Responsibilities

  • Help clients translate real-world needs into practical, state-of-the-art solutions
  • Recommend relevant strategies, architectures, and solutions for customer requirements and work with customers to prepare implementations, change management, and migration activities

Requirements

Hours : Typical work hours are 6:30am-5:00pm, Monday through Thursday unless otherwise scheduled. Some evenings, weekends, and holidays will be required depending on operational needs.

POSITION SUMMARY

The Natural Resources Technician is responsible for assisting with natural areas management throughout the Preserves. This includes invasive plant management; restoration and conservation of prairie/savanna, forest/woodlands, and wetlands; and support of the Preserves education and recreation efforts.

Supervisory Relationships

The Natural Resources Technician reports to the Director of Natural Resources. This position may assist in supervising the daily work of seasonal employees, interns, and/or volunteers.

Essential Functions

JOB RESPONSIBILITIES

• Identify native and invasive species in natural areas.

• Handle, mix, and apply herbicides and pesticides using various spray equipment.

• Conduct field sampling, prepare environmental analyses, and report field conditions to supervisor.

• Prepare sites for planting of trees, shrubs, or seeds as directed to support restoration efforts.

• Participate in seed collection and seed processing.

• Perform prescribed burns as a member of a burn crew.

• Assist with tree/brush removal.

• Use various tools of the trade, including but not limited to: trucks, tractors, mowers, backhoes, skid-steers, chain saws, brush cutters, and hand tools.

• Maintain facilities and equipment in a clean, safe, and efficient working order.

• Assist with supervision of daily work assignments for seasonal employees, interns, and volunteers.

• Assist with performing and documenting safety orientation for seasonal staff and/or volunteers.

• Perform all job tasks in compliance with the District's Safety Manual and the department training manual.

• Other duties as assigned.

Requirements

REQUIRED QUALIFICATIONS

• Bachelor's degree in parks and recreation, natural resources, wildlife, forestry or other closely related field. The CCFPD will also consider candidates who hold a high school degree, associate's degree, or trade degree combined with five years of comparable work and/or life experience will also be considered.

• Knowledge of, and/or experience in, conservation biology, restoration ecology, environmental science, hydrology, soil science, environmental laws and regulations, and/or environmental impact assessment principles and practices.

• Current Illinois Pesticide Applicator license or the ability to obtain within 3 months of employment.

• Knowledge of central Illinois flora and fauna and/or Midwest ecosystems is preferred.

WORK ENVIRONMENT AND PHYSICAL DEMANDS

Work is primarily performed outdoors under various weather conditions, including heat, cold, rain, snow, or ice. Duties will be performed in close proximity to the general public and the employee may have frequent interactions with patrons. While performing the duties of this position, the employee may be exposed to hazardous flora and fauna (e.g. poison ivy, wild parsnip, biting/stinging insects, ticks) and chemicals (e.g. cleaning supplies, herbicides/pesticides, and gasoline/oil). The employee may also be exposed to machinery with moving mechanical parts and high noise levels.

Normal duties may include stooping, twisting, climbing, balancing, kneeling, crouching, and crawling. Prolonged standing or walking, often on unpaved/uneven terrain, will be frequent. The employee may regularly handle, grasp, or feel objects; reach, push, or pull to reposition items; and may regularly lift and/or move up to 50 pounds or may occasionally lift and/or move up to 100 pounds using assistive devices or with assistance from other employees. Ability to talk and hear or otherwise effectively communicate with staff and patrons is required. Visual acuity necessary for this position includes close vision, distance vision, peripheral vision, and depth perception.

Use of personal protective equipment will be required based on job specific tasks. This may include, but is not limited to, the following items:

The selected candidate will have a degree in natural sciences and 6+ years of Natural Resource Experience or PWS or CPSS Certification in the successful completion and/or management of multiple large complex projects. The implementation of project scopes of work related to environmental investigations. These scopes may include wetland delineation, wetland permitting, agency coordination, non-environmental permitting tasks, environmental inspections, or site assessment activities. The Senior Scientist is expected to complete and price the scope of work for each project and coordinate fieldwork and whatever subcontractors are required for a given project.

Responsibilities Include:

  • Knowledge of applicable wetland and permitting regulations as well as NEPA screening tools.
  • Detailed understanding of regulatory requirements and limitations to apply during wetlands data analysis.
  • Independently complete site review and desktop analysis, conduct field studies, prepare the project report, and discuss findings and implication with project team and project stakeholders, clients and regulatory agencies as warranted.
  • Detailed knowledge of all applicable environmental regulations for jurisdiction project is situated in, knowledge of site vegetation, soils, and hydrology.
  • Understanding of regulatory requirements and application during data analysis in evaluating potential permitting needs to complete the project.
  • Plan, coordinate, communicate and facilitate activities of multiple disciplines on projects of all sizes from conception through completion.
  • Advanced report and permit writing skills
  • Proficiency in phone/e-mail skills for interaction with client or agency contacts should increase. Project manager shall develop skills necessary to independently interface with clients, regulators and to scope projects and prepare complex cost proposals.
  • Ensure successful completion of projects through collaboration and coordinating with internal and external clients maximizing project profitability and meeting billable targets.

GENERAL DEFINITION OF WORK :

Under supervision of the Natural Resources Supervisor, the technician will engage in urban forestry maintenance focused on woodland, wetland, and public space resources and other public spaces, Oaklawn Gardens, and the Farm Park. Additionally, responsible for the maintenance of the City's urban forest to include parks and trails. Perform manual labor and more technical aspects of the job are required to accomplish assigned tasks. May supervise crew in absence of the Natural Resources Supervisor.

Examples of Duties
ESSENTIAL JOB FUNCTIONS :
  1. Participates in a wide range of duties associated with the City's urban forest: picking up trash in public spaces; removing dead, damaged or diseased trees, limbs, and stumps; blowing hard surfaces; installing, repairing and maintaining various kinds of fences; applying chemicals; performing maintenance on City property and setting up for special events, as needed.
  2. Serves as a Tier 1 employee during inclement weather events to ensure parks and public spaces are safe for City use.
  3. Confers with supervisor and review work orders and specifications for job and instruct workers accordingly to ensure that daily projects are completed on schedule and to appropriate specifications.
  4. Demonstrates and instruct workers on proper work procedures, dispensing and mixing of materials, and proper and safe use of equipment.
  5. Assists supervisor in preparing work schedules according to weather conditions and knowledge of job requirements; and serves as supervisor in absence of Crew Supervisor.
  6. Operates power tools and equipment used in urban forest maintenance including but not limited to chain saw, dump truck, front-end loader, tractor equipped with various attachments, and tree lift.
  7. Responds to public inquiries and provide information within scope of knowledge and authority.
  8. Performs a full range of maintenance and repair duties associated with the assigned work area and perform or assist workers in performing more technical aspects of job tasks.
  9. Works from lift to cut tree limbs or installs decorations on city streets and buildings.
  10. Performs or assists workers in performing more difficult or technical aspects of job tasks.
  11. Reports daily work activities to the supervisor.
OTHER JOB FUNCTIONS :
  1. Clears snow and applies ice melt material when weather demands it.
  2. Assists with other department activities or City sponsored events not under direct responsibility.
  3. Performs related tasks as required.

Qualifications
KNOWLEDGE, SKILLS AND ABILITIES :
  • Thorough knowledge of materials, methods, and techniques commonly used in construction, maintenance and repair activities as related to assigned areas in park maintenance.
  • Knowledge of standard safety practices and precautions applicable to tree work.
  • Skill in communicating in person on a one-on-one basis and in writing for the purpose of obtaining, clarifying or giving information.
  • Skill in operating tools and equipment used in park maintenance and tree maintenance.
  • Ability to work effectively above 30 feet off the ground.
  • Ability to read and understand blueprints, operation manuals and chemical application instructions.
  • Ability to follow and understand written and verbal instructions.
  • Ability to effectively train and lead subordinate employees in assigned work projects.
  • Physical ability to perform essential job duties.

EDUCATION AND EXPERIENCE : High School graduate or GED and two (2) years urban forest maintenance experience or any combination of education, training, and experience providing the knowledge, skills, and abilities necessary to perform essential job functions.

WORKING CONDITIONS : Majority of work is outdoors in all weather conditions. Work requires lifting heavy objects, as much as 50 lbs. a distance of four feet from the ground. Work assignments may require stooping, kneeling, crouching or crawling in awkward positions and standing for extended periods of time. Some tasks may expose workers to harmful materials or chemicals, fumes, odors, loud noise, or dangerous machinery. Some tasks may require working from great heights. Must wear all safety equipment in accordance with safety regulations.

SPECIAL REQUIREMENTS: Valid Commercial Driver's License required or the ability to obtain in the first 6-months of employment.

We have three openings for Natural Resources Technicians across the State of Iowa at these locations:

  • Gull Point State Complex in Milford, Iowa

  • Pine Lake/Union Grove State Park Complex in Eldora, Iowa

  • Brushy Creek State Recreation Area – Lehigh, Iowa

The successful candidate will be required to live within 30 miles of the park as outlined in DNR Park Bureau policy. These positions require weekend and evening work during the recreational season.

Key Responsibilities:

Facility & Equipment Maintenance

  • Ensure all park facilities—including campgrounds, cabins, docks, restrooms, shelters, lodges, roadways, and playgrounds—are clean, safe, and well-maintained.

  • Oversee heating, cooling, water, and wastewater systems.

  • Operate and maintain equipment such as tractors, mowers, saws, ATVs, trailers, boats, and other power tools safely and efficiently.

  • Pine Lake/Union Grove will be expected to clean and maintain cabins while being on call on a rotating shift.

Grounds & Resource Management

  • Keep all public-use areas clean, safe, and visually appealing.

  • Support habitat restoration projects including prairie burns, plantings, pruning, invasive species control, and wildlife management.

  • Maintain multi-use trail systems for both safety and ecological preservation.

  • Attend and maintain certification in pesticide application.

Public Relations, Education & Enforcement

  • Represent the park and the state park system through community outreach, media engagements, and public events.

  • Collaborate with local organizations, chambers of commerce, and friends’ groups to promote the park and local economy.

  • Support interpretive programs and work alongside seasonal naturalists to enhance visitor education.

  • Patrol park areas as a six-month officer to ensure visitor safety, property protection, and public order.

  • Assist visitors with questions, concerns, and emergencies while providing exceptional customer service.

  • Maintain training in enforcement techniques and complete required reporting.

Administrative Support

  • Assist in preparing reports related to attendance, budgeting, fuel, payroll, incidents, and cash handling.

  • Collect fees in compliance with DNR policies and procedures.

  • Help coordinate work assignments for natural resource aides and volunteers.

  • Learning Facilitation - Foster student learning by developing appropriate instructional strategies to meet diverse student needs and support student engagement. Employ learning experiences that integrate multiple delivery methodologies and instructional technologies to maximize student success, such as hybrid, in-person, virtual, and on-line course delivery.
  • Assessment - Assess student learning and provide regular feedback to help students be successful. Use data to measure quality outcomes related to course success and learning and implement improvement strategies based on the evidence.

  • Minimum of at least 4,000 hours occupational experience in a target job for the program being taught. 3-5 years occupational experience preferred.
  • Experience with Ecology, Wildlife, Water Quality, Fisheries, Surveying, Forestry, Recreational Management, Conservation, or a related Natural Resources field required.
  • Teaching or training experience is preferred.
  • Ability to plan, organize, instruct, and facilitate quality education programs, including development of relevant curriculum.
  • Upon hire, must maintain Faculty Quality Assurance System requirements and licensure required by other agencies to maintain individual and program accreditation, if applicable

Additional Information

Hourly pay rate: $45.00 per hour.

Pay is based on a multitude of factors, including experience, qualifications, education, relevant certifications, internal equity, and market data.

Adjunct instructors are hired on a per-course basis. The total hours for an adjunct instructor range from approximately 3 hours per week to no more than 8 hours per week. Hours vary and can include both day, evening, and weekend classes. Courses are taught in traditional classrooms and alternative delivery formats.

Upon hire, new adjunct faculty are required to complete the mandatory, non-compensated Blackboard Basics & Orientation for Adjunct Instructors course within 30 days. Additional training is also required to qualify to teach in the Wisconsin Technical College System within the first three years of hire.

WSP is currently initiating a search for a **Natural Resources Technical Leader** for our Earth & Environment Business in the Plains District (Oklahoma, Arkansas, Kansas, Missouri, Nebraska, Iowa, North & South Dakota, and Minnesota). This position would be based in our **South Plains Kansas City, MO** office. Other locations will be considered: **Kansas, Oklahoma, Arkansas, or Nebraska.**
The candidate will play a leadership role in the South Plains, working closely with the Plains Leadership Team and other Senior Technical Leaders with a focus on growing our Natural Resources and Permitting (NRP) capabilities and offerings in support of our efforts to strengthen and expand our existing Earth & Environment practice within the Plains District and beyond. In Kansas, Oklahoma, Arkansas, and Nebraska our strategy is focused on the oil and gas industry, energy industry, municipalities, industrial development, state Departments of Transportation (DOTs), and many others. The candidate would work with other service leaders on the team to expand current natural resource service offerings in South Plains and diversify our client base. Current natural resources services within South Plains include natural and cultural resources permitting and regulatory compliance (CWA Section 404, NHPA section 106 and beyond), protected species surveys and consultation (ESA sections 7 and 10 and state authorizations), planning and NEPA, and SWPPP compliance. The selected candidate would also leverage cross collaboration with other WSP business lines such as Transportation and Infrastructure (T&I), Property and Buildings (P&B), Energy, Water, Federal, Advisory Services, and PMCM to bring value to our clients.

Who You Are
**Required Qualifications**
+ Bachelor's Degree in Environmental Science, Ecology, Natural Resource Management, or a related life sciences field.
+ 12+ years of Environmental Science experience in a corporate environment.
+ Strong working knowledge of relevant environmental laws, regulations, compliance practices, and record-keeping requirements, and the business impact upon the organization.
+ Excellent leadership and interpersonal communication skills with the ability to effectively, persuasively, and tactfully interact with employees at all levels of the organization.
+ Tactical lateral thinking and strong analytical skills with attention to detail and prioritization of responsibilities in a pressure work environment.
+ Ability to elicit cooperation from a wide variety of sources, including senior management, clients, and company-wide staff, including those with whom no formal hierarchical relationship exits.
+ Advanced proficiency with office automation and communication software, technology, and tools used in the corporate environment.
+ Proven track record of upholding workplace safety and ability to abide by WSP's health, safety and drug/alcohol and harassment policies.
+ Strong ability to quickly adapt to change and demonstrate flexibility to a variety of schedules and hours to meet business needs.
+ Occasional travel may be required depending on project-specific requirements.
**Preferred Qualifications**
+ Master's Degree is preferred.
+ Essential professional licensure/certification.
+ Experience in managing the review of documents and preparation of discipline-specific deliverables, certifications, processes, and plans in a multi-project environment is highly desirable.
