The successful candidate will be part of the KBR team supporting the Test Resource Management Center's (TRMC) Big Data and Knowledge Management Team working on Big Data systems supporting DoD Test Ranges and various acquisition programs. We are seeking a highly experienced DoD Technical Writer with a strong understanding of DoD processes and documentation standards to join our dynamic distributed team. As a Technical Writer on our team, you will be instrumental in creating, editing and maintaining a wide range of technical documentation. Your ability to translate complex technical information into clear, concise and user-friendly content will be crucial to the success of our mission. This role requires proven experience writing for DoD audiences and familiarity with DoD documentation standards. Only US citizens with active DoD Secret clearances and 5+ years of technical writing experience within a DoD environment will be considered. The successful candidate will have technical writing experience within the DoD community and should be prepared to provide writing & graphic layout samples alongside their resume.

Key Responsibilities:
+ Technical Documentation: Develop and maintain comprehensive technical documentation, including how-to guides, presentations, system administration guides, installation guides, end user training materials, API documentation, wiki pages and technical reports. Manage document version control and configuration.
+ DoD Standards: Adhere to DoD documentation standards, style guides and templates. Review and edit documentation created by technical staff. Strong attention to detail and ability to work independently and collaboratively.
+ Collaboration: Collaborate with a diverse team of software engineers, system architects, system administrators, data scientists, data engineers, data analysts, trainers and program managers to ensure accuracy and completeness of documentation. Work collaboratively with graphics designers to create and enhance graphics for documentation. Experience working with highly technical teams of engineers and scientists.
+ Process Improvement: Self-motivated to proactively identify areas for documentation improvement and implement changes. To include the design, development, enhancement and rewriting of existing documentation and/or wiki pages to improve the quality of documentation available for our users. Support the public release process for documentation. Demonstrated initiative in improving documentation quality.
+ Communication Skills: Excellent written and verbal communication skills. Proven ability to effectively and professionally communicate with customers and teammates. Experience working in a remote/distributed team environment.
+ Tools: Proficiency with documentation tools. Proficiency with wiki tools such as Confluence.
+ Presentation Skills: Confident presentation skills for large technical and non-technical groups. Assist existing training staff in the development of technical presentations and training sessions to both technical and non-technical audiences.
Work Environment:
+ Location: This position is mostly remote, but the individual must reside in an area near a military installation.
+ Travel Requirements: This position will require travel of 25% with potential surge to 50% to support end users located at various DoD ranges & labs located across the US (including Alaska and Hawaii).

Qualifications:
Required:
+ Security Clearance: Active DoD Secret Security Clearance required.
+ Education: Bachelor's degree in English, Technical Writing, Computer Science, or a related field. Equivalent experience may be considered in lieu of a degree.
+ Experience: 5+ years of technical writing experience within the DoD environment.
Desired:
+ Experience: 15+ years of technical writing experience with 5+ in DoD. Experience with DoD Test and Evaluation. Experience writing for a software intensive product team.
+ Big Data Experience: Knowledge of Big Data technologies (e.g., Spark, Kafka).
+ Software Experience: Proven experience documenting complex software systems, including big data platforms, cloud-based architecture, and data analytics tools. Experience with automated documentation tools.
Basic Compensation:

The offered rate will be based on the selected candidate's working location, knowledge, skills, abilities and/or experience, clearance level, contract affordability and in consideration of internal parity.

JOB SUMMARY

The Technical Writer reports to the Director of Technical Services and Validation. The essential job function is to assume responsibility for all documentation and procedural activities associated with commercial production and technical transfers, as well as support documentation needs of the R&D scientists.  It includes monitoring of existing documents (including, but not limited to: Batch Records, SOPs, OIMs), identifying opportunities for improvement, and implementing both process and/or procedural improvements to further the efforts in the Manufacturing group to continuously improve.  It also includes project execution within the department, such as product transfers or changes, in addition to other daily functions needed or requested by the Director of Validation and Technical Services. 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Provide documentation services to the Technical Services department including writing, revising, formatting, processing, filing, and maintaining documents, including electronic files.  These documents include, but are not limited to batch production records, SOPs, protocols, and reports.
  • Be able to draft incident reports, investigation reports, or other quality event (QE) reports.
  • Support Quality Systems for the Technical Services Department, including CAPA, Change Control, QE tracking/trending.
  • Work with technical experts to identify and document appropriate Corrective Action, Preventative Action (CAPA) as needed. Responsible for completion of appropriate CAPA documentation.
  • Act as Electronic Quality Documentation Management System Subject Matter Expert (SME) for the department, assisting and training others as needed.
  • Responsible for the SOP biennial review process for Technical Services, including SOP revisions within the established timelines, as needed.
  • Preparation of the Validation Section for Periodic Quality Reviews (PQRs), including data collection, document preparation, and identification of applicable CAPAs as necessary.
  • Support the process for the generation of scientific papers and technical documentation to promote Adare Technologies and support marketing initiatives
  • Support the Technical Services and, as appropriate, the Research & Development depts. by drafting Papers, Posters, Whitepapers, Presentations, Webinars, etc.
  • Support all Continuous Improvement efforts within the department.   
  • Support and promote Safety and cGMP programs, ensuring strict conformance to all current FDA and cGMP guidelines.
  • Follow and observe all regulatory requirements (GMP’s, ISO, FDA, internal policies) applicable to area of responsibility.
  • Uphold Company policies, including the Professional Conduct Policy and Prohibition Against Harassment Policy, and the Business Ethics and Conduct Cod e.
  • Perform other tasks as required.

REQUIRED SKILLS AND QUALIFICATIONS

  • High School diploma or equivalency with three to five years of experience technical writing and/or procedure development, preferably in FDA regulated environment OR Bachelor’s degree with two to three years of experience technical writing and/or procedure development, preferably in FDA regulated environment.
  • Proficient with Microsoft Office (Excel, Word, PowerPoint).
  • Capable of organizing data from multiple sources, extracting key information and writing reports and summaries
  • Demonstrated ability to write logically and consistently
  • Strong decision making and problem-solving skills
  • Excellent interpersonal written and oral communication skills
  • Ability to thrive in a dynamic and fast-paced environment.

**JOB DESCRIPTION**
**Job Summary**
Responsible for accurate and timely implementation and maintenance of critical information on claims databases. Maintains critical information on claims databases. Synchronizes data among operational and claims systems and application of business rules as they apply to each database. Validate data to be housed on databases and ensure adherence to business and system requirements of customers as it pertains to contracting, benefits, prior authorizations, fee schedules, and other business requirements.
**KNOWLEDGE/SKILLS/ABILITIES**
+ Trains staff on configuration functionality, enhancements, and updates.
+ Works with internal and external stakeholders to understand business objectives and processes associated with the enterprise.
+ Problem solves with Health Plans and Corporate to ensure all end-to-end business requirements have been documented.
+ Creates management reporting tools to enhance communication on configurations updates and initiatives.
+ Negotiates expected completion dates with Health Plans.
+ Writes complex ad-hoc reports
+ Creates complex MRDT and other configuration update scripts
+ Assists manager in establishing standards, guidelines, and best practices for the team
+ Designs and develop templates for complex reports and automated configuration processes/solutions
+ Assist manager in establishing peer review standards and methodology
+ Leads peer reviews
+ Leads the design and development of large, complex, critical configuration maintenance processes/solutions
+ Research and review new tools and techniques and provide recommendations to management
+ Builds complex configuration processes/solutions
+ Maintains MRDT, fee schedule, premium, AutoQ, and other file load packages
+ Designs/document AutoQ solutions (FRD, Schema, etc.)
+ Interprets complex business problems and technical issues
+ Architects and design comprehensive solutions that meet the business and technical requirements for the given initiative
+ Effectively communicates solutions through review meetings, written specifications, workflow diagrams, and/or proof of concept demonstrations
+ Helps drive solution to successful implementation by directing technical and business resources during all phases of the software development life cycle
+ Gains a deep understanding of Molina claims life cycle and all processes that affect claims payment
+ Develops and maintain standards and best practices for the team
+ Mentors junior analysts
+ Participates in or leads project meetings
+ Understands QNXT, AutoQ, and MCG functionality and schema
+ Determines if a project is AutoQ, MCG, or other
+ Writes Requirements for BRDs/FRDs and Reports without needing mentoring
+ Suggests schema/solution. Works with technical resource to determine best solution.
+ Manages complex projects from requirements to deployment, including work assignment, prioritization, issue triage etc.
