Description

Information Technology (IT) Support Staff provides all desktop computing, hardware, software and peripherals support to all of our employees. The position requires timely and accurate diagnosis of system related problems and determining between hardware, software and network related problems, and work in conjunction with the System Administrator to provide resolution. The IT Support Staff will be expected to take ownership of assigned incidents and problems, and contact required resources both inside and outside the company necessary to resolve the problem.

Essential Job Functions:

Specific tasks will include, but are not limited to, the following:
  • Troubleshoot all information technology issues, including software, hardware, and networking.
  • Configure, install and update desktops, laptops, PDAs, peripherals, networks, and related software.

  • Serve as a Network Analyst on a U.S Army Cyber Protection Team (CPT) in the U.S. Army Cyber Protection Brigade (CPB) monitoring network security to enable cyber security operations.
  • Analyze network architecture by installing, operating, maintaining, configuring, testing, and securing hardware and software-based routers, switches, firewalls, and various operating systems to enable network hardening recommendations.
  • Provide expert technical support to enterprise-wide and local network technicians to identify and resolve cyber defense incidents.
  • Interpret provided network diagrams, run local scanning software, and encompass sensor related data to create logical, physical, and persona-based diagrams utilized by the Cyber Protection Team during missions.
  • Survey and evaluate network traffic, identify baselines to facilitate locating adverse network trends, anomalous traffic, or malicious cyberspace activity (MCA).
  • Provide technical advice, guidance, and assistance on a wide range of complex cybersecurity issues and distribute information pertaining to cyber related threats impacting the Department of Defense Information Network (DoDIN).
  • Develop Army and Department of Defense incident response and threat mitigation countermeasures, friendly network forces prioritization, and operational assessments.
  • Defend and clear critical assets, Mission Relevant Terrain (MRT) or Key Terrain Cyber (KT-C) either remotely or by deploying to the affected location as needed.
  • Coordinate with network owners, local network defenders, and Cyber Security Service Providers (CSSP) to develop methods for the timely and accurate reporting and implementation of defensive countermeasures.

Summary This position is part of the Defense Media Activity. The incumbent will be responsible for IT security in support of DMA's Enterprise Mission Networks and Systems. Responsibilities As a Information Technology Specialist (INFOSEC) at the GS-2210-13 some of your typical work assignments may include: Directs and controls assigned Information Assurance (IA) services and provides specialized Information Security (IS)/IA services throughout the DMA enterprise. Develop and recommends broad policies governing services and long-range objectives for Information Assurance and Security service delivery. Ensures that DoD Component-owned or controlled DoD information systems are assessed for IA vulnerabilities on a regular basis, and that appropriate IA solutions to eliminate or otherwise mitigate identified vulnerabilities are implemented. Maintains day-to-day vulnerability compliance using Continuous Monitoring and Risk Scoring platform (CMRS) hosted at the Defense Information Systems Agency (DISA) using the Assured Compliance Assessment Solution (ACAS), Microsoft Endpoint Configuration Manager (MECM), DISA Security Technical Implementation Guides (STIGS), and other Commercial Off-the Shelf (COTS)/Government Off-the Shelf (GOTS) applications. Research technical capabilities of contractors, develop estimated costs, drafts technical requests for proposals, assesses capability of contract experts, and provides advice to the DMA Enterprise Architect on final selection. Participates, as needed, in interagency negotiations on IT contract support, project agreements and areas, financial viability of business projects, and methods for funding and cost sharing arrangements, as applicable. Coordinates with the Director, Mission Support, and DMA Chief Financial Officer (CFO) in resolving issues resulting from programming, budgeting, and funding requirements. Requirements Conditions of Employment Qualifications You may qualify at the GS-13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Leading IT infrastructure, software and cloud projects from inception to completion. Planning and coordinating a wide range of activities designed to ensure and to protect IT systems, services, and capabilities. Monitoring and evaluating vulnerabilities of automated information systems to prevent, assess and resolve risks associated with firewalls and security policies. Analyzing and evaluating IT network systems performance, technology rollout planning and insertion using the least disruptive practices, cybersecurity principles, concepts and practices, programs, and issues of the Information System Security Management (ISSM) program area. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Overview

CBTS Enterprise IT Solutions Practice is expanding in the Baltimore, MD Area and in turn the search is on for a Professional IT Project / Program Manager. We are seeking a highly motivated individual with a passion for enhancing the workflow of our Information Technology Team. The successful candidate will facilitate planning events, resolve impediments and provide coaching in Agile methodologies. Additionally, the candidate will be involved in specific IT projects and will assist team leaders in their management. Experience in enterprise class project management tools is required and proficiency in Atlassian Jira and Confluence is desired.

This individual will join an Enterprise IT Solutions Organization based out of Middle River, Maryland and be expected to work onsite Monday to Friday.

Responsibilities

  • Collaborate with IT team leads to load work into Jira.
  • Monitor progress, identify and resolve work blockages.
  • Remove barriers to ensure the smooth flow of work for the IT team.
  • Leverage reporting tools.
  • Coach the team in adopting Agile and Lean methodologies.
  • Facilitate and participate in Scrum-based events such as project intake & sprint planning, demo days, and regular stand-up meetings.
  • Gather stakeholders to assist with task acceptance criteria validation and verification.
  • Support IT team leads in organization activities such a budget planning and procurement.
  • Take a leading role in managing and coordinating specific IT initiatives and projects.
  • Manage and maintain the IT portfolio.
  • Manage project intake from other departments into IT.

Qualifications

  • Bachelor’s degree.
  • A strong affinity for teamwork.
  • At least 5 years of relevant experience as a project manager, scrum master or business analyst.
  • Working knowledge of Agile methodologies.
  • Experience with Atlassian Jira and Confluence is .
  • Proven track record of collaboration.
  • Ability to combine conceptual thinking with a pragmatic approach.
  • Analytical mindset with the ability to identify blocked work products.
  • Proven track record in people and project management skills.
  • Excellent documentation skills.
  • Ability to work on high-complexity assignments with minimal instructions.
  • Continuous learner with a natural curiosity for improving business processes and increasing the flow of work.
  • Can do attitude with a desire to see projects through to acceptance with an eye towards continuous improvement and positive change.
