Key Responsibilities:

Strategic Planning & Execution:

  • Lead the development and implementation of short- and long-term business strategies.

Collaboration with Leadership:

Business Development & Growth:

Market & Competitive Analysis :

Qualifications:

Education: A master’s degree in business administration, Finance, Economics, or a related field is required. Advanced degrees preferred.

Experience:

  • 10+ years of experience in strategic planning, business development, or management consulting, with at least 5 years in a senior leadership role.
  • Proven track record in leading strategic initiatives and driving business growth.
  • Experience in managing cross-functional teams and working with senior executives.

Skills: Strong knowledge of Excel, Microsoft 365, and Adobe.

  • Deep understanding of market trends, competitive landscapes, and industry dynamics.
  • A successful track record in setting priorities, shaping processes, guiding investment in people and systems, and developing an infrastructure that creates a stronger and more efficient organization.

This Division of Innovation, Strategy & Delivery (ISD) is responsible for understanding and implementing business specific goals related to technology for the Department of Revenue (DOR). A typical day as the Deputy Chief Strategy Officer:

A good understanding of project management and application development will be useful in this role as this position will work with all units within ISD (Operations, Data, Project Management Office and App Delivery).   • Public information officer: Act as the Public Information Officer, working closely with the General Manager/CEO and senior management team to manage public relations and information dissemination.

The CSO reports directly to the GM/CEO and will have regular interface with the Board of Directors. He or she will manage a division budget of approximately $25 million and a team of approximately 25 individuals responsible for strategic communications, marketing, public and external affairs, community relations, human resources functions including compensation, learning and development, payroll, talent management and acquisition, occupational health and safety, and Platte River’s emergency response team and services.

  • Actively collaborates with others on the senior leadership team on issues that affect Platte River’s strategic direction; develops and communicates Platte River’s strategic plan.
  • Advises senior management on divisional key issues and trends.
  • Prepares and delivers Platte River and industry-specific materials to the Board of Directors.
  • Leads and participates in key organizational initiatives.
  • Leads and directs the development, management, and evaluation of their division.
  • Guides and supports department leadership in the evaluation and improvement of their employees.
  • Represents the organization with the Board of Directors, owner communities and other stakeholder groups or interested parties.
  • Oversees and is accountable for the advancement of governmental policy and strategy that impacts the organization and its owner communities.
  • Accountable for human resources strategies including talent acquisition and development, personnel relations, workforce planning and compensation.
  • Accountable for safety programs at headquarters and Rawhide Energy Station.
  • Provides executive-level oversight for all strategic communications, documents and publications including reports, presentations, media statements, and materials prepared for the Board of Directors, city councils and municipal Boards or commissions.
  • Enhances the organization’s public image and visibility; increases collaboration and communication among diverse audiences and constituencies.

Other duties the CSO is responsible for include leveraging relationships and participating in various industry associations and organizations, such as the American Public Power Association and Large Public Power Council, and overseeing special projects as assigned by the GM/CEO.

The successful candidate

Qualified candidates must understand utility industry trends, including state and federal regulatory requirements at a detailed level, with demonstrated high-level understanding of utility operations, programs and service offerings, human resources, and safety programs. This senior leader must be able to balance daily operations with long-term strategic planning, prioritize competing demands, and maintain solid knowledge in applicable business areas.

Platte River’s next CSO must interface effectively with government officials, media, special interest groups, staff and community partners. A commitment to quality and continuous improvement, strategic innovative thinking are essential traits of our ideal candidate, as they must be able to lead and influence others, plan, and manage change, and facilitate stakeholder input processes to achieve consensus.

Alignment with the GM/CEO and others on the senior leadership team as well as key stakeholders within Platte River’s owner communities is critical. This leader must be a proactive and transparent communicator who understands and embraces the need for collaborative work across departments and functions.

Platte River requires a minimum of ten years of applicable and progressive leadership experience. In addition, qualified candidates must possess a bachelor’s degree, with a master’s degree considered ideal, in business, engineering, journalism, or a related field.

Compensation, benefits, and relocation

In addition to a competitive base salary, a relocation package will be offered as well as fringe benefits that include a 401(a) defined contribution plan, optional 457 deferred compensation plan, low-cost medical, dental and vision insurance options, typical paid time off and a comp time program.

Full pay range: $46,801 to 502,949 if annualized.

The Chief Strategy Officer will serve as a strategic leader who implements policies, programs, and initiatives that advance the interests and well-being of BIPOC residents within Albany County. In this position, the person will develop and implement the strategic vision and priorities of the Legislative Black Caucus (LBC).

This position will lead the day-to-day operations of the LBC while serving as a liaison to County departments and ensuring the LBC’s priorities are integrated into all County planning and operations. Additionally, the Chief Strategy Officer will oversee all aspects of the LBC’s operations, including staffing, budgeting, programming, and building relationships with key community partners.

The ideal candidate is a forward-thinking, organized leader with excellent verbal and written communication skills and the ability to manage multiple priorities. Additionally, they must excel at relationship building and working collaboratively with diverse groups of people.

This is a management-level position that operates within the Office of the Chair and reports to the Chief of Staff.

QUALIFICATIONS:

·Juris Doctorate preferred, Master’s Degree required in Public Administration, Public Policy, or a related field;

·Strong understanding of the legislative process and policy;

·Knowledge of the issues and concerns facing the BIPOC community.

ADDITIONAL INFORMATION:

The Chief Strategy & Operating Officer (CSOO) is a key member of the Executive Leadership Team (ELT) responsible for advancing SELFs mission by leading strategic initiatives and ensuring operational excellence. Strategic and Operational Leadership:

  • Develop and implement operational strategies and key performance indicators (KPIs) in collaboration with the Executive Director.
  • Oversees daily operations across all departments ensuring smooth functionality.

  • Represent SELF in board presentations, conferences, and public forums.
Employee Management:
  • Oversee directors and department leads, conduct evaluations, and support leadership development.
  • Interact and work with HR Department to ensure recruitment, onboarding, and personnel evaluations.
  • Collaborate with HR consultants to ensure competitive compensation and benefits.
Compliance and Risk Management:
  • Ensure compliance with CDFI certification and federal, state, and local regulations.
  • Implement risk management strategies, including consumer protection measures and audit readiness.

Environmental, Social, and Governance (ESG) Reporting :
  • Ensures all areas report in a timely manner

  • Responsible for impact reporting including Greenhouse Gas Emission reductions; Energy Savings; Social and economic inclusion, demographics, and others.
  • Lead SELFs ESG initiatives to align operations with sustainability and social responsibility.
Internal Communications and Culture:
  • Develop communication strategies to foster transparency and alignment across departments.

Preferred Qualifications
  • 10+ years of experience in lending preferrable with experience in Community Banks, Credit Unions or CDFIs experiencing rapid growth
  • Consumer/ Financial Technology (Fintech) lending experience is a plus.
  • Project Finance and/or Commercial (new construction for housing; mezzanine loans, mortgage lending for large scale commercial or housing projects. and housing lending experience.
  • Experience working at Community Development Finance Institutions (CDFIs), Green Banks, or Community Banks serving Low to Moderate Income clients and/or providing finance to builders, developers and contractors.
  • Proven leadership experience with a track record of building organizational capacity and operational efficiency.
