Essential Duties and ResponsibilitiesIs this the right position to help you achieve your professional goals? Some of the key responsibilities for this position include:
- Perform geospatial data management and spatial analysis, supporting our work in environmental, water resources, infrastructure, and stormwater projects.
- Craft or edit high-quality, communicative print and web-based maps and graphics that tell cohesive stories and clearly illustrate project information and solutions to clients, project teams, and regulators.
- Develop, support, and maintain mobile field data collection resources and processes, primarily using ArcGIS Online and Esri Field Maps.
- Assist with data acquisition, editing, cleaning, feature digitization, and analysis/data documentation for project teams.
- Provide technical support and troubleshooting for map- and data-related issues.
- Use any additional technical skills (open-source GIS, scripting/coding, data science/statistics, database management, IT, graphic design, writing) to solve problems, improve workflows, and advise internal and external clients.
- Preparing for and participating in meetings with clients, regulatory personnel, and other parties.
- Developing work plans, evaluating data, and preparing a variety of technical documents and environmental permit applications;
- Assisting with preparation of Clean Water Act Sections 10, 404, and 401 permit applications, as well as Section 408 from the US Army Corps of Engineers and Coastal Use Permits from state regulatory agencies;
- Conducting biological and ecological resource studies including wildlife habitat assessments, listed threatened and endangered species assessments, native and invasive vegetation surveys, and wetland mitigation monitoring;
- Assisting with preparation of environmental documents for compliance with the National Environmental Policy Act (NEPA) including environmental resource reports, Environmental Assessments (EA) and Environmental Impact Statements (EIS); and
- Conducting biological and ecological resource studies including wildlife habitat assessments, listed threatened and endangered species assessments, native and invasive vegetation surveys, and wetland mitigation monitoring.
- Training: This position requires OSHA/MSHA health and safety, first aid, and CPR training and medical monitoring, paid for by the firm. - Bachelor's Degree in Geography/GIS or science degree with geography/GIS coursework. (required)

Position Summary:
Assists in protecting the Cowlitz Indian Tribe's natural resources by maintaining and improving the lands. Provides technical support to the Natural Resources programs for land management of tribal lands. Honors and represents the mission, vision, values of CIT and of the Natural Resources program.
This list of duties and responsibilities is illustrative only of the tasks performed by this position and is not all-inclusive.
Essential Duties & Responsibilities:
- Performs tree hazard abatement, mowing and clearing lands of trees and brush; noxious weed and invasive species control according to established policies and procedures and safety protocols.
- Assists in habitat restoration projects; plants, prunes, and trims trees and shrubs to provide better habitat.
- Constructs, maintains and/or repairs building and other structures, roadways, pathways, and fences using a variety of power tools and light equipment.
- Operates, cleans, greases, oils, services, and makes minor repairs to tools and equipment; makes emergency adjustment.
- Picks up fish from hatcheries and delivers for processing.
- Distributes fresh fish to tribal members according to safe food handling practices.
- Receives shipments; cleans and packages vacuum sealed fish filets for shipment to tribal members.
- Ensures safe and sanitary conditions at all work sites; removes garbage and debris.
- Participates in the Eulachon Spawning Stock Biomass Study by collecting, monitoring and reporting samples and data; conducts annual evaluation of vegetation on tribal properties.
- Gathers or assists in gathering detailed resource inventory information on plant communities and marine resources.
- Maintains wildlife habitats through effective conservation practices.
- Assists in the coordination of community natural resources, education and cultural awareness projects and events.
- Maintains professional and technical knowledge by conducting research, attending seminars, educational workshops, classes and conferences; reviewing professional publications; establishing networks; participating in professional societies; conferring with representatives of contracting agencies and related organizations.
- Contributes to a team effort and accomplishes related results as required.
- Performs other duties as assigned.
- Knowledge of traditional form of government and tribal customs and traditions.
- Knowledge of applicable federal, state, tribal laws, regulations and requirements.
- Knowledge of current natural resource issues pertinent to the Cowlitz Indian Tribe.
- Knowledge of a variety of federal and state environmental and natural resources programs and agencies.
- Knowledge of business English, proper spelling, grammar, punctuation, and basic arithmetic.
- Skill in operating various word-processing, spreadsheets and database software programs as well as GPS, Adobe and Google Earth.
- Skill in treating internal and external customers with tact, courtesy, and respect.
- Ability to operate and repair a variety of equipment including mowers, tractors, jet sled boat, trailers, string trimmers, pole saws, chainsaws, hedge trimmers, sod cutters, drill and impact drivers, skid sprayer, backpack sprayers, concrete mixer, brush hog, pressure washer, auger, backpack blower, and microscopes.
- Ability to identify a variety of fish and wildlife species,
- Ability to interact and maintain good working relationships with individuals of varying social and cultural backgrounds.
- Ability to communicate efficiently and effectively both verbally and in writing.
- Ability to handle multiple tasks and meet deadlines.
- Ability to work independently with minimal supervision.
- Associate's degree in biology, zoology, fisheries, wildlife, chemistry, natural sciences, or a closely related field
- Three years of related experience in natural resources or a related field of agriculture, range management, land management, animal husbandry, or wildlife management.
- A combination of relevant education and related work experience may be considered.
- Obtain and maintain a Pesticide User License.
- Obtain and maintain a Washington State Boater Education Card and Washington State Scientific Collection Permit.
- Valid driver's license is required.
- Fluency in the Cowlitz language preferred
- Must be able to successfully pass a background screening / investigation according to the established requirements below.

- Federal, state, and/or tribal criminal history and sanction checks including fingerprint verification
Physical Demands:
While performing the duties of this job, the employee regularly is required to stand; walk; sit; use hands to finger, handle, or feel; reach with hands or arms; and talk or hear. The employee occasionally is required to climb or balance; stoop, kneel, or crouch. The employee is occasionally required to lift up to 20lbs. Specific vision abilities required by this job include close vision and clarity of vision at long distance.
Work Environment:
Work is generally performed outdoors with frequent exposure to excessive noise. Exposure to natural weather conditions and dust, fumes, airborne particles and/or allergens may occur while performing outdoor duties. Standing and walking may be on uneven surfaces or unstable ground. Depending on the project and abilities, they will take an increasing role and responsibility for the project. Work will be a mix of field and office. Key Responsibilities
- Actively mentor junior staff and support overall development of the team

- Management of environmental projects including the application of technical support. Responsible for several projects being performed simultaneously.
- Prepare proposals and change orders
- Prepare environmental reports, perform analysis and provide recommendations for review by senior staff
- Perform review of deliverables prepared by subordinate staff prior to submission for senior and principal review
- Host or attend project discussions with clients, follow up on reports to determine if there are questions
- Direct project set up and implementation with junior staff. Ensure that appropriately trained and experienced staff are assigned.
- Good knowledge of federal, state and local wetlands regulations and guidelines and their implications on findings and conclusions in studies.
- Independently prepare reports to be reviewed by senior managers.
- Under the direction of senior staff, perform field work associated with wetland and natural resource projects. Continue to develop the skills to complete deliverables.
- Assists PM II with field work coordination of project logistics and approach to fieldwork completion, oversees Staff PM and Assistant Staff PM during fieldwork.
- Other duties as assigned.
What We're Looking For
Qualifications
- Bachelor and/or Master of Science in Civil Engineering, Environmental Engineering, or other Engineering degree applicable to Environmental Consulting, Natural or Environmental Science, Geology, or other degree relevant to the practice of Environmental Consulting.

Minimum 2 years of related experience
Professional Engineer (PE) or Professional Geologist (PG) license preferred
Skills and Abilities
- Good knowledge of environmental principles and applications.
- Good knowledge of permitting processes, environmental regulations, and environmental test methods
- Good ability to manage and develop new clients. Seek out opportunities to develop relationships with clients.
- Experience independently managing multiple projects simultaneously
- Must be able to lift a minimum of 40 pounds on occasion and walk on uneven ground through various terrains

Project Manager - Natural Resources
Our growth offers an exciting opportunity for a Project Manager in our Natural Resources group. This position requires a high focus on resource and workload planning and managing the successful delivery of Environmental Projects. This role will also require participation in business development practices to grow and support the region.
The selected candidate will have a degree in natural sciences and 6+ years of Natural Resource Experience or PWS or CPSS Certification in the successful completion and/or management of multiple large complex projects. Experience with the direct management of employees and demonstrated business development success preferred.
The implementation of project scopes of work related to environmental investigations. These scopes may include wetland delineation, wetland permitting, agency coordination, non-environmental permitting tasks, environmental inspections, or site assessment activities. The Senior Scientist is expected to complete and price the scope of work for each project and coordinate fieldwork and whatever subcontractors are required for a given project.
Responsibilities Include:
- Knowledge of applicable wetland and permitting regulations as well as NEPA screening tools.
- Detailed understanding of regulatory requirements and limitations to apply during wetlands data analysis.
- Independently complete site review and desktop analysis, conduct field studies, prepare the project report, and discuss findings and implications with project team and project stakeholders, clients, and regulatory agencies as warranted.
- Detailed knowledge of all applicable environmental regulations for jurisdiction project is situated in, knowledge of site vegetation, soils, and hydrology.
- Understanding of regulatory requirements and application during data analysis in evaluating potential permitting needs to complete the project.
- Plan, coordinate, communicate, and facilitate activities of multiple disciplines on projects of all sizes from conception through completion.
- Advanced report and permit writing skills.
- Proficiency in phone/e-mail skills for interaction with client or agency contacts should increase. Project manager shall develop skills necessary to independently interface with clients, regulators, and to scope projects and prepare complex cost proposals.
- Ensure successful completion of projects through collaboration and coordinating with internal and external clients maximizing project profitability and meeting billable targets.
- Participate in leadership development programs providing a unique opportunity to make a broad and significant contribution to BL while advancing their leadership skills.
Required Experience:
- 8+ years of Natural Resource Experience.
- CPSS Certification Required.
