Job Description
As an integral part of the Maintenance and Engineering team, the Utilities Engineer manages the boilers, steam distribution systems, evaporative cooling and chilled water systems, water treatment, thermal oxidizer, and wastewater systems. This position will work closely with Plant Operations, Engineering, Maintenance, EHS and contract Maintenance providers. This role will coordinate communication on unit rates, equipment status, and inventory through regular meetings, status updates and reports. This position will be located at the Roehm Bay City, Texas, MMA manufacturing facility.
WHAT YOU WILL DO
- Accountable for the overall operation of Utilities for the site – develop and maintain in all utility areas: 5S, Operating procedures, maintenance procedures, operator round checks, training program, preventative and predictive maintenance programs, KPI Oversee process control, monitoring and troubleshooting of process and equipment; reports and follows up to resolve process deviations, equipment failures and hazards; assists in plant investigations and problem resolution.
- Provide technical support including daily monitoring and optimization efforts to improve water and/or steam efficiency, quality, and reliability.
- Troubleshoot unit thermal oxidizer, cooling and chilled water, raw water, and steam system issues.
- Manage cooling tower operation, and cooling tower chemicals throughout the facility.
- Manage high purity boiler feed water and steam system operation, treatment, and technology to continuously drive system reliability.
- Maintain high reliability of Thermal Oxidizer.
- Provide utilities support for unplanned and planned outages and turnarounds. Responsible for design recommendations of new and existing chemical feed systems and water treatment equipment.
- Maintain and foster collaborative efforts with maintenance, reliability, engineering, ESH and other technical resource teams to identify, share, implement and maintain best practices.
- Identify areas of opportunity for innovation and improvement.
- Participate in equipment reliability and process safety driven activities such as the Management of Change (MOC) process, RCA’s, PHA’s and Incident Investigations.
- Ensure compliance with standards and safe work practices.
- Evaluate corrective action and risk mitigation strategies based on the performance of plant utilities equipment and process conditions.
- Effectively communicate process changes and abnormal situations.
- Other duties as assigned.
WHAT WE ARE SEEKING
- Bachelor’s degree in Engineering, Chemistry or related field with a minimum of 5 years of relevant experience OR
- Associate’s degree/certificate in Chemistry, Process Technology or a related field with a minimum of 7 years of related Utilities management experience.
- At least 5 years of experience in a technical role in a chemical, petrochemical, or industrial manufacturing environment supporting treatment programs for steam systems, boilers, cooling towers, chilled water systems, thermal oxidizers, and raw water clarification.
- Knowledge of operating processes, equipment, and materials, as well as critical analysis skills are needed to effectively evaluate performance and develop improvements.

- Perform daily inspection of motors, switchboards, transformers, high voltage breakers, frequency drives, circuits, relays, electric meters, combustion turbines and other equipment as a matter of preventive maintenance
- Use specialized tools and equipment such as, but not limited to, phase sticks, high pot, relay test sets, fault indicators (thumper), motor test sets, rotation meters, meggar, ground test set, oil test set, TTR test set; safety-related testing equipment, variable speed drives, etc., to perform necessary work
- Perform specialized switching operations of high voltage lines, including coordination with the local utilities
- Maintain a constant high level of knowledge of the high voltage distribution systems, switching stations and substations in order to provide an emergency or fast response
- Install, terminate and test medium-voltage cables
- Install and wire equipment such as distribution or portable generators, motors, electronic equipment, frequency drives, combustion turbine, special lighting and wiring, stage lighting, street lighting; install conduit, making bends, threading and reaming where necessary; install intelligent high voltage selector switches as necessary
- Operate special equipment such as, but not limited to, digger, reel and bucket trucks, sky-van, high reach and power assisted tools
- Install and remove electrical line poles
- Climb poles for installation and maintenance of high voltage distribution systems and lighting systems, including athletic field lighting

PurposeTo perform journey-level plumbing and related trade functions in a mechanical utility distribution environment. Responsible for providing journey-level craftsmanship in the mechanical maintenance and repair of utility mains and associated systems.
Responsibilities- Install, repair, operate and maintain distribution systems for water, sanitary and storm sewer, compressed air, natural gas, and high-pressure steam using industry-standard methods of fabrication and assembly. Monitor and inspect systems for safety of installation and proper operation. Unstop obstructed lines.
- Install, maintain, modify, and repair plant equipment or utility systems. Maintain records of equipment repair. Ensure compliance with standards of workmanship and safety.
- Clean and maintain all equipment and work areas as needed. Inform appropriate personnel of unusual conditions and known or diagnosed problems or deficiencies, and take appropriate action as needed.
- Keep accurate computer and/or paper based records, such as equipment inventories, maintenance logs, estimates, outage requests, campus building plan sets, etc. Complete work orders using integrated work management system.
- Work in conjunction with other trades or crafts personnel in support of systems within the power plant, chilling stations, utility tunnels or direct-buried utilities.
- Follow all University and UEM safety policies and procedures, take required safety training, and identify and report safety hazards. Perform work tasks in a safe manner, wear the proper personal protective equipment, and report near misses and incidents. Attend staff meetings, safety training and meetings. Attend job-related training and complete assigned training modules. Training certification required within 18 months.
- Perform other related functions as assigned. Perform work in accordance with normal trade practices to pass inspection for conformity to standards, quality and quantity by journey-level employees or supervisors. DESCRIPTION
Supervises and/or participates in the installation, maintenance, and repair of all electrical wiring, apparatus, luminaires, motors, industrial instruments, and other equipment under the jurisdiction of the City of Flint Utilities; performs related work as required.
DUTIES AND RESPONSIBILITIES
- Supervises and participates in the installation, alteration, maintenance, and repair of wiring systems, electric motors, transformers, wiring, conduits and raceways, luminaries, electrical control devices, meters, electrical timing control, programmable logic controllers, and electrically operated devices ranging from 24VDC to 4160 VAC.
- Supervises and participates in installing electrical support structures, including lighting poles, boxes, and conduits.
- Strings cables and wires. Installs, splices and repairs all kinds of wiring, including underground and overhead.
- Installs and maintains motors, meters, and generators, dresses and polishes commutators, seats and replaces brushes, performs complex conduit bending and raceway system installations, performs other electrical and mechanical work as needed.
- Install, inspects, repairs and maintains all metering controls, recorders, magnetic flow meters and other similar instrumentation and laboratory equipment in conjunction with Utilities Instrumentation Technicians.
- Troubleshoots, identifies and makes emergency repairs and adjustments on electrical equipment and wiring systems. Makes emergency repairs to boilers and all condensate return tanks. Locates and clears short circuits.
- Cleans, maintains, installs and repairs battery systems and emergency electrical generator systems; Cleans, maintains, installs and repairs low voltage and medium voltage electrical distribution equipment, motor control centers and variable frequency drives ranging from 24VDC to 4160 VAC and 46K VAC. Operates medium voltage utility switching.
- Maintains stock of electrical fittings, wire, conduit, equipment and appurtenances as required.
- Utilizes computer-based work order system to document work performed and to create work orders. Follows written and oral instructions from supervisor.
- May be required to draw diagrams/schematics of work performed.
- Employee may be called to respond to emergencies after hours.
MINIMUM ENTRANCE REQUIREMENTS
- At least four years of practical experience in industrial or commercial electrical construction or maintenance OR At least four years of combined practical experience and training in industrial or commercial electrical construction or maintenance at a registered trade or technical school. (The combination MUST include at least two years of practical experience.)
- Considerable knowledge of the standard practices, materials, tools and equipment of the trade.
- Considerable knowledge of the hazards and precautionary measures peculiar to the trade. Knowledge of lockout-tagout and arc-flash protection is required.
- Working knowledge of the National Electrical Code/NFPA 70.
- Ability to work from drawings and specifications and to understand and carry out written and oral instructions.
- Considerable Skill in the use and operation of the tools and equipment of the trade.
- Skill in locating and repairing defects in electrical systems and equipment.

NECESSARY SPECIAL REQUIREMENTS:
- Possession of a valid State of Michigan Class 3 Electrical Journeyman's License.
- Possession of a valid Michigan Driver's License before appointment
- Ability to meet annual fit test certification standards for respiratory equipment such as SCBA equipment. (Facial hair must be kept in such a manner as to pass the certification.)
- Ability to obtain and maintain certification in skills necessary for job performance such as Forklift/High-Low certification and permit required confined space entrant and attendant certification.
- Ability to obtain and maintain at least a HAZWOPER level 1 (First Responder - Awareness) certification.
- Ability to obtain a Permit Entry Confined Space permit with entrant & attendant certification.
