Job Description

At Houston Methodist, the Regulatory Compliance Specialist position is responsible for coordinating and performing study specific regulatory processes such as local IRB submissions in compliance with Good Clinical Practices (GCP) and all local, state, and federal laws, regulations, guidance, policy and procedure developed by Houston Methodist Research Institute Institutional Review Board (IRB), Food and Drug Administration (FDA) Code of Federal Regulations (CFR), and the International Conference on Harmonization (ICH). This position communicates with regulatory affairs office for FDA submissions across multiple studies of different therapeutic areas and phases in accordance with appropriate regulations, Standard Operating Procedures (SOPs), and study specific protocols/plans and processes. The Regulatory Compliance Specialist position maintains documentation for clinical research studies, case report forms and study and regulatory files. Under the direct supervision from the management, this position addresses problem solving issues of moderate to complex scope and assists with internal departmental monitoring and research education as identified by the Manager or Director.
**Additional Information:** Ideal applicants will have prior work experience with **FDA Form 1571** (Investigational New Drug Application (IND) submissions, expanded access protocol submissions under an existing Sponsor IND, submitting a new expanded access IND submission for HM Neal Cancer CTR IIT's, and **FDA Form** **3926** submissions. Applicants with this experience will receive priority.
**PEOPLE ESSENTIAL FUNCTIONS**
+ Builds and maintains effective relationships with key study personnel.
+ Acts as a liaison between the institutional review committees, regulatory agencies, and the investigators to ensure that protocols are approved, and that supplementary information is provided in a timely fashion as requested.
+ Assists in training study personnel and others on regulatory and safety reporting processes, and procedures under the direct supervision of the Manager or Director (serves as a resource for regulatory information and guidance).
+ Contributes towards improvement of department scores for employee engagement, i.e. peer-to-peer accountability.
**SERVICE ESSENTIAL FUNCTIONS**
+ Ensures compliance of general and study-specific regulatory and/or safety-related processes with SOP's, FDA, GCP, NIH and applicable regulations.
+ Assists in the preparation of research protocols for IRB submission, submitting protocol amendments, preparing renewals, preparing necessary regulatory documents for submission to study sponsors. Submits adverse event reports, safety reports, and notifies IRB of study closures.
+ Maintains the required regulatory files for all clinical trials to ensure regulatory compliance. Meets with study monitors. Maintains archived documents on and off site.
+ May assist in the preparation of periodic reports for FDA.
**QUALITY/SAFETY ESSENTIAL FUNCTIONS**
+ Provide routine updates and reporting to the Manager or Director to ensure timely communication regarding status of regulatory and/or important safety related issues.
+ Perform high quality clinical review of regulatory forms and associated documentation (during internal monitoring or review of trials).
+ Prepare and manage documents required to initiate investigational drugs trials.
+ Maintain a professional and credible image with IRB and other regulatory agencies, Sponsors, vendors, patients, and co-workers.

This includes: the development and preparation of key performance metrics (e.g. sensitive transactions, compliance training completions, conflicts of interest disclosures, Internal Audit closure performance) and other key indicators that may be required; assessing and analyzing the Business' compliance environment, identifying issues, making recommendations on corrective actions and ensuring those actions are implemented in a timely manner; and summarizing annual Risk Assessments, Compliance Representation Letters and other supporting documentation involving Non-Operated Joint Venture interests.
+ The role monitors audit reports issued by Chevron's Corporate Audit function and ensures follow-up and suitable closure of any Audit observations which indicate business processes are not aligned with Corporate Compliance expectations.
**Required Qualifications:**

**Overview** :
This position works with the Senior Director, Gulf Coast Environmental Business to support management of the Gulf Coast environmental compliance programs, focusing primarily on environmental data and reporting, regulatory compliance, obtaining project related permits, renewal of existing permits, and managing special projects.
**Responsibilities:**
+ Provide support for permitting and compliance activities, including Title V permitting and compliance certifications, emissions inventories, New Source Review (NSR) permit applications and renewals, facility compliance audits, and participate in regulatory development through various industry workgroups.
+ Perform construction, modification, and major maintenance reviews on projects at existing power plants, including New Source Review determinations.
+ Evaluate test reports, analytical data, and procedures for compliance with applicable regulatory requirements, approved test methods, and NRG environmental standards.
+ Coordinate and/or conduct quality assurance reviews of the emissions and analyzer performance data collected by the Continuous Emissions Monitoring Systems and monitoring plan updates.
+ Coordinate and/or conduct quality assurance reviews of data collected by the water discharge monitoring systems and the monitoring plan updates.

**In This Role, Your Responsibilities Will Be:**
+ Support Emerson Global Trade Compliance efforts to maintain and enhance Pressure Management process and procedures regarding regulated trade activities (imports, exports, trade programs).

+ Correspond with external organizations such as customs brokers, freight forwarders/agents and carriers.

Entry level position where the Compliance Education Specialist is responsible for training customers on OSHA, HIPAA, and HazCom compliance/regulations via presentations, on site facility OSHA Evaluations / HIPAA Gap Analysis and customer consultation.

- Provide onsite services as designed to include presenting power point presentations, OSHA site evaluations and HIPAA gap analysis; Mystericycle.com system overview, completion of one safely plan and evaluations with recommendations
- Assist with managing assigned territory/book of business; company expenses (i.e. travel, hotel, flights, etc.)
- Respond to all phone calls and emails from customers to provide answers/resolutions to compliance questions and information needed to assist the customer with achieving compliance
- Possess level of technology knowledge to enable you to utilize electronic technology to deliver and complete the onsite visit and upload customer documents/reports ASAP including but not limited to power point, word, excel, etc.
- Continuously study and maintain current competency in the areas of bloodborne pathogens, OSHA, HIPAA and HazCom regulations to enhance proficiencies as well as continuing to study CDC protocols for health care workers
- Perform other duties and responsibilities, as assigned
**Education:**
Preferred Education: in Associates or Equivalent
**Experience :**
- Associate's degree or equivalent experience required. Bachelor's degree preferred.
- 2+ Years of Experience, in a healthcare environment
- Completion of 30-hour online OSHA training is required to be completed within first 6 weeks upon joining our Team; Completion of HIPAA certification at a later date upon joining our Team.
- This position requires being on-site at Stericycle customer locations and complying with all of the customers' mandatory immunization requirements, including full vaccination against COVID-19.
