Under general supervision, represents Baltimore County Public Schools in matters regarding the Individuals with Disabilities Education Act (IDEA), Section 504 of the Rehabilitation Act of 1973, mediations, resolution conferences, and due process appeals. Sr. Counsel provides a variety of professional legal services as directed by the Deputy General Counsel and General Counsel.
Responsibilities
EXAMPLES OF DUTIES:
- Represents Baltimore County Public Schools in special education mediations and due process hearings. Prepares school staff to participate in mediations and hearings.
- Evaluates cases and negotiates settlement agreements, requests for attorneys' fees, expert fees, and reimbursements for independent evaluations. Attends Individualized Education Program (IEP) team meetings to support the team in decision-making.
- Reviews statutory amendments and regulations, judicial decisions, and federal agency decisions. Keeps current with pertinent legislation, regulations, and case law involving students with disabilities. Provides clarification and procedural updates for special education staff and school administrators.
- Coordinates and conducts in-service training related to procedural safeguards and team processes. Serves as a consultant to schools to ensure compliance with laws and regulations regarding students with disabilities and their parents. Assists teachers and administrators in responding to student and parental concerns.
- Responds to complaints regarding special education and student related Section 504 issues. Conducts legal research on issues raised in complaints, formulates legal opinions and provides advice.
- Represents the Superintendent in administrative hearings, as needed.
- Performs other duties as assigned.
Education, Training, and Experience:
- Possession of a juris doctorate degree from an accredited school of law.
- Three years professional experience in the practice of law which includes experience with legal issues involving students with disabilities.
- Demonstrated experience with litigation, negotiation, mediation, and administrative hearings.
- Experience with general education law preferred.
Licenses and Certifications
- Admission to the Bar of Maryland is required.
- Skill and ability to use a personal computer, including spreadsheet, database and word processing programs (Microsoft Office preferred).

Overview
The Data Integration Specialist has the primarily responsibility for Frederick County Public Schools' (FCPS) Special Education and Student Services data. Key responsibilities include, but are not limited to, the following: (1) Designing, implementing, and managing data systems and dashboards which are used in conjunction with third party vendors and internally created to support student learning; (2) supporting new/existing student data reporting systems, ad hoc data extracts, and overall data integrity; (3) participating in FCPS' data governance program; and (4) performing other duties consistent with the scope and nature of the position.
The position is responsible for all data management and application development, as needed. This position provides comprehensive data management and fulfills local, state, and federal reporting requirements relating to student information. The specialist collaborates with other departments within FCPS, state and federal agencies, and third party software vendors. This position participates in the design, development, enhancement, and maintenance of the Special Education and Student Services data warehouse and comprehensive reporting.
Essential Functions
Reporting directly to the Special Education Director, the Data Integration Specialist performs, as a minimum, the following duties:
Technical
- Designs, develops, tests, debugs, deploys, and maintains a centralized student data-centric system integration framework used with third party vendors and internal FCPS systems.
- Designs, develops, tests, debugs, deploys, and maintains processes relating to the extraction/transformation/loading of data between FCPS' data systems/applications.
- Provides data integrity/quality support, including the implementation of systems and standard operating procedures, to ensure the accuracy and validity of student data.
- Assists the Student Information Systems team and the Reporting Specialist with the development and maintenance of student data reports and dashboards.
- Participates in the planning of new software releases/versions and testing of software prior to implementation.
Communication and Collaboration
- Creates, maintains, and publishes system/process documentation, including user requirements, technical specifications, data process/flows, and system program/user guides, in conjunction with other System Accountability and School Improvement team members and in accordance with established standards and procedures.
- Collaborates with Technology Infrastructure and other FCPS departments including, but not limited to, Curriculum, Student Services, Special Education, Transportation, Food Services, and Media Services to define integration processes, data mapping, and other aspects of the integration process.
- Collaborates with Technology Infrastructure on data exchange and data security methods to facilitate integrations.
- Serves as a liaison with product leads and data owners to troubleshoot integrations that may not be functioning properly and/or may require modifications to meet functional/application changes.
- Assists other department staff with special projects including, but not limited to, developing necessary database structures to support Strategic Plan Reporting tools and integrating data from disparate systems.
- Collaborates and communicates with the Maryland State Department of Education and other local leaders/agencies to ensure accurate data reporting.
Student Data Systems and Reporting Services
- Local, state, and federal reporting to include serving as point of contact for FCPS, collaboration with departments within FCPS, review and interpret report/data specifications, performing data extraction tasks, and addressing other reporting requirements.
- Evaluate operations and activities of assigned programs; recommend improvements and modification of programs.
- Perform data extraction from and data uploads to the Student Information Systems and loads of data from third party software systems where integration is not automated.
- Perform database administration functions such as performance, tuning, backup/recovery, and general database administration.
- Provide quality assurance; implementing systems and standard operating procedures to ensure the accuracy and validity of student data.
- Assist other staff on special projects, as directed.
- Continually review FCPS student data systems to ensure that the organization achieves and maintains a high level of data integrity in accordance with requirements defined by the Student Records section of the Code of Maryland Regulations (COMAR).
- Participate in the processes used to compile and correct student accountability data files submitted to the Maryland State Department of Education.
- Remain compliant with all local, state, and federal mandates relating to student confidentiality (FERPA) and the use/maintenance of electronic records.
- Attend workshops and training opportunities to develop and maintain skills pursuant to the duties of this position.

Required Qualifications
Education/Training/Experience
- Bachelor's degree in Information Technology (IT) or a minimum of five (5) years of experience in information technology, computer science, or related field.
- Three (3) years of Structured Query Language (SQL) experience, including writing stored procedures, functions, and complex queries with a large database structure.
- Two (2) years of experience with building and maintaining data integration processes, preferably Microsoft SQL Server Integration Services (SSIS).
- Experience in data reporting/visualization, preferably with Tableau and/or SQL Server Reporting Services (SSRS).
Knowledge/Skills/Abilities
- Knowledge and use of culturally responsive practices.
- Ability to work with advanced functions of Microsoft Excel and a variety of relational databases.

Essential Duties and Responsibilities
+ Intakes, investigates, and resolves non-privileged investigations in collaboration with legal, HR, and compliance, as necessary
+ Interviews external clinical staff and gather relevant data in furtherance of the investigation and root cause analysis
+ Maintains accurate, timely documentation within the investigation file
+ Tracks and analyzes clinical trends across assigned business line
+ Collaborates with Legal and Compliance to ensure investigations are thorough and compliant
+ Contributes to corrective action planning and resolution
+ Presents monthly reports and insights to Clinical Risk team
+ Supports the Quality Assurance and Performance Improvement (QAPI) program with data insights and quality improvement recommendations
+ Streamlines auditing processes to ensure accurate, real-time data capture
+ Identifies systemic risks and recurring issues through investigation and trend analysis
+ Participates in root cause analysis (RCA) and failure mode and effects analysis (FMEA)
+ Develops and implements risk mitigation strategies in collaboration with the Clinical Risk Manager and Dept Compliance Officer
+ Conducts research as needed to ensure compliance with all regulations and standards
+ Supports alignment with The Joint Commission Accreditation Standards and federal/state regulations
+ Works closely with clinical operations team and leadership to foster a culture of safety
+ Serves as a clinical resource and liaison during investigations and quality initiatives
+ Utilizes case management software and analytics tools to support investigations.
+ Recommends improvements to digital tools and workflows for greater efficiency
+ Performs other related duties as assigned
Minimum Requirements
+ School nursing experience required
+ Valid and active Registered Nurse (RN) license within the United States
+ Bachelor's degree in nursing (BSN) required; master's degree preferred
+ Minimum of 5 years of clinical nursing experience required, with a focus on quality improvement and risk management in healthcare settings
+ Strong analytical skills and experience with data collection and analysis
+ Familiarity with regulatory requirements in the healthcare space
+ Excellent communication and interpersonal skills, proficiency in the English language is required
+ Proficient in Microsoft Office Suite and data analysis tools
