Job Description Summary
Organization's Summary Statement:
The University of Maryland Eastern Shore's (UMES) Office of International Education invites applicants for a full-time grant funded position with benefits. Continuation of the position is based on renewal of funding.

The Program Specialist will work with the Director of Global Opportunities to support existing global learning academic programs and assist in the management and development of new programs, including credit and non-credit bearing programs. The Program Specialist provides critical support to current students. The Program Specialist duties include program planning, implementation, budgeting, and staff management, ensuring programs run smoothly and effectively. Analyzes and resolves problems through drawing from prior experiences. Assists the director in creating global learning policies. Demonstrates solid subject matter knowledge in one or more geographic area and is bilingual in a critical need language. Exercises judgment within defined procedures and policies to determine appropriate action.

The role involves overseeing all aspects of planning, design, and execution of assigned small, routine projects and coordinating with project stakeholders to define project scope, goals, and deliverables. The Program Specialist will assist in timeline development, ensure adherence to timeframes, and adjust project deliverables to avoid issues. This position will support the development, budgeting, and contracting of new semester, summer, and short-term global programs. This position will also perform budgetary functions and assist with external consultant and vendor selection, negotiation, and management. The role requires tracking project progress, maintaining accurate records and files, and providing detailed reports to senior management. Additionally, the specialist will conduct other managerial tasks, lead meetings, draft communications, and maintain the office webpage.

Responsibilities:
Typical duties include but are not limited to:
• Plans and coordinates world language course offerings each semester.
• Coordinates summer language programs for the community
• Maintains spreadsheets and tracks enrollment for global learning programs and world language
classes.
• Track foreign language minor enrollment and help promote world language and global learning
programs.
• Create flyers related to international education and world languages
• Maintain and update program webpages and social media sites
• Manage payment process for global learning programs
• Develops and oversees policies and procedures governing the J-1 visiting scholars and faculty
program; manages the day-to-day compliance of visiting scholars, faculty and their dependents
• Maintains professional skills through regular professional development and other activities
appropriate to higher-education staff.
• Support the development, budgeting, and contracting of new semester, summer, and short-term
global programs
• Maintain existing programs and redevelop where necessary
• Coordinate the application processes for faculty and students participating in UMES global learning
programs
• Develops and oversees policies and procedures governing the J-1 visiting scholars and faculty
program; manages the day-to-day compliance of visiting scholars, faculty and their dependents.
• Performs other related duties as assigned.

Preferences: Minimum Qualifications
• Master's Degree
• Minimum of 3 years of relevant work experience, or equivalent combination of education and work
experience
• Experience in program planning and coordination
• Experience working in higher education
• Advanced knowledge of Microsoft Office products as well as other software and administrative
tools such as Adobe Professional, Canva and Chat GPT
• Experience coordinating instructor professional development
• Experience dealing with students' difficulties related to adjusting to college life.
• Experience with webpage content management.

Minimum Qualifications:

Education: Bachelor's degree from an accredited college or university.

Experience: Three (3) years of experience in related field.

Other: Additional work experience as defined above may be substituted on a year-for-year basis for up to four (4) years of the required education.
