The Bioeffects Division (711 HPW/RHD) of the 711th Human Performance Wing within the Air Force Research Laboratory seeks to hire a mid-level, DO/DR-02, Information Technology Specialist (InfoSec) in San Antonio, TX.
This position supports information assurance and other critical functions within Bioeffects Division which focuses on enabling maximum safe exploitation of the electromagnetic spectrum for national defense.
Position Duties include, but are not limited to:
- Serve as Information Systems Security Manager and/or Information Assurance Manager for the Bioeffects Division's cybersecurity systems and enclave.
- Plans, organizes and manages 711/RHD Information Assurance Program activities to ensure compliance with legal and regulatory requirements and meet customer needs at a geographically separated unit (GSU).
- Maintains and improves the site’s overall information assurance posture in accordance with all DoD regulations and the National Industrial Security Program Operating Manual Supplement.
- Manages the following interrelated information assurance programs to ensure compliance with legal and regulatory requirements and fulfillment of customer needs: Information Security, Computer Security, Communications Security and Automated Information System Security Program.
- Leads, coordinates, communicates, integrates and is accountable for the overall success of the program, ensuring alignment with critical agency priorities.
- Implements and advises on information technology security policies and procedures to ensure protection of information transmitted within 711 HPW/RHD on the Joint Base San Antonio/Fort Sam Houston installation and from the installation using Local Area Networks, Wide Area Networks, the World Wide Web, or other communications modes.
- Utilizes current and future multi-level security products collectively to provide data integrity, confidentiality, authentication, non-repudiation, and access control of Local Area Network.
- Work pertains to the administration of all systems, including a myriad of associated hardware platforms, software applications and numerous interfaces included in the Local Area Network. Performs other duties as assigned.
- Develops cyberspace plans, strategy and policy to support and align with organizational cyberspace missions and initiatives.
- Performs services as systems administrator: Serves as a systems administrator responsible for planning, coordinating, modifying, implementing, and troubleshooting to meet customer needs.
- Performs other duties as assigned.

- Experience in developing/researching/implementing policies and procedures to ensure information systems reliability and accessibility and to prevent and defend against unauthorized access to systems, networks, and data;
- Experience in serving as, assisting the, or assuming responsibilities of an Information Systems Security Manager (ISSM);
- Strong track record in conducting risk and vulnerability assessments of planned and installed information systems to identify vulnerabilities, risks, and protection needs;
- Expertise with maintaining/assisting with a cybersecurity program that includes cybersecurity architecture, requirements, objectives and policies, cybersecurity personnel, and cybersecurity processes and procedures.
3. Skills and Competencies:
- Knowledge of risk management processes (e.g., methods for assessing and mitigating risk).

ATS is seeking a qualified Information Technology Specialist Network Administrator to support the Joint Base San Antonio (JBSA) Mission Training Complex (MTC) Contract with Simulation/Stimulation training support. Support to the MTC shall include integrated individual and collective Mission Command (MC) staff training and exercise via live, virtual and constructive modeling and simulations (e.g., Joint Land Component Constructive Training Capability (JLCCTC)) for home station, mission planning and rehearsal, and pre-deployment training ranging from platoon up to Combined Joint Task Forces (CJTF) levels with its Areas of Operations, to include Constructive and Gaming support to Title 10 Army training, Joint Training Plan (JTP), Theater Security Cooperation (TSC) engagement plan, Mission Rehearsals, Joint Interagency, Intergovernmental and Multinational (JIIM), and other multinational training are critical support elements for the MTC.
Specific duties may include, but are not limited to:
- Serves as the Network/Telecommunications technical expert with responsibility for assisting in analyzing network equipment and software reliability and utilization reports for large, complex equipment and software systems to identify and correct problem areas.
- Assist in the management and securing of the three MTC security boundary, stacks supporting all training exercises.
- Position requires the incumbent to be on call back and may require shift work. Shift work will be determined by the MTC director when necessary.
- Physical set-up of facilities (furniture), configuration (event network, simulation and Army Mission Command Systems and database deployment) and end-to-end testing between the simulation and Army Mission Command Systems according to architectural design as directed.
- Provides networking support for the MTC and any exercise support in preparation for training: Designs, Implements, and maintains network configurations, Builds, maintains, and configures Call Manager.
- Troubleshoots any network or Call Manager issues.
- Reviews STIGs and Best Business Practices (BBPs) to ensure that all Network equipment meets the required Defense Information Systems Agency (DISA), Army and DoD standards.
- Responsible for the management of the Network Enclave.
Required Qualifications:
- The appropriate DOD 8570.01-M baseline certifications as an IAT level II.
- Must be knowledgeable of LAN/WAN/WLAN/ Network Systems & Security Systems, Network System Hardware/Software, Network testing & implementation plans.
- Demonstrated broad knowledge of, and skill in applying network systems design, development, testing, installation, operations, management, and maintenance concepts and methods, and the organization's network architecture, topology, and protocols. This includes but is not limited to OSI model, routing protocols, Cisco Express Forwarding (CEF), Dynamic Overclocking Technology (Dot)1X, Dot1Q, IPsec, Dynamic Host Configuration Protocol (DHCP), Spanning-Tree and port security.
- Broad knowledge should also include several different manufactures including Cisco.
- Knowledgeable of industry's latest best practices on network design, network engineering, network monitoring, network reporting, network management, traffic engineering, and network security, new and emerging information systems security technologies (both commercial and government) to evaluate and recommend adoption of new and improved approaches to providing and validating systems security.
- Ability to evaluate and recommend application of new security authentication technologies, such as Public Key Infrastructure (PKI) certificates, secure cards, biometrics; Administer and monitor the implementation of new technologies; Conduct security accreditation for network; Identify system components, develop, and maintain diagrams, assess risks, determine security mode of operation, identify security requirements and countermeasures, evaluate performance of security mechanism, develop risk mitigation, and prepare accreditation documentation.

Duties and Responsibilities
The Air Force (AF) Special Access Program (SAP) Security Support Services (SSS) assists the AF cognizant security authority in oversight of enhanced National Security Objectives supporting AF SAP interests through active and integrated security operations, processes, mechanisms, and management. **Essential Functions, Responsibilities & Duties may include, but are not limited to:**
+ Provides expert-level support for the Defense Health Agency's IT Knowledge Management initiatives, with a primary focus on leveraging SharePoint and other collaborative technologies across the DHA's global network of military hospitals, medical clinics, and dental clinics.
+ Serves as a key specialist responsible for designing, implementing, and maintaining comprehensive knowledge management systems that support DHA's complex IT operations and decision-making processes.
+ Leads the development and implementation of IT knowledge management strategies that align with DHA's overall IT objectives, ensuring efficient capture, organization, and dissemination of critical information across approximately 250,000 end-user devices and 3,000 physical and virtual servers at 250 sites worldwide.
+ Designs and oversees the implementation of SharePoint-based knowledge repositories, collaboration spaces, and information portals tailored to the needs of various IT teams within DHA.
+ Ensures these platforms comply with DoD cybersecurity requirements, Risk Management Framework (RMF), and relevant DoD strategies.
+ Develops and maintains taxonomies, metadata schemas, and content organization structures to enhance searchability and accessibility of IT knowledge assets.
+ Implements advanced search capabilities and knowledge discovery tools to improve information retrieval efficiency.
+ Collaborates with IT teams across various disciplines (e.g., systems administration, cybersecurity, network operations) to identify critical knowledge areas and develop processes for capturing and sharing best practices, lessons learned, and standard operating procedures.
+ Implements and manages knowledge-sharing platforms that facilitate collaboration and information exchange among geographically dispersed IT teams.
+ This includes setting up and maintaining discussion forums, wikis, blogs, and other collaborative tools within the SharePoint environment.
+ Develops and oversees the implementation of knowledge retention strategies, ensuring that critical IT knowledge is preserved and remains accessible despite personnel changes or organizational restructuring.
+ Designs and implements metrics and reporting systems to measure the effectiveness of knowledge management initiatives.
+ Provides regular reports to leadership on knowledge utilization, gaps, and improvement opportunities.
+ Leads the integration of knowledge management practices into IT service management processes, ensuring that knowledge articles are linked to incident, problem, and change management workflows.
+ Develops and delivers training programs on effective use of knowledge management tools and best practices for knowledge sharing and collaboration.
+ Promotes a culture of knowledge sharing across the DHA IT organization.
+ Stays abreast of emerging knowledge management technologies and methodologies, continuously improving DHA's knowledge management capabilities to support evolving IT needs and challenges.
+ Works closely with information security teams to ensure that knowledge management systems and practices adhere to DHA's security policies and protect sensitive information appropriately.
**Work Experience, Knowledge, Skills & Abilities:**
+ Bachelor's degree in Information Systems, Knowledge Management, Computer Science, or a related field.
+ Master's degree preferred.
+ Relevant certifications (e.g., Microsoft Certified: SharePoint Server, KM Institute Certified Knowledge Manager, or equivalent) are highly desirable.
+ 7-10 years of experience in IT knowledge management, with at least 5 years of experience implementing and managing enterprise-scale knowledge management systems, preferably in SharePoint environments.
+ Should have demonstrable experience in large, complex organizations, preferably in military or healthcare settings.
+ Familiarity with DoD IT operations and knowledge management best practices is a significant plus.

ATS is seeking a qualified Information Technology Specialist Network Administrator Training Support to serve as the Network Engineer/Information Assurance Lead, to support the Joint Base, San Antonio (JBSA) Mission Training Complex (MTC) Contract with Simulation/Stimulation training support. Support to the MTC shall include integrated individual and collective Mission Command (MC) staff training and exercise via live, virtual and constructive modeling and simulations (e.g., Joint Land Component Constructive Training Capability (JLCCTC)) for home station, mission planning and rehearsal, and pre-deployment training ranging from platoon up to Combined Joint Task Forces (CJTF) levels with its Areas of Operations, to include Constructive and Gaming support to Title 10 Army training, Joint Training Plan (JTP), Theater Security Cooperation (TSC) engagement plan, Mission Rehearsals, Joint Interagency, Intergovernmental and Multinational (JIIM), and other multinational training are critical support elements for the MTC.
Specific duties may include, but are not limited to:
- Act as the overall communications architect and Alternate Cyber Security Support Officer (IASO) for the MTC with coordination responsibility with outside agencies and MTC branches.
- Shall create/establish communications architecture, coordinate communications plans, configure communications equipment, implement Cyber Security processes, and assist in installing equipment and circuitry in support of distributed exercises.
- Coordinates all aspects of the communications architecture and exercise support plans with communications planners at other simulation facilities, the JBSA NEC, and participating tactical units.
- Plans include distribution of data, voice, and VTC over both LAN and WAN in both classified and unclassified modes for simulations/stimulation networks; NIPRNET, SIPRNET, and tactical networks.
- Physical set-up of facilities (furniture), configuration (event network, simulation and Army Mission Command Systems and database deployment) and end-to-end testing between the simulation and Army Mission Command Systems according to architectural design as directed.
Required Qualifications:
- Must possess the appropriate DoD 8570.01-M baseline certifications as an IAT level II.
- Possess a BS or BA degree in Network management or a related field and a minimum of eight (8) years' experience in Network architecture design and implementation.
- Shall possess advanced planning, troubleshooting and maintenance skills on servers, routers, switches, firewall configuration and configuration/architecture.
- Possess a strong understanding of technology integration and information flow including LAN/WAN, firewalls, security, storage, and backup methodologies.
- Knowledge of specific product lines (for example Cisco, Fujitsu, Hewlett Packard, Tripwire, etc.).
- Understand the RMF 2.0 Continuing Monitoring (CONMON) ATC process and IA requirements.
- Possess and maintain all applicable and necessary certifications in accordance with governing regulations.
Clearance : Requires a Secret Security clearance
