Required Technical Skills:

Candidate should also have proven proficiency with LID design principals, HMP Compliance, Water Quality modeling, BMP design, Total Maximum Daily Load (TMDL) programs, and complying with regulatory requirements of the RWQCB and the SWRCB.
Must demonstrate good oral and written communication skills.

Required Project Management Skills:

direct supervision of water resources design staff including personnel management, reviews, training, and QC review. Proven record of establishing and maintaining strong and positive working relationships with clients/public-agency personnel and in-house staff.
Desired experience includes preparation of contracts, fee proposals, and scopes of work, demonstrated experience with management of multiple coincident contracts, ongoing management of project schedules, budgets, and billing/collections, and significant successful experience in client and public agency interactions.
Candidate’s experience should include the ability to respond to RFP’s/SOQ’s, prepare and deliver presentations, and participate in interviews for Public Works Projects.

Recent professional experience specific to Central Coast California, Central Coast Post Construction Requirements (PCR’s), a MS in Civil Engineering or a related field, programming skills, and one or more of the following certifications: Certified Flood Plain Manager (CFM), LEED, ENV-SP, Project Management Professional (PMP), CPESC, QSD, QSP.

**Job Purpose and Summary:**
Resource Planning Analyst is responsible for the real-time monitoring including current and upcoming week analysis including management of work and resources across multiple queues to maintain appropriate service/inventory level performance.
Analysis includes the real-time readjustment of work forecasts (Volume and Rates/AHT) by utilizing Verint (or current/relevant Workflow/WFM tool) mid-day/mid-week and influences/coordinates solutions to parallel operations partners as needed to account for those adjustments.
Those solutions would be (but are not limited to):
Utilization of resources from across groups/queues VTO/OT needs Schedule adjustments to optimize service level performance and agent occupancy
Analysis of impact and approval of all scheduling activity within owned queues such as Movement/Utilization of Resources to/from other areas, Agent Schedule Adjustments, Same Day Schedule Adjustments, Training, Team Meetings, etc.
Ensures closed loop communications with peers within Resource Planning (Long Range, Analyst II and Vendor RP) around deviations to metrics that impact the overall resource plan to properly predict capacity requirements.
Works in conjunction with Peers, Leaders, and Vendor Management to implement tactics dependent on the line of business performance or service impacting events. This role is the main communication coordinator for any service impacting event, including internal site and external vendor impacts for their specific area/line of business/queues. They are also responsible for being the central point of contact to handle communication and action plans around any implemented contingency plans.
Ensures the maintenance of colleague skilling profiles within Verint and Avaya CMS Supervisor/Five9, ensuring skilling script accuracy.
Owns planning, coordinating, and scheduling optimal times for unplanned non-production activities including trainings, meetings, etc.
Owns daily morning readout covering the prior day performance, current day/week outlook and following week outlook with Operations and other key stakeholders.
**Primary Job Duties & Responsibilities:**

**Required Qualifications**

Description
The Resource Planning Project Manager will support electric utilities in generation and power supply planning decisions, including the decisions and justifications of new generation facility construction, generation facility retirements, and facility retrofits or conversions, as well as power purchase decisions. The Resource Planning Project Manager will support a broad range of studies and other consulting services to support electric utilities to make decisions backed by business and engineering analysis regarding their power supply requirements, such as integrated resource planning, market assessments, and power supply RFP evaluations.
The Project Manager will be required to work with numerous entities in the industry including investor-owned electric utilities, municipal electric utilities, electric cooperatives, and independent power producers. This Project Manager will be a seller-doer, conducting sales and marketing activities and executing projects. The Project Manager will spend time directly engaged with clients to identify new work, prepare proposals, establish study objectives, formulate project approaches, and manage/oversee a team of consultants/engineers to meet the study objectives and provide the client with useful and actionable deliverables.
Responsibilities
The Project Manager will be responsible for, and manage, all aspects of projects from business development, scope and fee development, staffing plan development, project oversight and execution, quality management, and financial performance responsibilities. The project manager will support and lead both on-the-job and classroom training efforts for less experienced team members. Key responsibilities will include:
- Business development: Develop new, and manage existing, client relationships through client marketing and project interactions; identify new sales opportunities with clients; lead all aspects of proposal development and submission including project planning, budgeting, and scheduling; establish critical project objectives and performances with clients; lead contract preparation and negotiations.
- Project execution: Lead all aspects of project execution including scope, schedule, and budget; ensure quality control of deliverables; analyze and communicate project status, risks, schedule, and costs to all internal and external stakeholders; lead multi-discipline teams of engineers and analysts; plan, organize, and communicate project personnel needs to department management.
- Leadership: Mentor and train less experienced staff on technical and business aspects of projects and the industry; serve as a recognized industry leader in power generation planning and evaluation; support company initiatives.
- Other duties as assigned.
- Bachelor's degree in engineering, economics, computer science, data science or similar field from an ABET accredited program.
- Master's degree in engineering, economics, computer science, data science, or business is preferred.
- Minimum 5 years of related experience; working for, or providing consulting services to, electric utilities, including 3 or more years managing engineering or consulting projects.
- Strong knowledge of power supply planning software, preferably PROMOD (zonal and nodal) and Capacity Expansion (or familiarity with Plexos, EnCompass, GridView, or others).
- Extensive knowledge of electric power options including generation facility types, capital costs, operating costs, typical dispatch profiles, and general power system operations. Knowledge of power supply purchase agreements regarding costs and terms.
- Deep and broad base of knowledge of electric utility systems, power generation types, and power delivery with an understanding of power generation portfolio planning.
- General business and financial calculation knowledge, including discounted cash flow analysis, net present value analysis, and internal rate of return evaluations.
- Proven ability to lead, educate, and train a team of engineers and analysts in regard to power supply planning studies.
- Proven ability to lead multi-discipline teams of engineers and analysts.

This Project Manager will be a seller-doer, conducting sales and marketing activities and executing projects. The Project Manager will spend time directly engaged with clients to identify new work, prepare proposals, establish study objectives, formulate project approaches, and manage/oversee a team of consultants/engineers to meet the study objectives and provide the client with useful and actionable deliverables.
Responsibilities:
The Project Manager will be responsible for, and manage, all aspects of projects from business development, scope and fee development, staffing plan development, project oversight and execution, quality management, and financial performance responsibilities. The project manager will support and lead both on-the-job and classroom training efforts for less experienced team members. Key responsibilities will include:
+ Business development: Develop new, and manage existing, client relationships through client marketing and project interactions; identify new sales opportunities with clients; lead all aspects of proposal development and submission including project planning, budgeting, and scheduling; establish critical project objectives and performances with clients; lead contract preparation and negotiations.

+ Strong knowledge of power supply planning software, preferably PROMOD (zonal and nodal) and Capacity Expansion (or familiarity with Plexos, EnCompass, GridView, or others).
+ Extensive knowledge of electric power options including generation facility types, capital costs, operating costs, typical dispatch profiles, and general power system operations. Knowledge of power supply purchase agreements regarding costs and terms.

As a Generation Resource Planning Analyst, you'll be at the forefront of evaluating and optimizing the mix of power generation resources including renewables, battery energy storage systems (BESS), nuclear resources including small modular nuclear reactors, gas turbines, and emerging technologies that will power millions of homes and businesses.

**Job Description**
**WHAT YOU'LL DO**
As a Generation Resource Planning Analyst, you will support strategic planning efforts that shape the future of AEP's power generation portfolio. You'll develop and analyze resource plans to meet customer demand, market and regulatory requirements. Your work will directly inform Integrated Resource Plans (IRPs), company strategy, budgeting, and regulatory filings.
This role offers the opportunity to work independently and as a strategic project manager to contribute to high-impact decisions, and over time serve as a subject matter expert across departments and with external stakeholders.
+ Support and lead generation resource planning studies, including capacity, energy, and renewable optimization.
+ Contribute to the development of Integrated Resource Plans (IRPs) by preparing inputs, analyzing outputs, and producing narrative and visual reports.
+ Build financial models to evaluate generation asset acquisitions, including net present value, annualized cost, and benefit-cost ratios.
+ Maintain and enhance modeling and automation tools; implement process improvements.
+ Stay current on market rules and requirements (e.g., PJM, SPP) and ensure modeling reflects those standards.
+ Evaluate supply and demand-side alternatives, including energy efficiency, demand response, and intermittent resources.
+ Prepare and present detailed analyses to internal teams and leadership.
+ Support development of testimony and serve as a resource in regulatory proceedings.
+ Collaborate with internal departments and external stakeholders.
+ Build and maintain capacity/load/reserve schedules and related databases.
+ Create custom reports and procedures to meet specific planning needs.
+ Benchmark industry trends and assess their impact on resource planning.

Candidates should demonstrate strong proficiency in:
+ **Microsoft Excel** - advanced modeling and data analysis
+ **Power BI** - dashboard creation and visual storytelling
+ **PowerPoint** - effective presentation development
+ Familiarity with Python, SAS, VBA, or MS Access is a plus
**WHAT WE'RE LOOKING FOR**
Based on education, experience, interview evaluation and internal equity, this opportunity will be filled at either title. For this posting, minimum requirements are stated at the lower grade. Increased expectations are at the higher grade.
**Resource Planning Analyst Sr. (grade 7)** = bachelor's degree + six (6) years of experience; OR, advanced degree + four (4) years of experience
Base Salary: **$86K - $06K**
**Resource Planning Analyst (mid-level) (grade 6)** = bachelor's degree + three (3) years of experience; OR, advanced degree + one (1) year of experience
Base Salary: ** 73K - 90K**
**Education** : Bachelor's degree in an analytical field such as engineering, mathematics, computer science, or business (e.g. accounting, finance, economics), or a Bachelor's degree in a non-analytical field with two (2) years of analytical experience.
**Experience** : Three (3) years as a Resource Planning Analyst Associate; OR,
Three (3) years of related resource planning experience (in addition to the experience identified above), specifically in generating plant operations or construction, renewable energy, energy efficiency, commercial operations, RTO operations, or transmission engineering/operations.
An advanced degree in an analytical field such as engineering, mathematics, computer science, or business (e.g. accounting, finance, economics) will be considered to be two (2) years of relevant work experience.
**OTHER REQUIREMENTS:**
+ Ability to work occasional overtime (weekend/evenings).
+ Occasional overnight travel may be required.
+ Ability to serve as a witness in regulatory proceedings (may require travel for multiple days).
