We are seeking dedicated and collaborative Special Education Teachers to join our team for the 2025-2026 school year. Overview
The Data Integration Specialist has the primarily responsibility for Frederick County Public Schools' (FCPS) Special Education and Student Services data. Key responsibilities include, but are not limited to, the following: (1) Designing, implementing, and managing data systems and dashboards which are used in conjunction with third party vendors and internally created to support student learning; (2) supporting new/existing student data reporting systems, ad hoc data extracts, and overall data integrity; (3) participating in FCPS' data governance program; and (4) performing other duties consistent with the scope and nature of the position.
The position is responsible for all data management and application development, as needed. This position provides comprehensive data management and fulfills local, state, and federal reporting requirements relating to student information. The specialist collaborates with other departments within FCPS, state and federal agencies, and third party software vendors. This position participates in the design, development, enhancement, and maintenance of the Special Education and Student Services data warehouse and comprehensive reporting.
Essential Functions
Reporting directly to the Special Education Director, the Data Integration Specialist performs, as a minimum, the following duties:
Technical
- Designs, develops, tests, debugs, deploys, and maintains a centralized student data-centric system integration framework used with third party vendors and internal FCPS systems.
- Designs, develops, tests, debugs, deploys, and maintains processes relating to the extraction/transformation/loading of data between FCPS' data systems/applications.
- Provides data integrity/quality support, including the implementation of systems and standard operating procedures, to ensure the accuracy and validity of student data.
- Assists the Student Information Systems team and the Reporting Specialist with the development and maintenance of student data reports and dashboards.
- Participates in the planning of new software releases/versions and testing of software prior to implementation.
Communication and Collaboration
- Creates, maintains, and publishes system/process documentation, including user requirements, technical specifications, data process/flows, and system program/user guides, in conjunction with other System Accountability and School Improvement team members and in accordance with established standards and procedures.
- Collaborates with Technology Infrastructure and other FCPS departments including, but not limited to, Curriculum, Student Services, Special Education, Transportation, Food Services, and Media Services to define integration processes, data mapping, and other aspects of the integration process.
- Collaborates with Technology Infrastructure on data exchange and data security methods to facilitate integrations.
- Serves as a liaison with product leads and data owners to troubleshoot integrations that may not be functioning properly and/or may require modifications to meet functional/application changes.
- Assists other department staff with special projects including, but not limited to, developing necessary database structures to support Strategic Plan Reporting tools and integrating data from disparate systems.
- Collaborates and communicates with the Maryland State Department of Education and other local leaders/agencies to ensure accurate data reporting.
Student Data Systems and Reporting Services
- Local, state, and federal reporting to include serving as point of contact for FCPS, collaboration with departments within FCPS, review and interpret report/data specifications, performing data extraction tasks, and addressing other reporting requirements.
- Evaluate operations and activities of assigned programs; recommend improvements and modification of programs.
- Perform data extraction from and data uploads to the Student Information Systems and loads of data from third party software systems where integration is not automated.
- Perform database administration functions such as performance, tuning, backup/recovery, and general database administration.
- Provide quality assurance; implementing systems and standard operating procedures to ensure the accuracy and validity of student data.
- Assist other staff on special projects, as directed.
- Continually review FCPS student data systems to ensure that the organization achieves and maintains a high level of data integrity in accordance with requirements defined by the Student Records section of the Code of Maryland Regulations (COMAR).
- Participate in the processes used to compile and correct student accountability data files submitted to the Maryland State Department of Education.
- Remain compliant with all local, state, and federal mandates relating to student confidentiality (FERPA) and the use/maintenance of electronic records.
- Attend workshops and training opportunities to develop and maintain skills pursuant to the duties of this position.
- Ability to deliver on objectives/goals of the division in a given time frame with available resources.

Required Qualifications
Education/Training/Experience
- Bachelor's degree in Information Technology (IT) or a minimum of five (5) years of experience in information technology, computer science, or related field.
- Three (3) years of Structured Query Language (SQL) experience, including writing stored procedures, functions, and complex queries with a large database structure.
- Two (2) years of experience with building and maintaining data integration processes, preferably Microsoft SQL Server Integration Services (SSIS).
- Experience in data reporting/visualization, preferably with Tableau and/or SQL Server Reporting Services (SSRS).
Knowledge/Skills/Abilities
- Knowledge and use of culturally responsive practices.
- Ability to work with advanced functions of Microsoft Excel and a variety of relational databases.
- Knowledge of Data Warehousing, including relational data modeling (Star Schema) and Extract/Transform/Load (ETL) processing.
- Familiarity of data analysis, database design technologies and tools, excellent analytical ability, judgment and problem analysis techniques.
- Data extraction and report development experience, preferably Microsoft SSIS and SSRS.

Preferred Qualifications
Education/Training/Experience:
- Experience with data management in Special Education and Pre-K-12 education environments.

- Proven application development experience, preferably in an object-oriented programming language (ASP.Net or Java).

In addition to teaching responsibilities, the Director of Clinical Education is responsible for overseeing and managing the clinical education component of the program. This role involves developing, implementing, and evaluating clinical curriculum to ensure high-quality training for PA students. The Director of Clinical Education collaborates with faculty, healthcare facilities, and preceptors to secure clinical placements and ensure that clinical experiences meet accreditation standards and educational objectives. Additionally, the Director of Clinical Education provides guidance and support to students during their clinical rotations, ensures compliance with regulatory and accreditation requirements, and contributes to the continuous improvement of the PA program. The Director of Clinical Education will report to the Program Director and oversee the Clinical Coordinator.
Continued employment is contingent on successful program accreditation by the Accreditation Review Commission on Education for the Physician Assistant (ARC-PA).
Essential duties and responsibilities include:
- As a principal faculty member, the Director of Clinical Education must actively participate in the processes of:
- Developing, reviewing, and revising as necessary the mission statement, goals, and competencies of the program,
- Selecting applicants for admission to the PA program,
- Providing student instruction,
- Evaluating student performance,
- Academic counseling of students,
- Assuring the availability of remedial instruction,
- Designing, implementing, coordinating, and evaluating the curriculum, and
- Evaluating the program.
- Identify students who do not meet the PA program requirements during the clinical phase and ensure implementation and progress monitoring of appropriate remediation processes to address deficiencies.
- Provide remedial instruction, as applicable.
- Provide the PA Program Director with regular updates regarding sufficiency and forecasting of clinical sites and preceptors.
- Provide supervision, training, coordination, and support for the Clinical Coordinator faculty.
- Support the PA program in ongoing accreditation activities aligned with ARC-PA and professional standards.
- Prepare and maintain documentation required for accreditation reviews, site visits, and annual reports, to include annual review of affiliation agreements.
- Participate in program committees as assigned by the Program Director.
- Utilize PA program applications to monitor and evaluate student clinical experience performance data.
- Recruit, develop, coordinate, maintain, and monitor clinical sites, clinical experiences, and preceptors. Maintain positive relationships with partners.
- Ensure preceptors are:
- Qualified through academic preparation and/or experience to supervise area of instruction;
- Eligible through licensure and certification if applicable;
- Knowledgeable in course content;
- Effective in teaching assigned subjects;
- Sufficient to provide students with necessary attention and instruction to acquire the knowledge, skills, and competencies required for entry into the profession; and
- Oriented to the PA program mission, learning outcomes, and expectations.
- Oversee and participate in site visits for the purposes of establishing and maintaining clinical sites and preceptors, and evaluating student clinical experiences.
- Administer and manage end of rotation examinations.
- Support the alignment between what is expected and taught according to the ARC-PA standards.
- Participate in student training and orientation sessions.
- Provide academic instruction and evaluate student performance as assigned.
- Facilitate small group learning activities as assigned.
- Participate in admissions activities to include prospective student recruitment, evaluation, and selection.
