Case Manager, Youth Development Services
Position Summary
Under the supervision of the Youth Development Program Manager, utilize a team approach to provide comprehensive case management, counseling and educational services to youth on probation and their families participating in the YDS program. Services include, but are not limited to, in-home support, parent training, crisis intervention, counseling, case management, conducting placement assessments, transporting participating youth, and community education and development. The Case Manager is expected to function as part of a multi-disciplinary team while making sound, independent decisions for the benefit of the clients and their families. The Case Manager works in a culturally sensitive manner and abides by the legal and ethical standards of the profession. Due to the nature of the workflow and client needs, the YDS Case Manager must be available to work schedules that include days, evenings, and weekends to best meet needs of the population served.
Specific Activities
Duties include but are not limited to:
· Serve as a positive role model following YDS guidelines for professional dress and behavior
· Conduct client intakes and comprehensive assessment interviews with youth and family/caregiver
· Assist in assessing clients and their families on an ongoing basis
· Develops and maintains helping relationships with parents or guardians emphasizing client accountability
· Provides intensive tracking services
· Provides client advocacy in the areas of health, education, vocation and family intervention
· Creates and leads recreational activities for individual as well as groups of clients
· Uses behavior modification techniques, including positive reinforcements and contracts with parental involvement
· Administers appropriate procedures when client safety is threatened
· Develops linkages to community resources
· Strengthens working relationships with significant resources for the client network (e.g. Probation Dept., court personnel, Dept. of Social Services, schools, police, clinics, work sites, etc.)
· Participates in on-call system to ensure client coverage
· Participates in a team approach, sharing responsibility for client services
· Transport clients in a safe and secure manner in matters related to service delivery (e.g. fieldtrips, outings, and workshops)
· Participates and assist in implementing program components
· Develop and implement strength-based individual and family case plans
· Provide family focused psycho-education utilizing evidenced based strategies and a trauma informed approach
· Provide crisis intervention and stabilization
· Case conference in coordination with other mental health professionals including psychiatrists, psychologists, social workers and others
· Participates in weekly multi-disciplinary team meetings to develop appropriate interventions for youth and families, and serves as a consultant for the team in their various areas of expertise
· Provides in-home family support and case management (e.g. nutrition, budgeting, safety, home health and support systems), including developing family interventions
· Advocates, mentor and role-model skills for families such as discipline, communication and general life skills
· Conducts specific groups as necessary, e.g. parenting class, decision-making, substance abuse, anger management and life skills
· Creates and lead recreational activities for clients and families as necessary
· Provides educational counseling to encourage school attendance, teach families about Individual Educational Plan (IEP) process and provide referrals to tutoring
· Assist in career guidance, job skills and job placement for youth
· Provides assistance with community resources through advocacy, information and direct connections
· Receive referrals from and provide progress reports to Juvenile Court, Juvenile Probation and Law Enforcement entities as specified by the YDS Program
· Participates in component meetings and trainings
· Maintains necessary client records, statistics, and intensive tracking procedures and submit timely monthly reports including entering all data into the Efforts to Outcomes (ETO) database
· Participates in case supervision and program evaluation
· Participates in quality assurance review
· Participated in agency outreach events
· Provides administrative duties and meet all contract requirements
· Participates in contract related and continuing education trainings
· Perform other related duties as assigned
Required Education and Experience
B.A. or B.S. degree, in social work, psychology or related field, experience may be substituted. Bilingual (English/Spanish) preferred. Minimum 1-year experience in child, youth and family services field. Experience should preferably have been in a community based or neighborhood service organization. Experience in the areas of individual, group, and family counseling, outreach, community education and development, advocacy and case management. Ability to work with a diverse cultural population.

Responsibilities - What you'll do
This position is responsible for providing treatment services and ensuring safety and security to youth in the care and custody of the Missouri Division of Youth Services. Employees will facilitate treatment programming to youth (e.g., youth advocate, group facilitation, creation and delivery of treatment activities, etc.).
The following tasks are the responsibility of the Youth Services Worker:
- Provide Awareness Supervision to youth, with responsibility for their personal conduct, care, and therapy.
- Monitor activity, behavior, and movement of youth both within a residential/day treatment setting or while escorting youth off grounds; performing physical counts as necessary.
- Maintain security, including intervention and/or participate fully in physical restraints of youth during emergencies or altercations to prevent escapes and gain physical control of youth.
- Supervise youth in residential/day treatment facilities in the performance of work activities and during recreational and religious activities; conducts inspections for health and safety hazards.
- Assist youth with their personal issues and refer issues to the group in accordance with the principles of the program. Observe and keep staff informed daily of significant behavioral conditions known about an individual and/or the group.
- Implement group and individual treatment plans.
- Maintain professional boundaries, modeling a reasonable, respectful, and professional demeanor at all times. Interact positively with youth, families, co-workers, management, and the public.
- Prepare reports regarding each client's adjustment and progress; maintain youth records.
- Dispense medications to youth. Intervene in youth medical emergencies defined as the ability to perform first-aid interventions for youth including, but not limited to Cardiopulmonary Resuscitation (CPR).
- Transport and escort youth in everyday and emergency situations.
- Work on shifts and attend mandatory meetings during the evening, overnight, or daytime hours as assigned by the supervisor and respond to facility emergencies. Report all hours worked and absences accurately and in accordance with attendance policies and facility guidelines. Log work time daily in accordance with policy and submit timesheets to supervisor as directed.
- Employees may also assist in the educational program.
- Performs other tasks as assigned.
Awareness Supervision is defined as the ability to see, be seen by, and to hear and be heard by youth at all times in order to be capable of swift, appropriate response.
Knowledge, skills & abilities:
Knowledge of individual and group behavior. Knowledge of child development and the role of the family. Knowledge of the causes of juvenile delinquency and current methods of youth treatment. Ability to work with youth and family members. Ability to foster the cooperation of youth in the treatment process. Ability to physically respond appropriately to work situations or emergencies. Ability to learn verbal and physical crisis intervention/de-escalation techniques and emergency treatment procedures. Ability to transport youth and travel as necessary.
Qualifications - All you need for success
Sixty or more earned credit hours from an accredited college or university with a minimum of six earned credit hours in one or a combination of the following: Counseling, Criminal Justice, Education, Psychology, Sociology, or Social Work. OR 2-4 years of relevant experience.
(Earned credit hours from an accredited college or university may substitute on a year-for-year basis for a maximum of three years of the required experience at a rate of 30 earned credit hours for one year.)
Lack of post-secondary education will not be used as the sole basis denying consideration to any applicant.
Special Requirement: Possession of a valid driver's license.

Western Secure Treatment Unit (WSTU) is a secure post-adjudication facility that provides comprehensive services to young men (14-21), using a trauma-informed, strength-based, gender responsive model. Through rigorous education, positive skill development, and individualized therapeutic interventions and treatment, we empower youth to reach their full potential. What you will do: Youth Services Workers provide safety and around-the-clock in person supervision of youth at a secure residential facility. In this role, you will provide for the physical, personal and health needs of each youth through individual counseling and skill development. Youth Services Workers provide an atmosphere that is supportive of the youth’s needs; monitor and document behaviors and activities; and participate and assist with educational, social, athletic and recreational activities. Youth Services Workers collaborate with other professional staff to establish and meet the goals of each youth's treatment plan.
To be considered you should: Possess a high school diploma or equivalent ~ Be at least 21 years of age ~ Be able to pass a criminal background check, drug screen (we no longer test for THC for pre-employment), physical, and TB test ~ Be able to pass a search of the child abuse central registry.
Schedule: A schedule of 3.5/days on and 3.5 days off (3 -12 hour days, 1 6 hour day) or a schedule of 5 8 hour days are available.
