THE ROLE

Vacancy Information

Job Summary:
The purpose of this classification is to ensure the security operation of the City's data, computer systems, servers, and network connections. Employees in this classification are responsible for developing, planning, organizing, managing, implementing, maintaining, and performing cybersecurity risk analysis of systems; scrutinizing network traffic; establishing vulnerability scans; checking server and firewall logs; conducting user activity audits, and troubleshooting, as well as also analyzing and resolving security breaches and vulnerability issues in a timely and efficient manner This position will assist with developing IT security policies. ESSENTIAL DUTIES
Essential Duties and Responsibilities:

- Plans, organizes, manages, and participates in the development, implementation, and monitoring of the City's information security programs, information technology risk management programs, and information security policies; supervises and reviews the work of professionals and serves as a subject matter expert in information security.
- Develops and executes a cyber security strategy that is aligned with internal stakeholders, organizational priorities, facilitates city operations, and meets industry standards.
- Directs and participates in the identification of security risks, development and implementation of security management practices, and the measurement and monitoring of security protection measures.
- Ensures compliance with regulatory requirements such as Criminal Justice Information Services (CJIS), Payment Card Industry Data Security Standards (PCI), Health Insurance Portability and Accountability Act (HIPAA), California Privacy Protection Agency, and federal, state, and local laws.
- Monitors agency infrastructure, devices, and information systems for security integrity; provides planning and guidance to information technology staff on vulnerability management and security incident response procedures.
- Oversees portfolio of cyber risk and security applications and procedures, implements new security processes and related technologies to ensure a continuous improvement of the City's cyber security posture.

Qualification Guidelines:

Education and/or Experience :
Option A:

Position Overview
We are seeking a highly technical Manager of Information Technology (IT) to lead and support all aspects of our IT operations in a fast-paced telecommunications environment . This individual will oversee internal IT support (Helpdesk), corporate infrastructure (on-prem and cloud), endpoint management, network security, and ensure high system availability and performance across a globally distributed workforce.
This is a hands-on leadership role requiring deep technical knowledge and the ability to manage complex IT systems, vendors, and a team of technical support professionals.
Key Responsibilities
IT Operations & Helpdesk Leadership
- Lead the internal IT Helpdesk team, ensuring timely support for hardware, software, connectivity, and access issues across the organization.
- Manage service level agreements (SLAs), incident response, and escalations.
- Implement and continuously optimize ITIL-based processes (incident, change, asset, and configuration management).
Infrastructure & Systems Management
- Oversee the design, implementation, and maintenance of enterprise IT infrastructure, including:
- Servers (Windows/Linux), virtualization (VMware/Hyper-V)
- Active Directory, DNS/DHCP, Group Policy, Office 365/Azure AD
- Corporate firewalls, switches, routers, and VPNs
- Cloud services (AWS, Azure, or GCP) and hybrid environments
- Maintain robust backup, disaster recovery, and high availability strategies.
Security & Compliance
- Ensure enterprise-wide compliance with cybersecurity best practices (NIST, ISO 27001, SOC 2).
- Lead annual compliance audits.
- Manage endpoint protection, MDM, MFA, and vulnerability management.
- Work closely with 3rd party consultants and internal engineering teams to secure internal networks and customer-facing services.
Telecom IT Environment Support
- Collaborate with engineering and operations teams to support telecom-specific systems (e.g., OSS/BSS platforms, SIP/VoIP infrastructure, NMS/EMS tools).
- Maintain uptime and support for telecom-related applications, test labs, and secure provisioning tools.
Team & Vendor Management
- Hire, mentor, and manage a high-performing IT support and infrastructure team.
- Manage IT budgets, procurement, licensing, and vendor relationships.
- Coordinate third-party support contracts and service providers.
- Bring hands-on experience with hardware troubleshooting and system architecture.
- Possess proven abilities to research, evaluate, and recommend new technologies.
Qualifications
Technical Qualifications
- Bachelor’s degree in Computer Science, Information Technology, or related field (Master’s ).
- 8+ years of progressive experience in IT operations, with at least 3 years in a management or team lead role.
- Expertise in managing:
- Windows Server, Linux, Active Directory, and Group Policies
- Microsoft 365, Exchange Online, Intune, Azure AD
- Firewalls (e.g., Fortinet, Palo Alto), switching/routing, SD-WAN, and VPN solutions
- Virtualization (VMware ESXi, Hyper-V), backup platforms (Veeam, Commvault), and cloud infrastructure (Azure/AWS)
- Strong knowledge of networking protocols (TCP/IP, DNS, DHCP, VLANs, SNMP, etc.)
- Experience with helpdesk tools (e.g., ServiceNow, Jira Service Desk) and asset management systems.
Experience
- Prior experience in a telecom or managed services provider (MSP) environment.
- Familiarity with carrier-grade hardware/software tools (e.g., SBCs, VoIP/SIP systems, BGP configurations).
- Knowledge of PCI, GDPR, and telecom regulatory compliance requirements.

The IT Manager is responsible for verifying the IT landscape supports the property business goals safely, securely, and effectively. This integral role demonstrates key information technology and computer science skills which enhance escalated support for property IT infrastructure and hardware, including repairs, installations, maintenance of systems for designated property/properties. The IT Manager assists the Area IT Manager to identify and forecast future technology needs and provides input into budgetary proposals for capital expenditures. A key responsibility of the IT Manager is to collaborate with various technology vendors to validate that property IT solutions meet the needs of guests, associates, owners and property leaders.
**CANDIDATE PROFILE**
**Education and Experience**
- High school diploma or G.E.D. equivalent; 2-4 years' experience in Information Technology or related professional area.
OR
- 2-year degree from an accredited college or university in Business Administration, Information Technology, or related major; and 2 years' experience in related professional area.

**CORE WORK ACTIVITIES**
- Manage technology needs within budget targets.
- Assist and/or provide input to IT Leadership for capital expenditures (CAPEX) and department operating budget based on anticipated IT projects and property requirements, including anticipated ROI on technology investments.
- Analyze and assess current IT landscape on property and prepare estimate for necessary technology upgrades and improvements to meet those business needs.
- Evaluate and verify that each area of responsibility is in compliance with appropriate Marriott International Policies (MIPs).
- Implement solutions as directed to resolve IT discrepancies.

Building and Sustaining Relationships
- Write and present proposals, analyses, project plans, cost models, etc. in written and/or oral formats.
- Provide customer service to property leadership and associates at dedicated property/properties.
- Respond to inquiries from customers/vendors/peer group.
- Provide detailed status reports as requested, coordinate 3rd party vendor management, and escalation support.
- Ensuring client Technology needs are met
- Assist in disaster recovery and business continuity as it relates to technology.
- Provide technical guidance for assigned locations.
- Escalate support for all Marriott approved technology solutions (i.e. mobility devices, GPNS) & Request Center Processes through Tier Escalation process).
- Provide escalation and guidance to property pertaining to guest & associate internet access requirement.
- Escalate problems as appropriate through direct supervisor, US/Can IT Field and/or Global IT resources.
- Image desktops, install new software applications, apply patches, map drives to appropriate servers and/or networks.
- Move/add/change PCs/peripherals, migrating data when necessary.
- Perform routine desktop backup as scheduled or directed.

- Confirm technology security (i.e. encryption, patch deployment) and technology compliance (i.e. Quarterly audit measures are in place).
- Support unit infrastructure (servers, switches, router, APs etc.) and engage appropriate MI IT and/or vendor resources.
- Assist in creating and maintaining secure server environment. Perform server backups and routine preventative maintenance.
- Provide project support for corporate, regional and property initiatives.
Project Management
- Execute IT Hotel projects and manage vendor installations.
- Conduct quarterly and annual IT audit and provide plan and recommendations to remediate any deficiencies identified during the process.
- Provide guidance on compliance with Marriott IT and Security Standards.
The hourly pay range for this position is $33.94 to $56.25.
