PRIMARY FUNCTION:

As a Network Engineer II, you will support the design, deployment, and maintenance of a Fortinet-based network spanning on-premises data centers, branch locations, and Azure cloud environments. You'll manage routing, switching, firewalls, SD-WAN, and VPN connectivity, while helping transition legacy platforms to Fortinet.

Reporting to the IT Operations Manager, you'll ensure secure, high-performance connectivity and collaborate with infrastructure, cloud, and security teams to support cross-platform initiatives.

ESSENTIAL FUNCTIONS & RESPONSIBILITIES:

This role supports the organization's transition to Fortinet by maintaining network connectivity across branch sites, data centers, and Azure cloud. You'll configure and upgrade Fortinet devices, troubleshoot connectivity issues, and manage VPN and hybrid cloud networking.

You'll work with vendors, cloud, and internal teams to support network projects, license renewals, and ensure secure, reliable infrastructure as part of the IT Operations team.

FUNCTIONAL REQUIREMENTS:

  • Troubleshoot and resolve escalated network issues, particularly those involving Fortinet hardware or configurations.
  • Engage in research and development related to next-generation firewall features, evolving Fortinet capabilities, and enterprise network trends.
ADDITIONAL REQUIREMENTS:
  • Ability to work 40 hours per week or more if required

  • Fortinet NSE 4 or higher certification is highly preferred.

This class is distinguished from the IT Engineer III by the latter's responsibility to provide the highest technical leadership, primary and secondary support for highly complex systems or products and may provide leadership for multiple medium- to large-scale projects concurrently. The IT Engineer II is distinguished from the IT Engineer I by its responsibility for independently performing highly technical application or product support, and/or leading medium- to large-sized projects. As experience increases, work may include identifying and documenting business process requirements and automation opportunities, assisting the customer in new project definition, prioritization, and preparation of project documents and management reports. This class has a high level of responsibility for supported systems and projects and may be responsible for the success of medium- to large-sized systems. This class provides technical and design guidance for projects and systems, and highly specialized, advanced technical guidance may be needed from higher-level classes. This class provides technical leadership for one or more specific areas and may provide technical mentoring to any lower-level classes. Incumbents in this class assist management in planning, directing, and coordinating operational or procedural matters to meet goals and objectives and may function as customer liaison, project leader, and/or technical advisor. Employees in this class are required to participate in team on-call support, 24 hours a day, seven days a week. This class is FLSA exempt-computer professional. (Part-time employees in this class are FLSA nonexempt.)

Minimum Qualifications Required. Any combination of training, education, and experience equivalent to graduation from an accredited college or university with a Bachelor's Degree in Computer Science or a related field, such as Engineering or Geography(by assignment) . Considerable (3 - 5 years) computer systems experience in at least one of the following technical support areas: Applications, Database, Desktop, GIS, Network, Security, Server, or Web Support.

Special Requirements. For this position, an individual receiving a conditional offer of employment from the City of Mesa must pass a background investigation through the City of Mesa Police Department, the Arizona Department of Public Safety, and the Federal Bureau of Investigation prior to commencing employment with the City of Mesa (by assignment) . Because of the confidential, sensitive nature of information handled, successful completion of a background investigation and polygraph is required (by assignment) . Must possess a valid Class D Arizona Driver's License by hire or promotion date (by assignment) .

Substance Abuse Testing. Due to the safety and/or security sensitive nature of the assignment, individuals in this classification shall be subject to pre-employment or pre-placement alcohol, drug and/or controlled substance testing as outlined in City policy and procedures.

Preferred/Desirable Qualifications. Good (1 - 3 years) project or technical leadership experience is highly desirable and may be required (by assignment) . Customer service and teamwork experience is also highly desirable. Supervisory experience may be preferred (by assignment) .

Job Description:

A Network Planning Engineer's (Telco Engineer) role will be a crucial part in evaluating, planning, and implementing a cutting-edge telecommunications network design tailored to mission-critical needs. You will be at the forefront of replacing legacy copper-based systems with advanced technologies, creating scalable and optimized telco architectures, and documenting solutions that support engineering and NOC operations. Collaborate with internal and external teams, work independently on high-impact projects, and lead proof-of-concept efforts for emerging services.

Essential Functions:
  • Assess telecommunications technologies and design solutions to ensure alignment with the network's critical infrastructure and service requirements.
  • Architect and engineer next-generation telco services to replace legacy copper-based solutions with modern, scalable alternatives.
  • Deliver tailored network implementations that meet dynamic customer requirements and long-term strategic objectives.
  • Establish and apply best practices in network design, capacity planning, and service continuity to support mission-critical operations.
  • Oversee the telco design release lifecycle to ensure timely execution and alignment with program milestones.
  • Responsibilities:

    a. Evaluate telco designs in relation to the critical infrastructure and service needs for the FTI network.
    b. Plan and design modern telco services to replace legacy copper-based telco solutions.
    c. Implement solutions that support customer requirements.
    d. Participate in after action reviews to resolve technical challenges.
    e. Create and maintain documentation for engineering and NOC teams.
    f. Identify areas of opportunity for automation and network optimization.
    g. Manage the Telco design release workflow to meet the implementation schedule.

    Required Qualifications:

    a. Bachelor of Science in Electrical Engineering, Telecommunication Engineering, Computer Science, Computer Information Systems or equivalent of a 4-year accredited degree in a technical discipline
    b. Degree and minimum 4 years of prior WAN Telecommunications networks experience or 2 years post-Secondary/ Associates Degree and a minimum of 8 years of prior WAN Telecommunications networks experience
    c. Highly motivated and capable of developing and following detailed instructions and action plans.
    d. Ability to work in a team environment and is self-directed and self-motivated.
    e. Project management skills capable of adhering to deadlines and completing tasks per project schedule.
    f. Strong skill set with Microsoft Office software applications.
    g. Knowledge and understanding of engineering drawings and technical procedures.
    h. Domain knowledge of the Telecommunications industry, including carrier services, provisioning terminology, CISCO routers and network infrastructure and IP technologies such as Pseudo Wire and Ethernet switching.
    i. Ability to obtain a Public Trust Clearance security clearance.

    Preferred Additional Qualifications:

    a. Experience designing and implementing network technologies such as SONET, Carrier Ethernet, LTE.etc.
    b. Must be able to demonstrate the ability to design, implement and support Ethernet and TDM network infrastructures.
    c. Knowledge of IP technologies such as Pseudo Wire and Ethernet switching
    d. Knowledge of telecommunications carrier ordering systems and processes
    e. Knowledge of WAN/LAN, TDM and Voice switching systems; TCP/IP, specific routing protocols such as OSPF, BGP and RIP; VoIP, DWDM, CTI and VPN technologies
    f. Experience with leading network vendors such as Cisco, Juniper, Ciena, RAD
    g. Experience with database modeling software such as MetaSolv network infrastructures.
  • Knowledge of telecommunications carrier ordering systems and processes.
