Job Description
The Department of Management (DOM), Division of Information Technology (DoIT), is seeking an Information Technology Service Management (ITSM) Lead to oversee the direction, implementation, and ongoing enhancement of ITSM processes across 16 state agencies. This key role is instrumental in aligning ITSM best practices with business objectives to drive operational efficiency, enhance service delivery, and support continuous improvement across a complex, multi-agency environment.
Key Responsibilities :
  • Manage the overall health, access, upgrades, integrations, and security of the State of Iowa's ITSM platform.
  • Oversee the configuration and maintenance of the Configuration Management Database (CMDB) and Information Technology Asset Management (ITAM) modules, ensuring accurate data and lifecycle management of IT assets.
  • Design and maintain service catalogs, workflows, and approval processes to optimize request and incident handling.
  • Develop reports and dashboards to track ITSM performance, key performance indicators (KPIs), and support data-driven decision-making.
  • Collaborate with technical teams to implement automation and AI-driven improvements across the ITSM platform.
  • Lead the development and continuous improvement of ITSM frameworks in alignment with ITILv4, including oversight of CMDB, Service Catalog, and Knowledge Management.
  • Ensure adherence to ITSM policies and processes across agencies through collaboration with internal teams and leadership.
  • Serve as a liaison between IT, business units, and vendors to enhance service delivery and ensure effective ITSM operations.
  • ITSM through automation, configuration, and KPI tracking to improve service quality and efficiency.
  • Deliver executive reports and partner on ITSM training to drive adoption across state agencies.
  • Lead ITSM team efforts to create and maintain technical documentation for all aspects of the ITSM platform, including configuration guides, process flows, and integration details.
Working Arrangement :

This position requires on-site work in Des Moines, Iowa each week. Employees meeting all expectations of their responsibilities may request remote work and develop a hybrid/remote schedule collaboratively with their manager.

Prepares contracts for DOM with the assistance of DOM's legal team. Acts as an advisor regarding specific DOM contract terms, specifications, and regulations. Disseminates information regarding contract status and modifications with DOM leadership. Interacts with vendors to negotiate contract terms and conditions on behalf of DOM. Prepares RFP, RFI, RFB, ITQ and other procurement documents. Monitors vendor performance and compliance with DOM contractual terms and conditions. Relies on experience and judgment to plan and accomplish goals. Performs tasks with increasing complexity and tasks requiring detailed analysis and research. Creativity and independent decision making is required. Reports to the IT Procurement and Grants Management Team Lead.

DUTIES AND RESPONSIBILITIES

  • Writes and edits contracts on behalf of DOM for IT goods and services
  • Drafts, negotiates, and reviews several types of agreements (Master, SOW, EULA, Lease, etc).
  • Negotiates contract terms and conditions directly with vendors, which may include meetings with the vendor and/or relevant stakeholders.
  • Works with DOM leadership and Department of Administrative Services Procurement and Contract Enterprise to determine proper sourcing strategies for each DOM initiative.
  • Tracks current contracts and coordinates contract extension, waiver, and/or close-out.
  • Champions contract policy and procedure revision and improvement.
  • Works directly with Vendors to build relationships, to ensure performance, and maintain compliance with DOM contractual terms and conditions.
  • Ensure contracts are communicated to all relevant parties to provide contract visibility and awareness, interpretation to support implementation.
  • Draft competitive procurement documents.

This role will be responsible for providing timely support for day-to-day technical issues related to IT systems and processes. You will work closely with higher-level Information Technology Specialists within DOM DoIT to meet the IT operational requirements of various sites.

Key Responsibilities:

Job Description
The Iowa Department of Management (DOM), Division of Information Technology (DoIT), is looking for a highly motivated candidate to join our team as a Compliance Officer 2 - Information Technology Acquisitions Officer.
This position will be responsible for managing the end-to-end acquisition lifecycle, ensuring compliance with state regulations and policies, and maintaining positive vendor relationships. This role will play a critical part in drafting, negotiating, and executing solicitations and contracts for Information Technology (IT) goods and services, while also ensuring alignment with organizational objectives and budgetary constraints.
Key Responsibilities:
Compliance and Documentation
  1. Ensure compliance with organizational policies and regulations within the IT acquisition process.
  2. Serve as a liaison with Performance and Risk Management, Finance, and Legal departments to ensure solicitations and contracts meet regulatory and accreditation requirements.
  3. Collaborate with stakeholders to define requirements and specifications for IT acquisitions.
  4. Develop and maintain templates, policies, and procedures to streamline the IT acquisition process.

Solicitation and Contract Lifecycle
  1. Manage the entire competitive solicitation process, from drafting to contract awarding, ensuring all requirements are met.
  2. Manage solicitation submissions, lead solicitation evaluations and presentations, and negotiate contracts while fostering positive relationships with stakeholders.
  3. Monitor contract performance, address issues promptly, and foster positive vendor relationships.
  4. Conduct thorough vendor performance evaluations and negotiate contract terms, pricing, and service level agreements (SLAs).
  5. Collaborate with acquisition subject-matter experts to ensure positive outcomes.

Acquisition Analysis and Continuous Improvement
  1. Analyze IT acquisition effectiveness, identifying issues and proposing optimizations.
  2. Participate in continuous improvement initiatives to document and implement new ideas for enhanced efficiency.

Working Arrangement:

This position requires onsite work in Des Moines, IA each week. Employees meeting all expectations of their work responsibilities may request remote work and develop a hybrid/remote schedule collaboratively with their manager.

5) Current, continuous experience in the state executive branch that includes experience equal to two years of full-time management/supervisory work in the interpretation and enforcement of federal and state laws or department policies and procedures or quality assurance review.
6) Current, continuous experience in the state executive branch that includes experience equal to eighteen months of full-time work as a Compliance Officer 1.

Innova Solutions has a client that is immediately hiring for IT Project Manager .

Position type: Full Time, Contract
Duration: 12+ months
Location: (Remote) City, IA 50301
Shift: 8:00am 5:00 pm (M-F)

As an IT Project Manager, you will:

  • Communicate project vision with leadership to align on plan, scope, and customer expectations.
  • Define deliverables, scope, and develop detailed schedules to meet goals.
  • Build effective teams and foster relationships across departments.
  • Set expectations, ensure accountability, and resolve conflicts.
  • Apply project management principles to ensure timely delivery and meet customer needs.
  • Escalate issues with proposed solutions to leadership.
  • Make sound business decisions to support company objectives.
  • Present key information to senior leadership for decision-making.
  • Manage multiple projects and resources through effective prioritization.
  • Participate in process improvement and lean initiatives.

Qualifications You Must Have:

  • These positions require a Bachelors degree in an appropriate discipline and at least 5 years of relevant experience. In the absence of a degree, at least 15 years of relevant experience would be required.
  • Willing and able to travel up to 25% of the time.
  • Experience with project management oversight of infrastructure, security, and software development initiatives.
  • Experience building and managing schedules in MS Project.

Preferred Qualifications:

  • Consent Agreement Experience.
  • SAP GTS or PLM/MES systems Experience.
  • Experience with multiple project methodologies including waterfall and agile Scrum methodology.
  • Project Management Professional (PMP) certification.
