Your key responsibilities

Position Specific Summary

The Information Technology (IT) Manager for Client Application Services leads an applications support team in the performance of advanced, professional-level, information technology programs in support of assigned area(s); plans and ensure that work is carried out to meet the needs of the program in a timely fashion within budget, utilizing current knowledge of laws, policies, and regulations; integrates and partners with IT and organizational colleagues; resolves complex information technology issues; prioritizes and manages issues within designated area of responsibility; and maintains and safeguards critical data, systems, and infrastructure at all times.

Work is performed under the supervision of the IT Administrator. This position exercises direct supervision over project management personnel.

Duties and Responsibilities

  • Leads and manages IT operations by overseeing planning, implementation, resource allocation, and daily functions to meet operational needs and strategic goals of the department and City.
  • Supervises and develops staff, providing coaching, training, workload management, performance evaluations, conflict resolution, and fostering a productive work environment.
  • Directs and manage projects by setting timelines, approving plans, resolving issues, ensuring timely completion, and maintaining project reporting and communication.
  • Collaborates with stakeholders and vendors, build effective relationships with internal departments and external partners, ensure adherence to contracted agreements, and advising leadership on IT matters and initiatives.
  • Evaluates and improves IT processes, reviewing systems and workflows, recommending optimizations, facilitating cross-functional discussions, and adapting to organizational change.
  • Oversees budgeting and contract management, assisting with budget development, monitoring expenditures, and ensuring contracted services meet City and departmental requirements.
  • Performs all other duties and tasks as assigned.

MINIMUM QUALIFICATIONS
Education:
Bachelor's Degree

Experience:
Five (5) years relevant experience

Any combination of relevant education and experience may be substituted on a year-for-year basis.

Preferred Qualifications:
Experience in more than one of the following IT functional areas: software engineering, application management, database management, data engineering, system integration, cloud computing, project management, cybersecurity, data analytics, Artificial Intelligence (AI), backup and recovery and server administration.

Experience leading a technical team.

Flexibility of schedule and willingness to work select evenings and/or weekends.

Willingness to participate in after hours on-call rotation.

Valid driver's license.

Professional certification from a recognized information technology/technical association.

Information Technology experience in a public entity setting.

Understanding of data privacy laws and regulations (i.e. CJIS, HIPAA, GDPR, CCPA) and their application in systems management and data governance.
