Founded in 1971 in Long Island City, Queens **,** LaGuardia Community College is one of seven community colleges of the City University of New York (CUNY). LaGuardia offers more than sixty associate degree programs and more than fifty workforce training, ESOL, GED, and pre-college programs. In 2023, LaGuardia served approximately 24,000 students. Reporting to the Director of IT Services at LaGuardia Community College, the successful candidate will support the planning, implementation, monitoring, and evaluation of online learning projects in related initiatives at the College.
In addition to the CUNY Title Overview duties, the candidate will be responsible for coordinating the following:
+ Assists with the implementation of online learning and technology initiatives and professional development for faculty;
+ In collaboration with the Center for Teaching Learning assists in developing guidelines, policies, and support materials for online learning at LaGuardia Community College;

Responsibilities:
Gather intelligence from subject matter experts and administers about needs and future improvements.

Work closely with system owner and end users to assess their current software development processes and identify areas for improvement and optimization. This involves analyzing workflows, identifying bottlenecks, and recommending strategies to streamline processes and increase efficiency.

At the direction of the Authority and in coordination with the Application group Project Manager, collaborate with in-house/off-site development team to translate business requirements into detailed functional specifications. This includes documenting user stories, use cases, and acceptance criteria to guide the development team in building applications/workflows that meets the business needs. The applications/workflows
include in-house full-stack developed web application in .Net/React framework, and nocode/ low-code solution built in the enterprise platforms, including but not limited to
Microsoft SharePoint, Microsoft Power Platforms, OpenText Content Server, and eBuilder.
Develop, enhance and maintain the Power BI reports and SQL Server Report Services (SSRS) for Engineering applications.
Help to prioritize requirements based on business value, risk, and feasibility.
Assist in defining a comprehensive quality assurance and testing strategy to ensure the application/workflow meets quality standards and fulfills business requirements. This includes defining test plans and test cases, conducting testing activities, and collect test user feedback throughout the development lifecycle, and perform code compliance review.

REQUIRED Education, Technical Qualifications and Experience

Under general direction, the incumbent of this position functions in a key executive management role, reporting to the County Executive. The incumbent is responsible for providing leadership in the strategic planning, development, acquisition, implementation, and operational initiatives in all areas of information and communication technologies in a constantly changing environment. QUALIFICATIONS:
Graduation from a regionally accredited or New York State registered college or university with a Master's Degree in business or public administration, computer science, information systems or other closely related field and ten (10) years of executive level information systems management experience providing a wide variety of technical support to a large County.

- In-depth knowledge of Windows operating systems, Microsoft Office suite, and common business applications.
- Strong understanding of networking concepts (TCP/IP, DNS, DHCP, Wi-Fi) and ability to troubleshoot network connectivity issues.
- Experience with IT service management (ITSM) tools and ticketing systems.
- Excellent analytical and problem-solving skills with the ability to diagnose and resolve technical challenges effectively.
