The Information Technology Manager (ITM) oversees the daily management, maintenance, and support of PLC Detroit’s technology systems and infrastructure. Reporting to the Operations Director, the ITM is responsible for ensuring reliable IT operations across the institution, including serving as the in-house service desk, managing PLC’s website (including UX/UI), overseeing the student information system (SIS), learning management system (LMS), Customer Relationship Management System (CRM), troubleshooting on-site technology issues, and managing the institution’s technology inventory and checkout process. This role is hands-on and operational in nature, with responsibility for implementing and maintaining technology solutions that align with PLC’s mission and operational needs.
SKILLS AND KNOWLEDGE
• Bachelor’s degree in Information Technology, Computer Science, or a related field (Associate degree with significant experience considered). • 3+ years of IT experience, preferably in education or nonprofit environments. • Experience with website maintenance, basic UX/UI principles, and content management systems. • Familiarity with SIS, LMS, and CRM platforms. • Proficient in troubleshooting hardware, software, and network issues. • Knowledge of IT asset management and basic cybersecurity best practices. • Strong problem-solving and communication skills. • Commitment to PLC Detroit’s mission and values.
TYPICAL REQUIREMENTS
Website Management & UX/UI – 20% Maintain and update PLC Detroit’s website to ensure performance, accessibility, and user experience. Coordinate with leadership to ensure content accuracy and alignment with branding.
Technical Support & Service Desk – 25% Serve as the primary in-house technical support contact for staff, faculty, and students. Troubleshoot and resolve hardware, software, network, and system issues. Provide basic technology training and documentation.
IT Infrastructure & Systems Maintenance – 20% Support and maintain servers, networks, Wi-Fi, and security systems. Perform routine backups and monitor system health.
SIS/LMS/CRM Support – 15% Provide user support and basic administration for PLC’s Student Information System (SIS), Learning Management System (LMS), and Customer Relationship Management System (CRM). Coordinate with external vendors for advanced issues and system updates.
Technology Inventory & Asset Management – 10% Track, maintain, and manage technology equipment inventory. Oversee a library checkout system for technology resources.
Technology Implementation & Improvements – 10% Assist in evaluating and implementing new technologies that improve PLC’s teaching, learning, and administrative operations.

The following are the duties of this position at the full working level.
- Leading the implementation of security programs designed to anticipate, assess, and minimize system vulnerabilities, coordinating the implementation of security programs across platforms (Tier I, II and III) and establishing vulnerability reporting criteria.
- Reviewing proposed new systems, networks, and software designs for potential security risks, recommending mitigation or countermeasures, and resolving integration issues related to the implementation of new systems within the existing infrastructure.
- Assessing new systems design methodologies to improve software quality, accurately representing customer requirements, effectively measuring software development risk, presenting recommendations for adoption of new methodologies to senior management officials, and leading implementation.
- Investigating, evaluating and selecting tools and methods for improving productivity and software quality throughout the life cycle, assessing the feasibility of adopting new software design technologies within the current systems environment, and developing best practices guides for use by other applications software specialists.
- Providing authoritative advice to other specialists in areas such as disaster recovery, capacity planning, applications development, hardware strategy, and operating systems security, and developing and implementing agency guidelines.

SPECIALIZED EXPERIENCE FOR GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes Experience that demonstrates accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated through assignments that required the ability to analyze a number of alternative approaches in the process of advising management concerning major aspects of IT system design. This would include defining what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project.

Job Summary:
Highly motivated and experienced Client Service Manager to lead Help Desk support team at the affiliate level. This role is responsible for budget management, purchasing, compliance, incident reporting, and client service delivery. This person is process-driven leader with strong technical expertise, excellent communication skills, and a passion for standardization and automation.
This position serves as the primary liaison between NAITS (North America IT Services) and the local affiliate, ensuring seamless IT operations, alignment with corporate policies, and continuous improvement in IT service management.
Roles & Responsibilities:
- Help Desk Operations & Outsourced Team Management
- Lead internal and outsourced helpdesk teams, ensuring timely resolution of IT tickets and incident management.
- Oversee the outsourced IT service providers, ensuring adherence to SLAs and performance metrics.
- Conduct regular performance reviews with outsourcing partners, providing feedback and driving improvements.
- Develop and enforce SOPs and standardized workflows for both internal and external IT support teams.
- Implement automation and process improvements to increase the efficiency of IT support operations.
- Act as an escalation point for high-priority technical issues requiring leadership intervention.
- IT Budget & Financial Management
- Oversee local IT budget, including forecasting, monitoring, reporting, evaluating, and approving expenditures.
- Attend budget hearings and present IT financial status and forecasts to leadership.
- Manage purchasing activities, including requisitions (reqs), purchase orders (POs), approvals, and receiving.
- Ensure cost-effective IT procurement and compliance with corporate purchasing policies.
- IT Compliance & Audit Management
- Ensure adherence to regulatory and compliance requirements (JSOX).
- Prepare for and lead internal and external IT audits, ensuring documentation and processes are compliant.
- Maintain an up-to-date IT risk management and compliance framework.

- Generate and present monthly reports to executives on NAITS activities, incidents, and change management (CMs).
- Provide weekly IT reports to plant management, keeping stakeholders informed of IT-related issues and improvements.
- Monitor local Key Performance Indicators (KPIs) and implement process enhancements based on data insights
- IT Service Management & User Support
- Lead helpdesk operations to ensure timely resolution of IT tickets and incident management.
- Ensure efficient ticket handling and escalation processes to meet SLAs.
- Act as a liaison for executives, plant management, and corporate function leaders, fielding IT-related concerns.
- Assist users who are unsure of IT contacts by directing their requests to the appropriate NAITS teams.
- Oversee IT change management communications, ensuring that affiliate users are informed of upcoming updates, system changes, and scheduled outages.
- IT Policy Standardization & Documentation
- Verify, update, and align local IT policies and SOPs with NA standards.
- Participate in NAITS-wide steering committees to standardize IT governance across affiliates.
- Assist in hardware standardization efforts, ensuring alignment with corporate standards for PCs, scanners, printers, and other IT assets.
- IT Coordination and Collaboration
- Coordinate IT activities with the Infrastructure Team, IoT Team, and Manufacturing Operation Support.
- Lead cross-functional meetings with Client Services, Infrastructure, and Enterprise Application teams to facilitate information exchange.
- Serve as an active member of the Change Advisory Board (CAB), ensuring proper IT change management processes.
- IT Leadership & Affiliate Representation
- Attend local affiliate group meetings (e.g., HR, BP, Production) to represent NAITS and advocate for affiliate IT needs.
- Champion the needs of the local affiliate to NAITS leadership and ensure reciprocal communication.
- Market NAITS initiatives to affiliate users and stakeholders, promoting awareness and adoption of IT services.
- Crisis Management & Risk Mitigation
- Maintain and improve Crisis Management protocols, acting as the primary point of contact for IT-related incidents.
- Ensure disaster recovery and business continuity plans are up to date and well-communicated.
- IT Asset Management & Standardization
- Drive digital asset standardization across all North American sites, ensuring consistency in IT infrastructure and management.
- Lead project coordination efforts between NAITS and local affiliates, ensuring smooth implementation of IT initiatives.
Required Qualifications:
- Bachelor's degree in information technology, Computer Science, Business Administration, or a related field.
- 8+ years of experience in IT helpdesk management, IT service operations, or infrastructure coordination.
- Experience in people management preferred.
- Experience in manufacturing Help Desk Support, infrastructure support, or corporate IT services is preferred.
- Strong knowledge of Windows 11, Microsoft 365, and Active Directory.
- Familiar with ServiceNow ITSM Tool
- Experience with SCCM for software deployment and system imaging.
- Familiarity with VPN, VDI, RSA tokens, and remote access troubleshooting.
- Hands-on experience with PC hardware installations and software upgrades.

Benefits for internship positions: Grant Thornton interns are eligible to participate in the firm’s medical, dental and vision insurance programs and the firm’s employee assistance program. Interns also receive a minimum of 72 hours of paid sick leave, and are paid for firm holidays that fall within their internship period.

Job Description:
Collaborate with business partners to collect and document requirements and translate them into functional and technical specifications.
Develop strategies for enhancing current business processes to create efficiencies.
Work in collaboration with partners to define the overall project scope requiring technology solutions; prioritize collected requirements.
Evaluate the current and future state of business processes and workflows, and recommend changes to improve efficiency, reduce costs, and enhance system performance.
Help to plan, implement, and monitor business technology projects by preparing project documentation, facilitating communication, resolving issues, and performing cost-benefit and return-on-investment analyses.
Work with IT teams to design, develop, and implement IT solutions that meet business requirements and are tested and validated before deployment.
Address and support any issues after the IT solutions are deployed and deliver training to the designated domain owner.
Act as a liaison between business units and IT by guiding partner expectations, addressing concerns promptly, conducting regular meetings to review project progress and collect feedback, and assisting in preparing new project requests.
Ensure that process improvements align with overall business and IT strategies.
Oversee the RFP process, selection, acquisition, and implementation of new software systems and ensure smooth integration with existing platforms.
Required Education and Experience
1. Bachelor's degree in Computer Science, Information Technology, Business Administration, or a related field.
2. 8+ years of experience performing business analyst tasks in an IT Environment.
3. Proficient in using various business analysis tools and software that support business process modeling, data analysis, and project management.
4. Knowledge of the systems development lifecycle (SDLC) and familiarity with different methodologies, such as Agile.
5. Excellent analytical, organizational, leadership, and communication skills.
6. Proven ability to manage multiple enterprise projects simultaneously and meet deadlines.
7. Proficiency with project management software (e.g., Microsoft Project, Monday.com, etc.).
Preferred Education and Experience
1. Project Management Professional (PMP) certification, experience, and/or certifications in Agile methodologies and Six Sigma, and/or CBAP (Certified Business Analyst Professional) or PMI-PBA (Professional in Business Analysis)credentials.
2. Knowledge or experience in a Commercial Construction Management profession.
3. Experience with Workday, Microsoft Dynamics CRM, MS Azure, Monday.com, Procore, Autodesk Build, Vista by Viewpoint, Etc. and/or relevant experience.
