The FEMA Disaster Management Construction Specialist:

• Schedules and conducts site inspections with applicants, performs accurate quantification and detailed descriptions of disaster related damage, takes photographs and completes sketches of sites.

• Engages technical specialists when appropriate throughout the process.

• Obtains the applicant representative’s agreement that all disaster-related damage was described and quantified correctly, provides the completed site inspection information in a timely manner, develops scopes of work using code and standard requirements, and works with the applicants to prioritize their projects and meets regularly on the status.

• Evaluates applicant-provided cost claims for reasonableness to report to FEMA regarding claim eligibility. Participates in and assists with the development of the final determinations while participating in regular FEMA meetings.

Your Next Career Opportunity – Supervisor, Construction

Manage construction/colocation process to produce quality sites to customer specifications within the timeframe and budget required by planning, coordinating and managing multiple projects while supervising field employees and subcontractors. Act as on site representative to client with responsibility for ensuring all requirements are clearly communicated to internal team and met within budget and timeframes specified.

What You Will Do – Primary Responsibilities

  • In conjunction with Territory Management, plan, schedule, prioritize and organize material deliveries, equipment, manpower and subcontractors in a manner ensuring that projects progress in an efficient and productive manner. Consider company priorities and customer expectations in all decisions.
  • Remain knowledgeable and up-to-date on customer specifications and produce quality sites, which meet or exceed customer expectations.
  • Inspect job sites daily to ensure construction is performed in accordance with plans, and specifications, and that customer and SBA quality standards are met. Immediately implement corrective action for any deficiencies identified.
  • Maintain and enforce all SBA and OSHA safety practices and perform daily job site safety inspections. Immediately stop work on any site where unsafe work practices or conditions exist, regardless of who is performing the work. Conduct weekly job site safety meetings with all employees and subcontractors. Submit report to safety representative on topics discussed and names of those in attendance.
  • Inspect subcontractor work daily; ensuring it meets design criteria and quality standards. Ensure that all subcontracted work progresses according to schedule. Immediately notify Territory Management of any schedule, quality or budget impacting issues that cannot be resolved with subcontractor. Perform final inspection on completed work and have any deficiencies corrected, prior to subcontractor demobilizing from site.
  • Interface with client’s representative on job site to resolve issues, schedule customer provided equipment deliveries and ensure total customer satisfaction.
  • Maintain open communication with internal/external field personnel and respond, if possible, or convey their needs and concerns to appropriate office personnel.
  • Confirm hours worked and description of work performed for employee(s) with Territory Management.
  • Notify Territory Management of resources and equipment needs.
  • Provide manager and customer representative with daily status report(s) as required.
  • Perform bid walks and submit documentation to Territory Management as required.
  • Provide documentation to Territory Management for preparation of project deliverables to client.
  • Coordinate delivery of concrete, stone, tower, building, etc. with vendors and Territory Management.
  • Participate in pre-construction walks with client and vendors to confirm site layout and staking to ensure correct setbacks, tower orientation and tower anchor distances. Ensure underground utilities have been identified and properly marked.
  • Immediately report any vehicle accident or workplace injury to company safety representative.
  • Develop and Build Subcontractor Base.
  • Ensure all appropriate building permits, NTP(s), and lease status approvals have been received prior to initiating construction.
  • Must be able to work extended hours as required to include evenings and weekends.
  • Perform other related duties as required to ensure a safe workplace, quality construction and timely completion of each project.
  • Other projects and duties as assigned.

Responsibilities will include, but are not limited to:

  • Ensure assigned project(s) are kept on schedule and within budget while meeting clients needs and delivering a quality project
  • Plan, schedule and coordinate painting projects from "estimated" to "completed".
  • Generate schedules and plans of operation for painting projects in close consultation with homeowners, architects, contractors, remodelers, renovators, and other stakeholders
  • Schedule and award subcontracts, purchase orders and change orders as needed
  • Manage painting subcontractor crews and keep proper ratios of crews to estimators to maintain proper flow of work
  • Identify potential issues and ensure timely decisions are made.
  • Coordinating other trades such as drywall repair, carpentry, plaster & stucco repair, etc.
  • Lead safety meetings and document as necessary
  • Ensure proper document control and record keeping
  • Ensure accuracy in estimates and job costing and facilitate weekly owner payroll reports
  • Communicate the scheduling preferences and needs of the customer to the Owner by making notes in CORE and/or scheduling the job through the Company Calendar.
  • Guide project to completion to ensure proper close-out.

The Business Development / Pre-Construction leads business development efforts to gain project opportunities and relationships in the infrastructure access and civil construction markets. The position also plays a critical role in pre-construction and operations to support revenue growth and client expansion. This position requires a dynamic individual with technical acumen, leadership skills, and strong relationship management capabilities.

Duties/Responsibilities:
  • Lead Generation & Prospecting: Identify and pursue new business opportunities in the utility and renewable construction sectors.
  • Client Relationship Management: Build and maintain strong, long-term relationships with developers, utilities, contractors, and other key existing and prospective stakeholders.
  • Proposal Development: Collaborate with estimating and project management teams to prepare and present proposals, bids, and RFPs.
  • Market Research: Monitor industry trends, competitor activities, and market shifts to identify and pursue potential growth areas.
  • Sales Strategy: Develop and execute a comprehensive business development plan aligned with company goals and market opportunities.
  • Networking: Represent the company at trade shows, industry events, networking functions, and client meetings.
  • Opportunity Management:
    • Maintain accurate records of leads, contacts, meetings, and follow-ups using CRM / PBI tools.
    • Intimately involved with the bid process, often contributing information and recommendations on the bid itself.
    • Reviews specifications and plans to determine the scope of work on projects.
    • Assesses needs and gathers information from multiple stakeholders at the onset of a new project; presents data and information.
    • Meticulously attends to a myriad of details.
    • Proactively manages construction projects from winning the bid to completing the work in conjunction with leadership team and field supervision.
    • Initiates and maintains contact with customers and other people to facilitate project activities.
    • Represents the company in project meetings and attends strategy sessions.
  • Effectively manages client expectations.
  • Actively serves as an ambassador of Utilitra in the community
Requirements/Qualifications:
  • Bachelor's degree in Construction Management, Engineering, Business, or related field preferred; relevant experience may be considered in lieu of degree.
  • Minimum three (3) years of experience in project management, estimating, and/or business development in utility or civil construction.
  • Proven track record of leading construction projects and winning new business.
  • Experience with matted and stone access, civil substation work, grading, and SWPPP compliance.
Physical Requirements:
  • Ability to work on-site and in-office in varying environmental conditions.
  • Must be able to walk, kneel, crawl, climb, and inspect active job sites.
  • Valid driver's license with clean driving record required.
  • Must be willing to travel with occasional overnight stays.

  • Experience working with insurance adjusters, property managers, and clients.
  • Proficiency in Microsoft Office Suite, including Word, Excel, and Outlook.
  • Strong verbal and written communication skills with the ability to handle crisis situations professionally.

This role is vital to maintain accurate budgets, retaining and building relationships with suppliers, and keeping competitive pricing and products.

The Cost Estimator ensures that costs, budgets, and materials are managed effectively and reviewed continuously to ensure good quality items at the best possible pricing are used to build our homes. This role is vital to maintain accurate budgets, retaining and building relationships with suppliers, and keeping competitive pricing and products.

Essential Job Functions

  • Review and release purchase orders for each job according to the home schedule in the software system.
  • Review and maintain bill of materials as needed.
  • Review completed home budgets versus actuals within 45 days of closing. Identify any overages and explain why they exist. Adjust base house budgets, as necessary.
  • Develop and implement new systems as required to improve on cost control and accuracy (such as new builder software or purchase order system).
  • Set up option costs for new communities prior to the start of marketing for sales.
  • Keep software system up to date for options with pricing for the sales team.
  • Review invoices within 2 business days that have been flagged for overages, research the cause, adjust, or approve as necessary.
  • Prepare cost comparisons for new or updated bids that are received.
  • Review bids for existing materials ensuring that they are up to date and accurate. When approved price increases have been receive, input into software system.
  • Order and ensure the accuracy of appliance orders for price, color, and model number. Ensure software system has accurate pricing for sales.
  • Distribute plans, specifications, and related correspondence to trade partners as needed. Maintain record of distribution.
  • Assist with architectural plan revisions and monitor their progress to ensure approval by projected start date.
  • Complete cabinet layouts for each home released for start in a timely and accurate manner.
  • Maintain and ensure that the marketing department has the latest files for home designs for brochure purposes.
  • Track, process and request all rebates and model home discounts from vendors and manufacturers. Keep rebate contracts up to date.
