The Workforce Development Department at Long Beach Community College District is seeking a motivated and equity-focused Workforce Specialist to support programs that connect learners and employees to in-demand careers. In this role, you will provide direct support to learners, job seekers, and employee upskillers through case management, career navigation, and job placement assistance. You will ensure accurate data entry across multiple systems, track program outcomes, and help participants access resources, training, and employment opportunities that align with regional labor market needs.
As a Workforce Specialist, you will play a key role in outreach, recruitment, and employer engagement and training to strengthen partnerships and expand opportunities for the Long Beach workforce. Your work will directly support the college's mission to advance equity, economic mobility, and workforce readiness while making a measurable impact on the lives of students and the vitality of the local economy.

GENERAL PURPOSE
Under general supervision, performs specialized technical and administrative duties in the implementation and administration of assigned workforce development programs; carries out and assists in developing and implementing program plans, budgets, procedures and supporting program promotional materials; extensively interacts with program participants, outside employer-partners, other agencies, District management and staff and the public; and performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS
Workforce Development Specialist performs responsible and varied work involved with planning, promoting and implementing a variety of workforce development programs and services for student/participants interested in seeking employment or pursuing new careers. Work requires extensive contact with participant/students, outside employer-partners, District management and staff and others, well-developed organizational and administrative skills and specialized technical knowledge related to the assigned program area.

Qualifications
Education, Training and Experience:
An Associate's degree in business, public administration, social science or closely related field and three (3) years of increasingly responsible program-related administrative experience in a training/educational setting, or a bachelor's degree and one (1) year of experience as listed above; or an equivalent combination of training and experience.
Experience is evaluated on the basis of a verifiable 35 hour week, unless specified otherwise. Prorated part-time experience may be acceptable.
Licenses; Certificates; Special Requirements:
May require a valid California driver's license and the ability to maintain insurability under the District's vehicle insurance policy.

PRINCIPAL DUTIES AND RESPONSIBILITIES :
- Responds to requests related to the online training system, live events, trainings and conferences.
- Assists with testing website features, graphic design for the website, and approving requests for community calendar submissions.
- Assists with the preparation, staffing and evaluation reporting requirements of events.
- Works directly with and cultivates relationships with Community Mental Health (CMH) organizations and stakeholders throughout Wayne County.
- Assists with the execution of events for various teams/initiatives.
- Reviews advertising requests and forms for printed materials.
- Proofreads documents to ensure accuracy.
- Serves as a liaison between departments and outside vendors for DWIHN events.
- Executes event themes as directed.

JOB SUMMARY: The Workforce Development Specialist is responsible for facilitating employment training, work readiness activities and job placement of youth ages 18 to 24. This position works closely with staff across multiple programs to develop programming and services that support youth experiencing homelessness in their educational, vocational, and employment goals. This position works with a population that is currently or formerly experiencing homelessness and has high rates of mental health, health and substance-related issues. The ideal candidate must be familiar with and have experience with this population.
ESSENTIAL FUNCTIONS:
• Plan and execute work readiness programming and activities for members utilizing a Positive Youth development framework.
• Provide employment counseling and services to members that includes assessment, resume preparation, career planning, job search trips, computer skills workshops, work readiness workshops and Friday Speaker series.
• Conduct outreach and interface with potential members for Youth Employment and Vocational programming.
• Complete intake process for youth into the Youth Center and Youth Academy.
• Work with members individually and in groups to develop their individualized employment plans and implement a Supported Employment model (Individual Placement and Support IPS) that provides wraparound support and resources to members to help ensure all aspects of their employment plans are addressed.
• Work with community partners and support activities associated with the HIRE LA Summer Youth Employment Program (SYEP), UCLA's YouthSource programs, such as LA RISE 3.0, as well as other placement opportunities for members.
• Provide weekly support to members in the youth employment program through regular communication, educational and employment referrals, mental health services and additional resources.
• Keep accurate and up-to-date Youth Employment statistics by tracking data and indicators for member enrollment, participation and progress. Monitor individual member and program performance to ensure that deliverables are being met.
• Prepare reports as required and ensure that they are accurate, complete and submitted on time.

POSITION SUMMARY
The WorkLIFE Specialist position is a vital role responsible for connecting program participants with potential employers. This role works diligently to understand the needs of the program participants, providing professional mentorship, and aligning them with suitable job opportunities. By maintaining strong relationships with local businesses and organizations, and staying current with market trends, WorkLIFE Specialists ensure that candidates are well-prepared and positioned for success. This role involves various tasks, including conducting interactive workshops, coordinating job readiness trainings, and providing personalized career counseling, making it both challenging and deeply rewarding.
ESSENTIAL RESPONSIBILITIES / FUNCTIONS
- Develops and maintains relationships with employers to identify job opportunities for students.
- Coordinates workshop sessions on time management, financial literacy, professional etiquette, conflict resolution, and interviewing skills.
- Coordinates attendance at job fairs, recruitment events, and networking opportunities.
- Assists with resume writing, interview preparation, and job search strategies.
- Coordinates individual and group career counseling sessions.
- Tracks and monitors participant placement data and employment outcomes.
- Collaborates with SGM departments to integrate career readiness into the curriculum.
- Updates and maintains job placement databases and career resources.
- Provides ongoing support to participants throughout their job search process.
- Creates promotional materials to market placement services to potential employers.
- Other duties as assigned.
- Bachelor's degree in a related field such as Human Resources, Business Administration, or Education.
- Minimum of 2 years of experience in a similar role.
- Experience in career services or human resources.
- Strong network of industry contacts.
- Familiarity with job placement databases and career resources.
- Excellent interpersonal and communication skills.
- Ability to work independently and as part of a team.
- Detail-oriented with strong organizational skills.
- Proven track record of successful student/participant placements.
- Strong knowledge of job search techniques and career counseling principles.
- Proficiency in using career management software and tools.
- Ability to facilitate effective workshops and presentations when needed.
- Strong analytical skills to track and report on placement metrics.
PHYSICAL REQUIREMENTS & WORKING CONDITIONS Physical demands: While performing the duties of this job, the employee is occasionally required to walk and/or sit; use hands to fingers or feel objects, tools or controls, reach with hands and arms; balance; stoop; talk or hear. The employee must be able to bend, stoop, pull, push, lift, as well as have overhead extension of arms. Must be able to stand for long periods of time; be able to lift, carry or move at least 25 pounds. Specific vision abilities required by the job include close vision, distance vision, peripheral vision, depth perception and the ability to adjust focus.
