Job Description
The Water and Power Department, Water Division, is seeking to fill one Engineer position in the Water Facilities group. The Engineer will oversee design and construction, prepares specifications, and administers contracts for a variety of water infrastructure projects related to pipelines, groundwater wells, booster stations, reservoirs, and other water related infrastructure. The incumbent also makes general engineering calculations, gather technical data, prepare reports, provide engineering support for operations and maintenance teams, and participate in the preparation of project budgets.

* Directs and participates in the difficult technical engineering analysis and designs; oversees design and construction for a variety of water infrastructure projects; prepares and reviews engineering plans, specifications, designs, and estimates for construction and maintenance projects and systems; obtains permits for operations; makes engineering calculations in connection with field and office assignments; investigates problems and recommends solutions; ensures safety requirements and standards and recommends procedures for compliance; performs systems analysis; conducts tests and studies and submits results and recommendations for planning; uses computer technology to plan and solve engineering problems.
* Performs highly specialized design, research, or analysis on a project-by-project basis; prepares and updates project schedules; prepares status reports; prepares Engineering Job Orders and/or work orders; prepares proposals for bid; evaluates bids; prepares comprehensive reports; coordinates projects with other departments, outside agencies, contractors and consultants.
* Participates in the preparation of project budgets, estimating cash flow projections and providing cost justifications; monitors and ensures cost containment of projects within budget and section constraints; prepares proposals, specifications and agenda reports to purchase equipment and various materials and services for water system maintenance; maintains administrative and engineering records.
* Administers contracts; directs, prepares, reviews and approves contract documents and specifications, making modifications and recommending alternatives as needed; estimates construction costs and time requirements; negotiates contracts; prepares agenda reports for contract award; oversees contractors; coordinates work with others; reviews and inspects work in progress to ensure compliance with standards and specifications; initiates and negotiates Change Order documents; exercises cost control and monitors schedules; prepares and submits reports.
* Assigns, reviews, schedules and evaluates the work performance of subordinate staff; provides for their training and professional development.
* Establishes and maintains effective working relationships with contractors, vendors, outside agencies, the public and City staff; represents the division at meetings; make presentations.
* Gathers technical data required for planning a wide variety of engineering projects; prepares complex grant applications for project funding from various governmental agencies; evaluates programs and systems for performance and recommends appropriate solutions; provides technical expertise to others on major projects and programs.
* Acts in the absence of the Principal Engineer.

**Job Overview:**
Manages all on-site field construction activities associated with the completion of a medium-size project. (Typically a project having 250,000 to 2 million construction manhours or a total installed cost of $50 to $00 million.) The Construction Manager will work on behalf of Parsons and the client with responsibilities including:
+ Acts as the representative of Parsons with the client, subcontractors and suppliers during the project execution.
+ Manage Design-Bid-Build and CMAR contracts for the client
+ Represents the client in negotiations with regulatory agencies and in public meetings.
+ Represents the client in cost reconciliation negotiations with CMAR contractors
+ Inspection - The selected candidate will have experience in and will be expected to supervise inspectors on assigned projects.
+ Procurement - Prepare purchase requisitions and procure long lead equipment and material
+ Establish procedures for the administration of all field vehicles and equipment; maintain necessary status logs and reports.
+ Supervise the work of subcontractors.
+ Coordinates the drafting of requisitions, subcontract scopes of work, amendments, and task orders.
+ Review and approve subcontractor safety plans and quality control plans.
+ Ensure the subcontract files are maintained with current insurance certificates and correspondence. Monitor subcontractor expenses versus budget. Prepare draft amendments.

+ Accounting - Supervise development of the monthly Parsons invoices; review for accuracy. Review and approve subcontractor invoices.
+ Prepare quarterly construction management reports and coordinate meetings.
+ Quality - Establish the QA/QC Plan including development of the inspection & test plan.
+ Supervise setup and accreditation of the onsite materials testing laboratory.
+ Safety - Establish safety and emergency procedures. Inspect the construction site weekly with the contractor's safety representative.
**Required Qualifications and Experience:**
+ Bachelor's degree in Civil Engineering or a construction related field
+ 5-15 years of construction management experience with related projects
+ Prior experience in overseeing and managing the construction of major capital improvement projects.
**Preferred Qualifications and Experience:**
+ Major water infrastructure project experience strongly preferred.
+ CMAR experience is preferred

The Water Infrastructure Team Leader will work closely with Garver's Alabama Water Business Team Leader to grow our practice. The successful Water Infrastructure Team Leader must be proficient in the following skills:
- Team Leadership: must assemble, develop, mentor, and oversee a highly motivated team.
- Project Management: must prepare scope-of-services and level-of-effort estimates for contract proposals; must lead and manage team for successful execution of contracted scope, budget, and schedule
- Senior Water / Wastewater Infrastructure Design Engineer: must be proficient at the execution of planning, design, bidding, and construction administration phases of water and wastewater infrastructure projects
- Business Development: must develop, capture, and maintain workload for the team throughout Alabama, by establishing and maintaining positive relationships with clients.
- Client Service Management: must develop and maintain a healthy network of clients throughout Alabama.
Requirements:
- Bachelor's degree in civil or environmental engineering from an ABET accredited program
- Licensed Professional Engineer in the state of Alabama
- 8 or more years of similar experience in the water/wastewater utilities market with a focus on linear assets, storage, and pumping for water distribution and wastewater collection systems
- 5 or more years of project management experience
- Working knowledge of presentation software such as MS PowerPoint or Keynote
- Strong communication skills and public speaking ability
- Master's degree in civil or environmental engineering from an ABET accredited program
- 5 or more years of similar experience in supporting municipalities in Alabama
- Experience with state and or national conference technical presentations on water distribution and wastewater collection topics
- Strong existing client relationships with multiple Alabama municipal water and wastewater utilities

Your Opportunity
You will lead the design and engineering of multiple water and wastewater related projects that range in size and complexity. As a licensed professional, your duties will include taking responsibility for project deliverables as Engineer-of-Record. You will be responsible for applying engineering knowledge, concepts and professional judgement acquired through experience to size, evaluate, select and specify electrical systems for use on assigned projects in accordance with relevant codes and standards. You will perform a variety of tasks which may include conducting field investigations, liaising with clients and/or contractors, preparing design calculations, leading the development of construction packages (drawings and specifications), estimating construction costs, and contributing to business development activities. The projects that you will be assigned to may have complex features that will require the application of mature knowledge, particularly in water/wastewater related projects. #ElectricalH2O
Your Key Responsibilities
- Acts as Engineer-of-Record for projects and/or project components of varying degrees of complexity.
- Evaluates, selects, specifies, and engineers all electrical engineered systems or products for a project.
- Engages in the development of a design through sketches, electronic models, diagrams, and other visual formats.
- Utilizes technologies in development of three dimensional models of electrical systems.
- Provides guidance, training and mentorship for junior and intermediate engineers and designers.
- Prepares and revises documentation in various phases of design and construction, including plans, diagrams, and details.
- Leads project coordination meetings with internal team members and/or external consultants, owner and contractor, sub-contractors, and vendors.
- Participates in client project requirement meetings, value analysis, and basic cost estimating.
- Develops and manages the project scope, budget, staffing and schedule.
- Leads the preparation and coordination of the project specifications with construction documents.
- Participates in constructability review.
- Conducts quality assurance and implements quality control frameworks on own projects.
- Conducts reviews of project deliverables produced by peers and subordinate engineers.
- Assists in the development of new standards and specifications for the electrical group.
- Develops project scope, budgets, and design approach for all size projects.
- Assists with the development of proposal for smaller, less complex projects.
- Oversees and manages multiple projects.
- Conducts and/or oversees field reviews required to assess as-built conditions.
- Conducts and/or oversees construction phase services, responds to RFIs, reviews shop drawings, and conducts reviews of construction for general conformance with design.
Your Capabilities and Credentials
- Requisite knowledge, interpretation, and application of industry standards as well as electrical and building codes.
- Strong understanding of all phases of project document production and the relationship between drawings and specifications, particularly in the water/wastewater industry.
- Strong knowledge of electrical systems, means and methods, materials, and industry standards, particularly in the water/wastewater industry.
- Ability to lead one or more teams through all phases of project document production.
- Checks the work of others for accuracy and completeness and manages time to meet project budget and schedule.
- Participates and collaborates in project team setting and to engage in creative and critical thought.
- Advanced understanding of electrical engineering concepts and ability to effectively communicate ideas to others.
- Very strong oral and written communication skills.
- Strong presentation, interpersonal and interview skills.
- Well-versed understanding of Microsoft Office Suite, and AutoDesk products (i.e. AutoCAD) and/or Bentley products (i.e. Microstation). Familiarity with Revit is an asset.
- Experience with specialized power system software such as ETAP, SKM PowerTools, and/or EasyPower is an asset.
- Mentoring and professional development of other personnel.
Education and Experience
- Bachelor's degree in Electrical Engineering.
- Licensed Professional Engineer. Minimum of 7-8 years of experience.
Typical office environment, working with computers and drawings for long periods of time. Field work may include exposure to hazards including construction, weather, and industrial operations that may be experienced at water and/or wastewater related facilities.

**Pay Range:**
- Locations in MN, VT, & Various CA, NY Areas - Min Salary $ 102,100.00 - Max Salary $153,200.00
- Locations in CO, HI, IL, MD & Various CA, NJ Areas - Min Salary 112,300.00 - Max Salary 168,500.00
**Pay Transparency:** In compliance with pay transparency laws, pay ranges are provided for positions in locations where required. Please note, the final agreed upon compensation is based on individual education, qualifications, experience, and work location. At Stantec certain roles are bonus eligible.
