.
Leads the union avoidance strategy in union free facilities implementing the appropriate training and avoidance actions
Create and maintain high level relation with local government, chambers, union leaders and other bodies looking for the best interest of Metalsa and his employees.
Partner with talent acquisition to filter and minimize labor risk due to undesired infiltrations.
Audit policies and labor contracts to align them with local laws and regulations
Perform activities to improve the labor environment and employee's engagement.
Perform transparency line or any other source investigations ensuring that each is properly conducted, documented and resolved including any necessary follow up till closure.
Administer FMLA and medical leaves:
Ensure that Federal guidelines are being met for the administration of FMLA
Track FMLA and medical leaves. Ensure that documentation provided is sufficient to approve leaves
Payroll administration:
Verify payroll entries and changes
Check for accuracy and report any discrepancies to payroll administrator
Maintain and distribute, as appropriate:
Current employee information (personnel files)
Policy and procedure manuals
KPI and other tracking reports; including Kronos attendance
Administers EEO and Affirmative Action programs/policies
Conducts employee accessions and related new hire training. Manage, track and trend hiring, termination and turnover data.

Serves as a liaison between union representatives and management. Supports labor relations efforts during contract negotiations, impact bargaining sessions, and documents proceedings. Assists with collective bargaining issues and helps determine negotiation positions, policies and strategy. Coordinates and attends strategy meetings, negotiation sessions, and assists in the compilation of negotiation proposals. Documents all management proposals and assists in documentation of union negotiation proposals and maintains control of all tentative agreements in negotiations. Provides assistance to Labor Counsel, the Assistant State's Attorneys outside counsel, union representatives and other entities regarding various labor related issues. Maintains accurate record keeping of databases, records, and information from past grievance files, personnel records, salary grades of specific union job classifications, and previous union labor agreement files. Consults with senior leadership in matters of highest confidentiality and may assist in policy changes and courses of action.
Minimum Qualifications
- Graduation from an accredited college or university with a Bachelor's degree or higher AND
- One (1) year of business administration, public administration, labor relations, human resources or directly related experience OR
- An equivalent combination of education and/or experience is required.
- Knowledge of labor laws, government regulations, and labor relations functions, including collective bargaining agreements and applicable legal frameworks.
- Skilled in basic negotiation strategies with unions, government officials, managers, and legal teams to resolve disputes, manage grievances, and reach mutually beneficial agreements on labor matters.
- Ability to effectively maintain positive relationships with internal and external stakeholders.
- Exceptional verbal and written communication skills, with the ability to explain standard policies, negotiate with various parties, and handle sensitive matters with confidentiality and professionalism.
- Ability to provide basic insight, advice and expertise to other professionals, management, and external contacts in an assigned functional area.
- Ability to operate as a team player and communicate specialized knowledge team members, managers, and external stakeholders.
- Ability to analyze and interpret CBAs, in public administration and healthcare operations, ensuring compliance with labor laws.

Statement of Qualifications
A Statement of Qualifications (SOQ) is required to apply. The SOQ is a narrative response, prepared by the applicant, describing how their skills, knowledge, abilities, training, experience, and education, qualify them for the position. The SOQ demonstrates the applicant's ability to present information clearly and concisely. The SOQ will be used as a pre-interview screening tool. Applicants who do not follow the SOQ instructions and/or do not answer the prompt(s) as stated below will not be considered. Cover letters, resumes, and other materials do not take the place of a SOQ.
The SOQ must be titled "Statement of Qualifications" and include applicant name. The document shall be typed in 12-point Arial font, single-spaced, no more than one (1) page in length, and must include a response to the statement below, including specific examples:
Describe your background, experience, training, and/or education that qualifies you for the Labor Relations Specialist position. Be specific and provide examples, including location (e.g., organization) and length of employment.
