Overview
Job Title: Waste Management Professional
The Waste Management Professional will support the management of all aspects of drilling and well rehabilitation/maintenance waste identification, characterization, collection, storage, packaging and disposal activities associated with the Los Alamos Legacy Cleanup Contract (LLCC) at the U.S. Department of Energy (DOE) National Nuclear Security Administration’s Los Alamos National Laboratory (LANL). This role will be part of the Tech2 Solutions (Tetra Tech-Sealaska Joint Venture) Project Team for the N3B Los Alamos LLC team.
Responsibilities- Develop internal waste management procedures and/or guidelines to ensure RCRA and Permit compliance.
- Perform procedure reviews to ensure RCRA and Permit compliance.
- Provide training to internal project staff regarding RCRA and Permit requirements.
- Perform waste site inspections/audits, assessments of operations and facilities associated with drilling and well maintenance and recommend appropriate action to ensure compliance with regulations.
- Administer internal audits and support external regulatory audits.
- Plan and execute characterization sampling.
- Provide guidance to internal project staff regarding compliance and management of all applicable waste streams including New Mexico Special Waste, RCRA waste, Radioactive waste, TSCA waste and others.
- Provide the required information to be entered into LANL’s Waste Compliance and Tracking System (WCATS), or equivalent.
- Interface, as necessary, with all levels of the client’s Waste Management Team.
- Maintain and update a drilling program waste inventory spreadsheet.
- Performs other duties as assigned.
- Strong communication, writing, and presenting skills, including the ability to author and present technical documents, test plans, project documentation and training to a wide variety of audiences.
- Ability to communicate and interface successfully and professionally with personnel from various organizations.
- Ability to work in a team-oriented project environment.
- Excellent oral, written and interpersonal skills.
- Proficient with Microsoft office software.
- BS in an engineering or environmental science field required.
- 5-8 years of environmental waste management experience preferred.
- The selected candidate must be able to obtain a federal security clearance.
- Working knowledge of existing DOE waste management software, preferably WCATS or IWTS.
- Working knowledge and day-to-day support of regulations for radioactive and hazardous waste and RCRA hazardous waste permit requirements.
- Understand and adhere to all LANL and industry regulatory guidance and governance specific to the waste management of solid, liquid, hazardous, radioactive, and/or mixed wastes.
- Working knowledge of regulatory requirements applicable to waste management, including EPA, DOT and DOE.

Summary Description of Job:
This position is responsible for ensuring that all aspects of the NFS Transportation/Waste Management (T/WM) programs are compliant with federal and state waste regulations. Specific attributes include waste characterization, packaging, storage, and disposition including compliance with RCRA, TSCA, NRC and DOT.
Major Duties and Responsibilities of Job:

Interface with on-site waste generators to develop solutions to technical problems associated with T/WM.

Provide direction to waste generators for adherence to on-site and off-site waste acceptance criteria.

Review and approve work requests, procedures, and drawings detailing proposed process changes and determine waste characterization, packaging, storage and disposal strategies. Waste streams included are RCRA, low level radioactive waste, mixed waste, PCB waste, and sanitary waste.

Develop/revise waste characterization document.

Prepare sampling and analysis plans in accordance with EPA guidance documents and SW-846.

Interpret laboratory analytical data and characterize material for disposal in accordance with applicable regulations and disposal/treatment facilities waste acceptance criteria.
Educational Requirements of Job:
Bachelor's Degree in Environmental Engineering, Waste Management, Environmental Science or related science, engineering, or technical field OR 8 years of equivalent experience acceptable in lieu of degree.

Three (3) to Five (5) years experience since degree. Must have a working knowledge of RCRA, DOT, and radioactive waste management pertaining to the packaging and management of hazardous, radioactive, and mixed waste.

As a Civil Engineer in the Waste Management Practice for Civil & Environmental Consultants, Inc. (CEC) in our -Oklahoma City, OK office, you will work on civil and environmental engineering projects primarily associated with solid and residual waste facilities. These projects will require the completion of engineering tasks such as airspace, excavation, and fill volume calculations; preparation, review and compilation of technical reports; and stormwater management system, landfill grading, leachate management and landfill gas collection system designs. You will also assist with field work - Construction Quality Assurance (CQA) - for landfill cell, gas collection system, and cap construction and environmental monitoring of landfill facilities. In this position, you will interact with CEC office and field staff, clients, regulators, and contractors. You will contribute to the overall completion of landfill design, construction and certification projects. Your time will be split between the office and the field.

The Route Manager directs the activities of drivers and loaders in order to provide safe, effective and courteous waste collection service to customers.
PRIMARY DUTIES AND RESPONSIBILITIES :

- Manage one or multiple departments.
- Manage supervisor(s) to ensure safety and compliance in your respective department.

- Develop work schedules to match staffing levels, make work assignments and monitor progress to improve work process efficiency. May also plan routes to provide the most efficient service to customers while managing labor hours and disposal tons.
- Respond to driver reports of problem pick-ups such as unsafe conditions or potential hazardous material.
- Coordinate with Accounts Receivable, Customer Service and Sales departments to address concerns and/or changes in customer service. Coordinate with the Maintenance department to address concerns and/or changes to vehicle repairs.
- Responsible for the timely communication, correction and follow up of customer service-related issues.
- Approve time sheets and completed route sheets for pay calculations. Maintain and review logs for DOT hours worked and other required records.
- Maintain adherence to Company policy regarding operations and safety issues.
- May assist in investigation of accidents, injuries, or property damage claims.
- May be required to drive and/or ride the back of route vehicles to cover shortages in staff or missed pick-ups.
- Manage, direct and or implement coaching guidelines/specifics for personnel at your site.
KNOWLEDGE, SKILLS AND ABILITIES :

JOB SUMMARY
The Waste Management Operator (WMO) II is responsible for operating automated side-loader garbage trucks in support of department activities related to the collection of municipal solid waste (MSW) throughout Town.
ESSENTIAL JOB FUNCTIONS:
• Operates automated side-loader garbage trucks to collect MSW from assigned routes throughout the Town.
• Responsible for learning multiple collection routes. May be asked to utilize tracking software to document collection points.
• May work with other crews and teams to complete assigned routes.
• Performs pre-trip and post-trip inspections and basic routine light maintenance on heavy equipment such as greasing fittings. Responsible for equipment cleanliness.
• Safely operates heavy equipment while near vehicles, structures, and people.
• Collects and returns empty containers off the street in a neat and tidy manner. May be required to sweep/broom as necessary at collection points.
• Keeps supervisor(s) abreast of all pertinent issues pertaining to employees, equipment, material, and facilities.
• Utilizes personal protective equipment and follows safety instructions/ guidelines.
• Assists with training new employees to become familiar with job responsibilities.
• Represents the Town and interacts with the public daily
• Performs other duties as required, including supporting construction & demolition (C & D) and vegetative debris collection.
MINIMUM REQUIREMENTS TO PERFORM WORK:
• High School Diploma or equivalent and two (2) years prior work experience
• Or equivalent combination of education and experience
• Valid South Carolina Commercial Driver's License Class B

• Knowledge of operation and maintenance of heavy equipment and effective practices and techniques
• Knowledge of department safety practices and techniques
• Knowledge of various department tools and equipment
• Ability to lead assigned personnel and manage assigned tasks

PHYSICAL REQUIREMENTS:
The work requires moderate intermittent physical strength and effort daily, such as, lifting heavy objects (up to 50 lbs.), carrying object(s) and stacking them or placing them in a vehicle or storage area. In addition, pulling, pushing, standing, repetitive stepping motion, or walking for the full workday may also be involved. Employee must utilize rakes, brooms, pitchfork or other safe means provided to collect debris piles or spillage of garbage or trash. Employee must have adequate hearing and visual capability in order to perform this job safely. A great deal of physical effort must be exerted at this level. Travel, particularly during adverse weather conditions and troublesome road conditions and at times during the evening hours, is required.
WORK ENVIRONMENT:
The work environment involves continuous presence of unpleasant or irritating elements, such as considerable noise, odors, chemical fumes, dust, smoke, heat, cold, oil, dirt or grease. Work is continually performed outdoors, regardless of weather conditions. Employee will be required to work beyond normal business hours in response to natural disasters, emergencies, and Town special events. This employee is on call in order to support Town efforts as necessary.sary.

Job Description
The Director of Recycling and Waste Management will be responsible for planning, developing and implementing innovative and comprehensive strategies through better sustainable materials management that contribute to a more circular economy. This role will involve analyzing waste streams, understanding regional waste disposal operations and forging partnerships with organizations focused on sustainable materials management. Successful candidate will lead and manage the Authority’s solid waste planning efforts and program operations. Exceptional interpersonal skills are crucial to fostering regional discussions and building strong relationships with key stakeholders.
- Develop and implement long and short-term plans to meet goals and objectives of the Authority’s regional strategic plan.
- Oversee the operational aspects of all Authority programs including curbside recycling, municipal solid waste collection, drop off recycling, composting etc. and the development of new programs.
- Assess the waste stream and identify gaps and opportunities for sustainable practices.
- Establish and foster partnerships with member local governments and outside organizations focused on developing solutions for various aspects of waste.
- Oversee procurement process and contract development for recycling and waste programs. Prepare contracts and service agreements to properly implement regional service projects.
- Prepare program and project budgets; prepare statistical information to support annual budget requests and to emphasize program participation; maintain statistical information for assigned Authority projects; prepare a variety of program related reports, documentation and related correspondence and records.
- Research, develop and implement emerging technologies and practices that reduce reliance on landfill disposal.
- Provides direction and information to contractors, localities, staff and citizens regarding programs and services provided by the Authority.
- Monitor Authority contractor(s) through field inspections and customer service; monitors contract terms for existing services; reviews and approves contractor invoices.
- Evaluate the effectiveness of programs and make data-driven recommendations for improvement.
- Supervise assigned program personnel; assists in the recruitment and selection of personnel; assists Customer Service Representatives with difficult issues.
- Provide technical expertise and assistance to local governments and make recommendations regarding best waste management practices.
- Plan, coordinate, attend and conduct various meetings; oversees and assists with the preparation and dissemination of agendas, meeting minutes and relevant materials.
- Conducts public meetings related to the Solid Waste Management Plan; gathers information and prepares plan amendments; coordinates approval of amendments with the Department of Environmental Quality, the Richmond Regional and Crater Planning District Commissions, localities and the requesting entity.
- Keeps abreast of federal, state and local legislation affecting the collection, transfer and disposal of recyclables and solid waste; monitors national trends in the areas of collection, disposal and recycling to identify and evaluate for practical application throughout the Authority service area.
- Works closely with Executive Director.
Qualifications:
Education and Experience: Bachelor’s degree in environmental science, business administration, or related field and experience in the recycling and/or solid waste management field, including moderate supervisory experience, or equivalent combination of education and experience
Knowledge and Skills:
- Effective leadership skills that support collaboration.
- Technical knowledge of recycling and solid waste management concepts and best practices.
- Knowledge of local, state and federal laws, regulations and policies governing Authority programs and public procurement.
- Strong analytical skills with the ability to assess complex waste streams and identify effective solutions.
- Excellent written and verbal communication skills and ability to articulate and effectively communicate.
- Excellent communication and interpersonal skills, with the ability to establish and build relationships with Board members, local leadership, staff, industry leaders and key stakeholders.
- Ability to supervise and lead staff effectively and efficiently.
