Overview
This position is located in the Office of the Deputy Mayor for Planning and Economic Development (DMPED). The overall mission of DMPED is to encourage growth and investment across the District, providing and preserving affordable housing, attracting high quality retail to our neighborhoods and Center City, and revitalizing our waterfronts. We bring federal, nonprofit, and private partners together to expand the District’s tax bases, attract, and retain businesses of all sizes, bring good-paying jobs for residents, and strengthen business climate.
This position is responsible for, and has authority for directing, coordinating, and focusing on planning performance metrics while adjusting to the market and external environment under the broad supervision of the Deputy Mayor.
Responsibilities- Senior Housing Advisor to the Deputy Mayor for Planning and Economic Development, leading the development, implementation, and coordination of initiatives that advance the Mayor’s housing goals.
- Participates in strategic planning meetings to discuss program activities that impact the overall successful operation of the agency.
- Researches public and private sector issues at the national, state, and local levels to ensure the agency is informed of best practice standards, innovations, and trends in housing programs.
- Develops policy collaborations with other District service delivery agencies to accomplish system reforms intended to improve the delivery of services to vulnerable populations and leverage local dollars with federal matching funds where possible.
- Analyzes and evaluates the performance measures set forth in the Performance Plan and conducts fact-finding research if DMPED does not meet the performance measures, documenting findings in a written follow-up report.
- Provides alignment of strategic business planning and information technology planning to ensure that the Department’s infrastructure will support program planning and policy development needs.
- Performs independent research and analysis of the demographic, legal, ethical, political, and financial components of issues and makes recommendations based on research findings.
- Advises and makes recommendations to the Deputy Mayor concerning new processes to improve the integration and performance of publicly funded housing programs.
- Provides assistance on a broad range of requirements and issues, including managing special legislative projects and ensuring timeliness of responses and imposed dates.
- Reviews critical legislative correspondence and special requests for information prior to submission to the Deputy Mayor.
Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the applicant must have at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.

Department Summary
The Office of Academic Planning and Budget advises the VCCFO and Executive Vice Provost regarding campus budgetary planning issues and allocation of campus resources, including issues involving students, faculty, staff, space, and university finances. The office also manages the key campus planning processes and data sets that support these decisions, and performs a central role in UCLA's systems of internal control and accountability.
Position Summary
Under the general direction of the Director for Financial Analysis & Decision Support, serve as a Senior Strategic Planning Analyst within the Office of Academic Planning & Budget (APB). APB reports to the Vice Chancellor & CFO, and acts in an advisory role to the Chancellor and the Executive Vice Chancellor/Provost in providing financial analysis that informs campus decision-making and strategic planning. APB provides financial decision support and analysis related to all organizations on campus, not just academic units. UCLA has 40+ organizations that include the academic schools and also the non-academic organizations such as facilities, police, IT, and the Library among many others. The Senior Strategic Planning Analyst will receive a portfolio of organizations that they will be responsible for in terms of providing financial and strategic business analysis. This includes providing financial assessment of ongoing budget and planning issues, development of financial models and forecasts, and also trend, variance and contingency analysis. It is expected that the Senior Strategic Planning Analyst is comfortable in using large data sets in Excel in order to develop financial models and analysis. The Senior Strategic Planning Analyst will also partner with the campus units and serve as an internal consultant, providing advice and training based on the outcomes of the analysis. For the campus annual budget process, the Senior Strategic Planning Analyst will review budget submissions to gain a thorough understanding of the assumptions, issues and will attend all budget meetings along with the Organization Leadership, VC/CFO, AVC and Director. The Senior Strategic Planning Analyst will also assist in preparation of budget materials for presentation to the Chancellor, Executive Vice Chancellor/Provost, the Office of the President along with others. During this next period, the Senior Strategic Planning Analyst will help drive forward major transformational changes that are being led by APB. This includes transitioning to a new campus model of allocating the resources, modernizing our budgeting systems, and continuing to enhance the budget and planning process by working with campus units to develop multiyear budget plans. Position offers the opportunity to work remotely on a fulltime or hybrid schedule. This may include the option of working remotely from outside of Los Angeles County or the State of California.

Summary
Contribute in strategic initiatives spanning growth, go-to-market, and operational performance enhancement by directly scoping, planning, leading, and executing strategy projects. Provide strategic recommendations based on a thorough analysis of internal and external business issues and environmental factors, careful assessment of available information and determination of knowledge gaps, and translating research into trends with estimated business impact.Job Description
Facilitate the execution of evaluation processes to assess and report on the progress of the strategic plan. Maintain continuous analysis of competitive landscape and industry trends.
Engage leaders to understand, synthesize, and translate key information into meaningful insights to support setting strategic priorities. Facilitate setting medium- and long-term strategic priorities and aligning multi-year and annual resource planning and evaluation processes to those priorities. Manage a regular cycle of strategic plan checkpoints and ensure alignment with corporate and division strategies is maintained.
Coordinate with staff and stakeholders to enhance transparency and communication of other functional priorities, goals, and objectives. Support the development of long-term strategic communications plans, including implementation of proactive messaging and rapid response for internal and external audiences.
Conduct triennial community healthcare needs research in conjunction with area agencies. Utilize industry-standard techniques and analysis to determine community-based health needs, identify priorities of the communities served, and create solutions to drive improvements in community health. Assist in the development and execution of a system-wide strategy to plan, implement, oversee, measure, report and publicize community benefit contributions to multiple audiences including key local, state and federal stakeholders.
Contribute to the development of strategies and programs to achieve positive and productive community relationships, with the goal of measurably improving the health status of the communities Sanford Health serves. Maintain professional relationships with community leaders, grant organizations, and government officials at state, local and regional levels while serving as the content expert in areas of community benefit. Remain current on health care trends and impact to community needs.
Coach and develop high-performing associates and team while balancing workload and development opportunities.
Qualifications
Bachelor's degree in in Healthcare Administration, Business Administration, Communications or health related field required; Master's degree preferred.Three years' experience in an integrated healthcare system and strategic planning strongly required; five years preferred.
Certification in strategic planning or associated process preferred.
