Founded in 1971 in Long Island City, Queens **,** LaGuardia Community College is one of seven community colleges of the City University of New York (CUNY). LaGuardia offers more than sixty associate degree programs and more than fifty workforce training, ESOL, GED, and pre-college programs. In 2023, LaGuardia served approximately 24,000 students. More than one-third of LaGuardia's degree-seeking students are born outside the United States; they come from 136 countries and speak 43 heritage languages. Reporting to the Director of IT Services at LaGuardia Community College, the successful candidate will support the planning, implementation, monitoring, and evaluation of online learning projects in related initiatives at the College.
In addition to the CUNY Title Overview duties, the candidate will be responsible for coordinating the following:
+ Assists with the implementation of online learning and technology initiatives and professional development for faculty;
+ In collaboration with the Center for Teaching Learning assists in developing guidelines, policies, and support materials for online learning at LaGuardia Community College;
+ Assists with the implementation and support of projects geared to enhancing online teaching to include lecture capture, online readiness tools and e-Portfolios;
+ Coordinates and facilitates training courses in emerging educational technologies;

Responsibilities:

Gather intelligence from subject matter experts and administers about needs and future improvements.

Assist in eliciting, documenting, and analyzing requirements for software projects, includes conducting stakeholder interviews, workshops, and analyzing existing documentation to ensure a comprehensive understanding of the project scope.

Work closely with system owner and end users to assess their current software development processes and identify areas for improvement and optimization. This involves analyzing workflows, identifying bottlenecks, and recommending strategies to streamline processes and increase efficiency.

Manage change request and define the change implementation with steering committee.

At the direction of the Authority and in coordination with the Application group Project Manager, collaborate with in-house/off-site development team to translate business requirements into detailed functional specifications. This includes documenting user stories, use cases, and acceptance criteria to guide the development team in building applications/workflows that meets the business needs. The applications/workflows

include in-house full-stack developed web application in .Net/React framework, and nocode/ low-code solution built in the enterprise platforms, including but not limited to

Microsoft SharePoint, Microsoft Power Platforms, OpenText Content Server, and eBuilder.

Develop, enhance and maintain the Power BI reports and SQL Server Report Services (SSRS) for Engineering applications.

Help to prioritize requirements based on business value, risk, and feasibility.

Assist in defining a comprehensive quality assurance and testing strategy to ensure the application/workflow meets quality standards and fulfills business requirements. This includes defining test plans and test cases, conducting testing activities, and collect test user feedback throughout the development lifecycle, and perform code compliance review.

Prepare user guide, user training material, and provide in-person/online user training.

Provide general Engineering help desk support as a member of the Apps Support Team

REQUIRED Education, Technical Qualifications and Experience

a. Must possess a bachelors degree from an accredited college, and

b. Minimum 2 years solid experience in Business Analysis for full stack web application development project, and

c. Minimum 2 years solid experience in Business Analysis for online/in-house hosted third party enterprise platform application development, and

d. Minimum 2 years solid experience in database querying and data profiling in a Microsoft SQL Server environment, and

Project Description: SENIOR INFORMATION TECHNOLOGY ANALYST will engage in various projects related to Local Reg, Basel Regulatory Reporting Systems (Credit Risk, Large exposures, Market risk, Ops Risk) and IFRS9 systems Responsibilities: Managing the end-to-end delivery of one or more project streams as per the committed timelines, cost, scope and quality. Attending requirement gathering sessions, and actively participate in BRD reviews. Perform impact analysis on the existing system functionalities with respect to the new proposed changes. As a application team lead, drive Functional Specification documents based on the BRD, conduct functional walkthrough for the stakeholders, and obtain FS signoff. Guiding and managing the data mapping specifications which is used for sourcing in the required data for Basel computation from source systems. Understand the system and provide adequate guidance to the development team in the entire SDLC. Support in UAT testing - responsible to managing the issues raised in UAT, and to co-ordinate with users during the UAT phase for all techno-functional queries. Assisting client Project Manager in the delivery of the project and on the coordination with various stakeholders. Meticulously help the team in delivering the project within the committed timelines. Maintain the risks and issues tracker and see them to closure. Closely liaise with the business partners and vendors for any changes that is being raised in the regulatory risk domain for reporting purposes. Manage a team of perm, contractor, vendor resources for successful delivery of projects. Required Skills Description: Minimum 12 years' relevant experience in delivering projects. Experience with delivering projects with Moodys applications in Risk domain. Experience/ knowledge in Regulatory Reporting Domain. Strong understanding the concepts of (waterfall, agile) and strong technical background. Experience in Basel computation and reporting (credit risk or market risk) is as added advantage. Good knowledge in financial market products is required. Knowledge in Oracle SQL, PLSQL. Able to work independently with minimum guidance. Have excellent communication and interpersonal skills (to work with various Teams including business users). Able to manage senior stakeholders at MD, C Levels. Good people management skills. Under general direction, the incumbent of this position functions in a key executive management role, reporting to the County Executive. The incumbent is responsible for providing leadership in the strategic planning, development, acquisition, implementation, and operational initiatives in all areas of information and communication technologies in a constantly changing environment. The Commissioner sets overall County policy to meet overall organizational goals, setting priorities for systems development and coordinating departmental user needs in an integrated approach to maximize the efficient, effective and economical application of technological and staffing resources, and contain costs. The Commissioner oversees the purchasing or contracting of all hardware, software and peripheral equipment; develops, negotiates and monitors all contracts for services; and oversees all telecommunications services for the County. Administrative supervision is exercised over all department staff. Does related work as required.

Salary Range: $126,324-$187,894

QUALIFICATIONS:
Graduation from a regionally accredited or New York State registered college or university with a Master's Degree in business or public administration, computer science, information systems or other closely related field and ten (10) years of executive level information systems management experience providing a wide variety of technical support to a large County.

Key Responsibilities:

  • Provide tier 1 and 2 support for end-users across multiple on-premises sites, ensuring timely resolution of technical issues.
  • Administer, support, and troubleshoot Microsoft technologies including Windows Server, Active Directory, Exchange, Group Policy, and Microsoft 365 applications.
  • Manage incidents, service requests, and changes through ServiceNow or similar ITSM platforms.
  • Deploy, configure, and maintain hardware such as desktops, laptops, printers, and network devices.

  • Contribute to the automation of repetitive IT tasks using tools such as PowerShell or other scripting languages.

  • Support the implementation and adherence to cybersecurity best practices; knowledge of frameworks like NIST, CMMC, or ISO 27001 is a plus.
Qualifications:
  • Bachelor's degree in Information Technology, Computer Science, or a related field, or equivalent practical experience.
  • Proven experience (2+ years) in an IT help desk or technical support role, demonstrating a strong track record of resolving complex issues.
  • In-depth knowledge of Windows operating systems, Microsoft Office suite, and common business applications.
  • Strong understanding of networking concepts (TCP/IP, DNS, DHCP, Wi-Fi) and ability to troubleshoot network connectivity issues.
  • Experience with IT service management (ITSM) tools and ticketing systems.
  • Excellent analytical and problem-solving skills with the ability to diagnose and resolve technical challenges effectively.
  • Exceptional verbal and written communication skills, with a professional and patient demeanor when assisting users.
  • Ability to work independently and collaboratively within a team-oriented environment.
  • Experience working in regulated or security-conscious environments (e.g., DoD, manufacturing, finance).
  • Certifications such as CompTIA A+, Network+, Security+, CCNA, Microsoft Certified: Modern Desktop Administrator Associate, or equivalent are a plus.
  • Travel between local office or site locations as needed (valid driver's license required).
