OVERVIEW:
The Youth Engagement Advocate provides intensive case management and advocacy for commercially sexually exploited (CSE) youth in order to access services, including medical, mental health, financial, emergency shelter and other basic living and safety needs. This position will assist CSE youth in crisis intervention, problem solving, action planning and skill building in order to address immediate life and safety issues, reduce the risk of continued sexual exploitation and abuse. The Advocate will provide outreach to other agencies and community partners across Monroe County in order to identify CSE and coordinate immediate access to needed services and supports.

POSITION SUMMARY:
Youth Engagement Specialists (YES) are an essential and core position on our residential team. CHC is looking for passionate, qualified Youth Engagement Specialists who are skilled in supporting youth who have experienced homelessness and human trafficking, have experienced trauma, dentify as LGBTQ+, are gender non-conforming, and/or who often face multiple issues and have complex needs. Youth Engagement Specialists will have knowledge and/or experience utilizing a strengths-based, harm reduction framework, using trauma-informed practices and will value working within a multi-disciplinary team to create a safe inclusive environment for all.
All CHC staff work together to facilitate safety and comprehensive programming for youth in our housing programs. Youth Engagement Specialists facilitate the day-to- day operations and duties, provide essential supervision and support, including triage of door and phones, assessing safety, preventing, and managing crises, upholding programmatic policy and procedure, documentation, light cleaning and building maintenance, as well as being a positive adult role model that relentlessly engages with our youth.
SHIFT AVAILABLE : Day shift: Friday-Sunday (24 hours)

ESSENTIAL FUNCTIONS:
- Build rapport with youth and act as a positive role model and safe adult while maintaining and facilitating healthy boundaries.
- Work directly with youth doing triage (i.e., field questions, enquire on needs, clarify the problem, etc.)
- Direct supervision of youth on-site, on outings and during meetings and appointments in the community.

EDUCATION: Bachelor’s Degree in Human Services or related field preferred or equivalent experience in a residential program. High School Diploma required.
EXPERIENCE: Minimum of 1-2 years’ experience working with youth ages 18-24.
SKILLS: Must be well organized and have strong verbal and written communication skills. Must be computer literate (Word, Outlook, Excel, etc.) Must be a self-starter and team player with the ability to work with other staff members, youth, vendors, and the community.
TRANSPORTATION : Must have a valid CA driver’s license and good driving record. May need to transport clients/staff if required using agency transportation.

POSITION SUMMARY
Under the direction of the Director of Youth and Family Services, the Youth Services Manager is responsible for the development, implementation, coordination, and oversight of a wide range of programming, activities, and support services for LGBTQ+ youth and their families. In collaboration with the Director of Youth Services, this position will manage staff, programming, and day-to-day operations at both the Hillcrest Youth Center (HYC) and the South Bay Youth Center (SBYC), ensuring that both centers provide safe, affirming, and resource-rich environments for youth. This role plays a critical part in supporting youth experiencing crisis, using trauma-informed principles to ensure compassionate, culturally responsive, and effective interventions that prioritize safety, dignity, and healing.
PRIMARY ROLES & RESPONSIBILITIES:
- Supervise youth services staff, volunteers, and additional personnel assigned to youth programming.
- Respond to crisis situations using trauma-informed de-escalation techniques, prioritize safety, and complete all required documentation promptly.
- Oversee daily operations at the youth centers (HYC and SBYC), ensuring a safe, inclusive, and engaging environment.
- Lead the recruitment, selection, onboarding, and professional development of youth services team members.
- Develop and implement strategic plans, quality assurance protocols, budgets, and timelines for new and existing youth and family programs.
- Monitor progress on contract goals, service benchmarks, and program objectives on a monthly basis to ensure compliance and continuous improvement.
- Build and maintain partnerships with key stakeholders, including K–12 schools, colleges and universities, healthcare providers, social service agencies, community organizations, families, and youth.
- Conduct outreach to establish new collaborations that expand the center's reach and impact. Outreach takes place in a range of indoor and outdoor settings with various weather conditions.
- Facilitate workshops/training for youth and professionals on topics relevant to supporting youth.
- Represent the organization at community events, coalitions, and meetings, as assigned by leadership.
- Assists with receiving and transporting supplies or food deliveries, which may include lifting boxes weighing up to 50 pounds to and from vehicles or storage areas.

Required Qualifications:
- Professional Skills:

- Technical Skills:

With over 80 years of combined experience, Lighthouse serves as a beacon of hope to our neighbors who need it most by offering assistance with emergency basic needs alongside housing programs and supportive services designed to support long-term economic stability. Lighthouse owns and operates Spero Housing Group, a subsidiary non-profit dedicated specifically to developing and operating high quality affordable and supportive housing for persons of low and moderate income, as well as HandUp, a community and crowdfunding platform serving 100+ homeless service agencies and their clients across the United States.
Position Summary
The Youth Outreach and Engagement Coordinator helps organize, lead, and grow efforts to connect with and support young people, ages 10-24, who are experiencing homelessness or at-risk of running away. As part of Lighthouse's Runaway and Homeless Youth (RHY) team, this position helps develop and implement effective outreach and promotional strategies to identify and engage youth who may be in need of services, resources, and support. Through outreach and engagement, this role works to help youth stay safe and connect to needed services, including facilitating homelessness prevention strategies wherever possible.
This position also helps create and implement a diverse array of youth empowerment and engagement opportunities to build community connections and promote youth leadership capacity. This includes coordinating a Youth Advisory Board, planning activities and events, and promoting community partnership building and awareness of resources for youth. This position will spend much of their time in the field and will have office space at Royal Oak or Pontiac locations. This position is full time at 40 hours/week.
Responsibilities & Duties
Youth Outreach
- Provide youth with street- and event-based services, such as basic needs items and emergency referrals, while building a trusting rapport with youth through Positive Youth Development, trauma-informed, culturally-competent, and harm reduction approaches.
- Conduct mobile street outreach - working in pairs whenever possible - through various means to canvass areas where unaccompanied youth frequent, including recreation centers, libraries, transit centers, parks, malls, and other locations.
- Create and maintain regular digital youth outreach strategies, including creating content for social media, podcasting, and other means to promote Lighthouse services for youth and young adults.
- Work with department leadership to establish and grow community-based youth outreach efforts through participation in various community events such as festivals, school fairs, resource-sharing events, and tabling opportunities.
- Provide crisis intervention, safety planning, and appropriate support to youth in emergency situations, including youth experiencing human trafficking, domestic violence situations, immediate shelter needs, and mental health crises.
- Continuously evaluate outreach locations, strategies, and needs of youth for ongoing quality improvement to ensure provision of effective outreach interventions.
- Create regular youth-focused activities and events to promote Lighthouse's brand and create awareness among young people experiencing or at-risk of homelessness in the community.
- Work in coordination with the RHY Case Managers to facilitate connection to needed services and youth empowerment opportunities, including short-term counseling, employment/job readiness planning, educational planning, and life skills training.
- Develop, organize, and coordinate a local Youth Advisory Board composed of young people with lived experience of homelessness to promote youth voice, representation, and leadership for informing community planning efforts and service delivery.
- Lead Youth Advisory Board recruitment and engagement efforts, including serving as the main point of contact for youth participants, facilitating meetings and events, and supporting the development of youth-driven strategies and objectives in pursuit of efforts to prevent and end youth homelessness.
- Play an active role within the local Continuum of Care (CoC), including helping unaccompanied youth connect to Coordinated Entry, partnering with outreach teams, participating in care coordination meetings, and staying abreast of CoC meetings, events, policies, and processes.
- In coordination with department leadership, identify and develop outreach and engagement partnership opportunities with organizations and locations where at-risk and unaccompanied youth frequent.
- Partner with RHY department leadership to develop, maintain, and expand relationships with schools, police, health providers, churches, and other community groups who might provide services or referrals to Lighthouse youth programs.
- In partnership with department leadership, develop and provide training, presentations, and educational materials to community partners and stakeholders who come in contact with homeless and at-risk youth.
- Maintain approval to transport clients and provide transportation services as needed.
- Foster and coordinate inter-agency collaborative solutions and referrals to help clients connect with resources and opportunities to improve safety, meet their goals, and attain long-term stability.
- Ensure the proper recordkeeping and maintenance of files, including documentation of services and case notes within HMIS in an accurate and timely manner.
- Maintain accurate documentation of outreach logs, distribution of supplies and assistance, progress notes, referrals, initial screenings, and other program information.
- Partner with department leadership and Lighthouse's development team to coordinate outreach and engagement volunteer opportunities and donation needs.
- Adhere to program rules, policies, and procedures and uphold agency values to maintain a safe, client-centered, and inclusive environment for clients, staff, interns, and volunteers.

Under general direction and supervision, plans, organizes, conducts and oversees library services. Provides strategic direction, leadership and direct supervision of staff. ESSENTIAL JOB FUNCTIONS

Plans, directs, oversees and coordinates the operations of the public service desk and provides effective and efficient services in accordance with Library goals, objectives, policies and procedures.
Supervises subordinate staff members and volunteers. Supervisory duties include instructing; assigning, reviewing, scheduling and planning work of others; maintaining standards; coordinating activities; allocating personnel; selecting new employees; acting on employee problems and recommending employee discipline and discharge.
Effectively delivers library services to patrons. Maintains personal skills and knowledge to assure quality of service in person, online and by phone in the areas of library collections, technology, reference, readers' advisory, materials handling and customer service.
Participates in the planning of Library goals and objectives; evaluates policies and procedures and makes recommendations for change as appropriate.
Provides training and supervision to staff in using ILS software, online resources and other library software.
Oversees and participates in collection maintenance along with utilizing collection management tools.
Ensures safe conditions for staff, patrons and building operation. Takes appropriate action in emergency procedures and assists with security needs.
Attend supervisor meetings, staff meetings, city meetings and trainings and countywide special interest group meetings.
Maintains department records and statistics with accuracy; prepares various reports as required.
Participates as a Passport Agent for the Library Passport Acceptance Facility. Assists with the Branch Library and other public desks as needed.
Provides outreach at city/community events and other local organization programs or events.
Creates promotional and educational items for staff, patrons and stakeholders.
Operates library and office equipment including, but not limited to copy machine, self check-out machine, crafting equipment and library sound system.
Circulation Library Manager
Upholds countywide circulation policies and procedures and maintains the patron database with accuracy and confidentiality.
Oversees the registration of new patrons, fees and the issues related to patron accounts.
Facilitates and manages cash handling to include, but not limited to, daily revenue reports, reconciling cash registers, audits, credit and coin-op machines.
Oversees the transit of materials to and from other cooperative libraries.
Oversees the checkout and maintenance of special items, services and collections.
Youth Services Library Manager
Oversees, coordinates, collaborates and schedules youth programming with youth services staff.
Participates and oversees collection development activities such as reading reviews, ordering library materials and maintaining collection through weeding and evaluation.
Manages gifts, grants, donations and Friends of the Library funds for youth programming and services.
Collaborates with other city departments, state and county departments and local schools on services to Youth.
Enhances the Library's relationships with community stakeholders, especially those with youth focus.
ADDITIONAL JOB FUNCTIONS
While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members.
Serves as Acting Director in the absence of the Library Director and Assistant Library Director as required.
Participates in library committees and professional organizations on the county, state and national level.
Continues learning about current theories and trends in library operations, services and programming along with completing continuing education webinars and attending workshops.
Works with stakeholder groups such as the Library Advisory Committee, Friends of the Library and the Library Foundation.

Minimum Training & Experience
Requires a Master's degree in library science with five years of experience in library operations.
Requires at least one year in a supervisory capacity.

This position is Category B for the purposes of Dunedin Emergency Management. The incumbent may be required to be onsite/available as scheduled during times of emergency as declared by the City/County Commission or City Manager.
