This individual will bring extensive expertise in electrical engineering, utility operations, and strategic resource planning to lead a high-performing municipal utility. With a solid understanding of power transmission, load forecasting, and Californias regulatory environment, the Director will ensure safe, reliable, and efficient energy services while navigating complex legislation and emerging market trends. The ideal candidate is a confident, forward-thinking professional who thrives under pressure, fosters collaboration, and leads with integrity. A team-oriented approach, combined with tactful leadership and a commitment to employee engagement, will be essential to maintaining operational excellence.
Qualified candidates possess a Bachelor`s degree from an accredited college or university with major course work in electrical engineering with an emphasis in electrical power systems, or a related field; along with seven (7) years of progressively responsible electric utility experience; including three (3) years of management and/or supervisory responsibility. A Masters degree and experience with a California Electric Utility is preferred. Current registration as a Professional Electrical Engineer (PE) with the State of California is highly desirable. The monthly salary range for the Electric Utility Director is 16,487.64 to $20,043.24; placement within this range is dependent on qualifications and experience. Effective 7/1/25 there will be a 2.7% pay increase.

The Director of Utility Operations is responsible for the production, purchase and distribution of utilities for the University of Houston main campus. This position oversees administration and operations of facilities operations including central energy plant chilled water and steam production, electrical serviced, mechanical and HVAC operations, energy management control and building automation operations. Also assists the Asst Vice President of Facilities Services with strategic and operational planning.
1. Directs the operation of the central energy plant chilled water and steam production, electrical services, mechanical and HVAC operations energy management controls and building automation operations.
2. Develops and implements strategic plans to reduce energy costs and to reduce carbon footprint through sustainability projects. Analyzes statistical data and implements policies to reduce utility costs and consumption. Directs recovery of auxiliary utility expenses.
3. Ensures that maintenance of existing equipment is performed. Schedules and performs system maintenance as needed and as proscribed by manufacturer.
4. Develops long range plans for the replacement of capital equipment.
5. Develops and implements strategic and operational plans for Facilities, including emergency plans, budgets and other financial plans.
6. Serves as key point of contact with external utility providers. Negotiates and manages contract support for technical services.
7. Oversees managerial and supervisory staff and enforces standards for the hiring, training, evaluation and discipline of personnel. Manages schedules for personnel assigned to minimize overtime and maximize efficiency.
8. Develops and enforces operational procedures and best practices, ensuring compliance by facilities personnel with university policies and procedures.
9. Manages assigned budgets and ensures funds are expended effectively in fulfillment of university goals.
10. Serves as an active member of the Facilities Management team collaborating with all areas and participate in campus committees.
11. Performs other job-related duties as required.
MQ: Education: Requires a thorough understanding of both theoretical and practical aspects of an analytical, technical or professional discipline; or the basic knowledge of more than one professional discipline. Knowledge of the discipline is normally obtained through a formal, directly job-related 4 year degree from a college or university or an equivalent in-depth specialized training program that is directly related to the type of work being performed.
Experience: Requires a minimum of seven (7) years of directly job-related experience. Certification/Licensing: Requires professional licensing, certification or registration directly related to the job, as specified on the job posting details.
