**What You Will Do**
As a Senior Manager, Technical Project Management you will be responsible for leading and mentoring project managers and business analysts dedicated to the successful implementation of large-scale software development projects. You will partner with Product, Engineering, Design, and other business groups to promote transparency, accuracy with forecasting, project planning, and delivery processes.
This position will emphasize robust collaboration and communication across projects with Technology and Digital, Financial and Business teams, improving transparency and enabling informed decision making. The Sr Manager, Technical Project Management reports to the Director of Portfolio, Project & Program Management.
Additional responsibilities include:
+ Lead team of business analysts and project managers and be responsible for capital project initiation, including scope definition, solution design and estimation, and delivery for projects ranging $1.0M - $15M+ Ensure the facilitation of scope definition, and high-level planning, discovery, and estimation workshops with cross-functional teams.
+ Quantify cost factors to deliver program including resources, project oversight, objective risk, and related contingency.
+ Lead strategic planning and prioritization for DSE and to support deliverables for key finance milestones (Long Term Plan, Annual Capital Plan, Annual Operating Plan)
+ Establish project financial forecasts including resource plans and other expense plans.
+ Confidently lead and drive cross-functional projects, and individual project tracks through full delivery life cycle ensuring project is delivered timely and on-budget.
+ Quickly identifying and resolve issues as they arise, driving resolution in partnership with Planning, Delivery and/or Finance teams and communicating issues to Executives as needed.
+ Use metrics, including burn-down charts, to drive performance, efficiency and forecast improvements.
+ Ensure accurate program project closure including retrospectives, transition and hand-off to production operations support, and final financial reporting.
**Required Qualifications & Skills**
+ Minimum of 10 years of technical project/program management and leading large, multidisciplinary teams.
+ Experience in a matrixed organization working with multiple leaders on parallel efforts.
+ Have a continuous view of resource demand and capacity across the project portfolio and proactively plan for leveled resource allocation across development and sustainment activities.
+ Significant practical experience in the basics of project estimation, project planning, resource planning, issue management, risk management, change management, and communication planning.
+ Comfortable driving multiple projects running concurrently.
+ Must possess excellent business communication, writing, and interpersonal skills. Comfortable communicating with executive level (Directors, VPs) in presentations, working sessions, and 1-on-1 interactions.

The Sr. Engineer independently performs most assignments and provides direction for the project team to achieve facility project objectives and ensure resources are utilized efficiently. The position requires an understanding of project requirements to ensure projects are in compliance with cGMP design, applicable codes, and environmental laws, rules, and regulations.
**Job Responsibilities:**
+ Manage facility project design and construction by coordinating, reviewing, and administering the work of Architects, Engineers, Consultants, and Contractors.
+ Create cost management solutions for facility projects. Manage vendors, engineers, and consultants to ensure facility projects are completed on budget and per schedules.
+ Responsible for project management, project planning, budgeting, cost control, value engineering, and project cost analyses.
+ Review and evaluate bid proposals/estimates with procurement.
+ Manage facility projects and project planning efforts, including both new installations and upgrades to existing facilities.
+ Ensure projects are in compliance with local/state/federal codes and regulations, including OSHA, FDA, Fire, Building/Safety, etc.
+ Track and evaluate critical data to recommend continuous process improvement.
+ Maintain communication between department management and all cross-functional teams.
+ Manage multiple local contractors to complete work in donor centers across the company.
+ Authorize and negotiate work proposals/estimates with local contractors.
+ Flexible travel with a potential of up to 25% travel required.

**Requirements:**
+ Bachelor's degree in Engineering, Architecture, Construction Management, Project Management or a related field.
+ Minimum 6 years of experience managing construction or facility projects and project management.
+ Knowledge of national building codes, construction methods, and procedures.
Work is performed in an office environment with exposure to electrical office equipment. Frequently sits for 6-8 hours per day. Frequent hand movement of both hands with the ability to make fast, simple movements of the fingers, hands, and wrists. Occasionally walks. Occasionally bends and twists neck. Light to moderate lifting and carrying objects with a maximum lift of 25lbs. Frequently drives to site locations with occasional travel within the United States. Able to communicate complex information and ideas so others will understand; with the ability to listen to and understand information and ideas presented through spoken words and sentences. Works independently with little guidance or reliance on oral or written instructions and plans work schedules to meet goals. Frequently interacts with others, relates sensitive information to diverse groups. Must work with diverse groups to obtain consensus on issues. Ability to apply abstract principles to solve complex conceptual issues.
Pay scale of $95,927.00 - $143,890.00 per year for US candidates depending on training, education and experience. This position is eligible to participate in up to 8% of the company bonus pool. Primary responsibilities for this role include:
- Supervising a team of Senior Project Managers in the day-to-day operation of transportation projects including: project delivery performance, pricing strategies, risk management, forecasting and budgeting, and performance reporting. This PMCL's portfolio of projects would potentially include work with various DOTs, municipal agencies, turnpikes and transit organizations.
- Providing interpretation of monthly performance figures to support the overall business unit management and to the project managers to resolve project issues and improve project performance.

- Driving consistent project management practices and procedures in alignment with CDM Smith PM requirements and those of the group.
