1. Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.

Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.

To qualify for a GS-07: Completion of 1 academic year of graduate level education, bachelor's degree with Superior academic Achievement as provided in the "General Policies and Instructions" for Qualifications Standards Operating Manual, or 5 academic years of pre-professional study, or 1 year specialized experience equivalent to at least GS-5.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-GS-5, or equivalent in other pay systems. Specialized experience, which provided knowledge to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the next lower qualifying pay band or equivalent grade under the General Schedule (GS) or other pay systems. Equivalent experience may be at the level of the lowest GS grade covered by the applicable pay band; however, the experience must demonstrate KSA's to successfully perform the duties of the position being filled.

The PALACE Acquire Program offers you a permanent position upon completion of your formal training plan. Senior Program Manager

The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish. The New York City Department of Youth and Community Development (DYCD) supports youth and community services through contracts with a broad network of community-based organizations throughout New York City. Our central task is administering available city, state, and federal funds to a wide range of innovative, practical, and quality programs that positively impact youth and communities. Workforce Connect (a division of DYCD) is comprised of a portfolio of Youth Workforce Development programs including the Summer Youth Employment Program, NYC Ladders for Leaders, Work, Learn and Grow, Advance & Earn, Train & Earn, Learn & Earn and Unity Works. Under the supervision of a SYEP Director of SYEP, the Senior Program Manager will be responsible for the monitoring of Workforce program contracts in In-School Youth programs. Specific duties include but are not limited to:

  • Monitor and assess SYEP Providers performance to ensure program administration and practices result in high quality services to youth;
  • Clearly communicate program policies and procedures to guide SYEP Providers and ensure they achieve contractual goals including but not limited to recruitment, job development, data entry, enrollment, placement, timekeeping, payroll, monitoring, evaluation, counseling, program budgeting and file upkeep;
  • Utilize DYCD's web-based information management systems including program and contract performance systems;
  • Conduct field visits to providers' program sites and offer technical assistance at pre-program assessments, during the summer and post-program.
  • Complete audits of program records at provider sites and make ad-hoc visits to support special initiatives and events as needed.
  • Supervise seasonal staff, distribute assignments, review and log/track monitoring reports
  • Compile, analyze, and process all reports/data supporting provider performance statistics to inform and support management decision-making;
  • Other projects and tasks as needed to support the SYEP unit and programs.
  • Flexible schedules are required and are at the discretion of your supervisor based on the program needs.
  • Other duties as determined by the SYEP Directors and Deputy Director.
Minimum Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or 2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or 3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

Preferred Skills

Experience in and knowledge of workforce and youth development field preferred. Excellent verbal and written communication skills. Strong problem solving and analytical skills. Enjoy working as a team member as well as independently. Ability to multi-task and meet constricted deadlines designated by program requirements and needs. Strong interpersonal skills resulting in exceptional rapport with people. Computer literate with advanced knowledge of Microsoft Office suits.

+ Conduct patient assessments and establish therapy treatment goals.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The Job Developer will serve in this capacity for the following programs: Work Learn and Grow Program (October March) and the Summer Youth Employment Program (March August). Overall responsibilities include:

  • Develop and establish challenging and meaningful worksites that align with participants vocational interests in job fields relating to media, healthcare, information technology, retail, education and real estate.

  • Review worksite agreements and attachments for thoroughness prior to the beginning of the program.

  • Ensure that all worksite folders are complete, regularly updated and maintained in accordance with DYCD requirements i.e. pre-assessment and assessment reports; licenses; trip schedules; application; assurances, etc.

  • Conduct worksite pre-assessments.

  • Assist with coordination of participant and worksite orientation, job fair and placement.

  • Enter program data into DYCD online database system on a weekly basis.

  • Organize, review and log participant timesheets in respective rosters for tracking purposes.

  • Prepare all back-pay requests and submit to Program Director for approval.

  • Lead work readiness training component.

  • Inform Program Director of all changes/updates relating to participants and worksites in order to ensure accurate record keeping.

  • Assist Program Director with preparation and facilitation of participant debit and ID cards distribution.

  • Maintain communication with worksites throughout program period and provide ongoing support to ensure success.

  • Assist with any program activity deemed necessary by the Program Director.

Summer Youth Employment Program (SYEP)

  • Assist Education Coordinator with the development of project-based activities for younger youth participants.

  • Identify and obtain community resources and secure partnerships for project-based activities.

  • Lead work readiness training component.

  • Assist with work readiness trainings, participants and worksite orientation.

  • Ensure youth are placed in project-based activities that are aligned with their interests.

COMPETENCIES

  • Must have at least two years within the last five years of experience providing youth development or workforce development services for youth.

  • Must possess excellent writing and communication skills.

  • Ability to organize and maintain detailed records, complete necessary paperwork and meet prescribed deadlines.

  • Proficiency in MS Office Suite

EDUCATION EXPERIENCE

  • High School Diploma/HSE required; college experience preferred.
