**Role Description**
The Chief Data & Analytics Office (CDAO) at SMBC Americas is driving a transformative data and analytics strategy across the organization. This includes enterprise-wide initiatives in data governance, data management, and regulatory compliance, with a focus on key areas such as BCBS 239, Risk, Compliance, RWA, and Liquidity reporting.

It has the capability to perform Destruction of Enemy Air Defense missions and is an upgrade to the U.S. Navy AGM-88 HARM system. AARGM is able to rapidly engage traditional and advanced land- and sea-based air defense threats, as well as non-radar, time-sensitive strike targets. As a EVM Analyst, they will collaborate within a team setting and operate under general guidance while supporting the Program Management Office (PMO) and Control Account Managers (CAMs) in planning, implementing, and monitoring Earned Value Management Systems processes. They will analyze data, create financial reports, address issues, report on program finances, and provide recommendations to the program management office, customers, and internal senior leadership. The Earned Value Management Analyst will be responsible for all budget activities within our group.
**Responsibilities include, but are not limited to:**
+ Analyze and interpret EVM reports containing technical, schedule, and cost performance data
+ Review, develop, and evaluate the Estimate At Cost (EAC) value using EVM methodologies for multiple special access programs and /or projects
+ Contribute, establish, and evolve program and project EVM data in accordance with the NRO Earned Value Center of Excellence
+ Transfer program and project data into the NRO's EVM Central Repository
+ Organize and provide oversight to EVM methodologies during baseline reviews
+ Attend and contribute EVM methodologies for special access programs during joint programs and /or project reviews as directed

**Minimum Qualifications:**
+ Bachelor's degree with 4 or more years of related financial experience
+ Experience in developing and the Delivery of Monthly CDRL dashboards that reflect the current EVMS status for identified programs (trends, forecasts, and contractor performance analysis)
+ Experience in providing training and guidance on the interpretation and application or earned value management techniques, regulations, policies, and procedures for special access programs

The Director Value Management Office oversees transformation initiatives that deliver Member value while aligning with business strategy. This leadership role is responsible for guiding change efforts across the organization, balancing stakeholder needs with strategic priorities. The Director evaluates, prioritizes, and supports strategic initiatives, ensuring they advance organizational goals while optimizing capacity utilization. Proven expertise in Lean-Agile methodologies and Human-Centric Change Management, with the ability to foster collaborative relationships across departments.
People Leadership: Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsible for interviewing, hiring, and training associates; planning, assigning, and directing work; managing performance; rewarding and coaching associates; addressing complaints and resolving problems.
Release Train Engineer: Serve as the RTE for the Agile Execution Model, facilitating key events on a PI Cadence within the organization. This role will serve as the coach of the Agile teams, ensuring delivery of training workshops and needed SAFe certification courses. In addition to PI Planning, this role will serve as the key facilitator of various ART events & syncs as well as championing Communities of Practice.
Executive Communication: Deliver compelling presentations to executive leadership on transformation progress, value realization, and strategic recommendations. Translate complex data and technical concepts into clear, actionable insights for senior leadership.
Strategic Alignment: Work with executive leadership to translate organizational vision into actionable transformation roadmaps.
Value Realization: Create and oversee systems to measure, track, and report on value realization from strategic initiatives. Implement processes to identify, mitigate, and manage risks that could impact value delivery.
Change Management Leadership: Lead the implementation of Human-Centric Change Management practices across the organization.
Lean-Agile Implementation: Champion Lean-Agile principles and practices throughout the organization's transformation efforts. Establish governance frameworks that balance agility with appropriate controls.
Cross-Functional Collaboration: Establish strong partnerships with department heads and key stakeholders to ensure alignment on transformation priorities.
What You Bring

- 5-8 years similar or related experience of leadership, Lean-Agile, transformation experience o r equivalent combination of education and experience.
