Overview

This position is for the Strategic and Facility Planner for the Veterans Health Care System of the Ozarks (VHSO). The incumbent formalizes the strategic planning process, formulates strategies, facilitates strategy implementation, and ensures departments and employees throughout the organization understand how their work relates to and promotes the goals of the facility.

Responsibilities
  • Provides active and well-informed administrative participation in the coordination and incorporation of the facility operating plans into the overall strategic plan, including construction, interior design, equipment, information technology resources, budget, staff, Workforce Development, and space management.
  • Ensures plans are comprehensive, responsive to upcoming clinical and administrative program needs, and are communicated in an easy to interpret format for medical center leadership decision making.
  • Identifies needs and potential issues and concerns, devises flexibilities in operations and constructive, non-capital and cost-effective approaches to the resolution of problems, including Requests for Proposals (RFP) and new program development.
  • Leads the VHSO planning cycle to include gap analyses, strategy development and prioritization, implementation, and tracking.
  • Leads a multi-disciplinary team through the planning cycle per Veterans Health Administration (VHA) and VISN guidance, eliciting input from Executive/Senior Leadership and coordinating planning related activities.
  • Coordinates the development and effective implementation of the VHSO Strategic Plan that is aligned with VISN 16 goals and priorities.
  • Performs catchment population-based demographic studies involving data collection and analysis, forecasting, and related methodologies, and advises on planning issues associated with program development and expansion initiatives.
  • Responsible for coordinating system Space Management activities in consultation with key leadership and space managers.
  • Oversight of business planning; strategic planning; facility planning; capital investment planning; and market assessment/market analysis.
  • Researches, engages, and collaborates with public and private community health care providers to expand VHSO health care delivery network, improve access to care, identify innovative solutions, and leverage community resources in support of Veterans.
  • Facilitates/directs planning tasks and coordinates activities to integrate health system planning priorities into a consolidated service delivery plan.
  • Conducts periodic management studies and special program reviews as part of the Medical Center needs assessment process and develops procedures to correct deficiencies identified.
  • Other duties as assigned.
Work Schedule and Telework

Work Schedule: MondayFriday 8:00 a.m.4:30 p.m., subject to change based on the needs of the agency.

Health Systems Specialist - Health Professions Education (HPE) Specialist

The incumbent serves as a Health Systems Specialist - Health Professions Education (HPE) Specialist. This position supports the Designated Education Officer (DEO) and HPE management for establishing, maintaining, and evaluating the quality of HPE programs and the quality of care delivered by health professions trainees (HPTs) at the VA medical facility.

Responsibilities include conducting and evaluating a wide range of program management and administrative duties to fulfill requirements related to VHA's academic mission and OAA's strategic plans. Duties include:

  • Responsible for the technical work required for HPE programs including affiliation agreements, trainee qualifications and credentials letter (TQCVL), program letters of agreement (PLAs), direct HPT/affiliate staff customer service, and the on- and off-boarding processes of HPTs.
  • Review and validate HPT applications, qualifications, and appointment against OAA criteria before starting clinical rotations and performing patient care.

Mental Health System Specialist

This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid Atlantic Health Care Network (VISN 6), Fredericksburg Health Care Center (FxHCC), Fredericksburg, VA within the Mental Health Service (MHS). This position carries out the MHSL mission while operating in accordance with Veterans Health Administration (VHA) policies, network policies, etc. Responsibilities major duties include, but are not limited to:

Administrative Support: Independently functions to evaluate a complex mental health system to determine what functions and work processes require analysis, prioritizes numerous ongoing and proposed studies, and oversees multiple analyses simultaneously. Develops analytical methods and detailed study procedures, deviating from accepted practices to the extent required by the study to determine what types of information is needed for effective direction of programs for MH operation and then devises methods to secure the required information; evaluates the effectiveness of new or modified MH program objectives and operations; recommends changes in program operations and inter-program integration among current or projected programs.

Responsible for coordinating the efforts of the Mental Health administrative and clinical systems of financial, workload and resource information with that of the Medical Center, VISN, and agency thereby ensuring that the numerous and complex systems of data collection, computer entry, data manipulation, and data outputs are as complete and accurate as possible in order to maximize the Mental Health Service's potential reimbursement, provide timely response and ensuring consistency and identifying any potential problems that may occur from the interrelationship. Responsible for identifying Mental Health Service problems which involve new or revised policies or procedures and brings them to the attention of management for appropriate action, present controversial and critical observations, findings, and recommendations for substantial changes in customary operations, and coordinates development of management staff training programs being aware that the subject matter can be extremely sensitive and management may refuse to believe that ineffective methods have been followed in the past or that corrective action is necessary.

Budget Support: Compilation and analysis of cost and workload data for Mental Health Service; the analysis of resource allocation; and the evaluation of actual or potential impact of changes in Mental Health policies and procedures upon reimbursement under the Veterans Equitable Resource Allocation (VERA) System. Interact with services inside and outside the MH in order both to keep the MH Service apprised of new development in the VA methodology or resource allocation, cost distribution reporting, and workload tracking and to convey the input and provide assistance into the deliberations leading to changes in methodology. Performs other directly related duties as assigned.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/08/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Individual Occupational Requirement: Positions in the occupational series 0671 MUST MEET one of the following:

Possess an Undergraduate or Graduate degree with a major field of study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (TRANSCRIPT REQUIRED)

OR;

Possess progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

OR;

Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to responsible analytical or administrative, budgetary, or clinical experience in the health care field. You must have an combination of specialized experience and education beyond 2 years of graduate level education may be used to qualify applicants for positions at grades GS-11.
