Position Summary:

The Information Technology (IT) Manager reports to the Chief Operations Officer and is an important member of the Any Baby Can management team. The main responsibilities of the position include defining and executing efficient IT operations, thought leadership, identifying opportunities to leverage technology and automation, and collaborating with agency leadership to align technology solutions with business strategy. This position may require a flexible work schedule to meet the needs of the agency.

Key Responsibilities:
  • Oversees day-to-day internal IT operations to ensure high-value service delivery, compliance with policies and processes. Also manages service level agreement with managed IT services provider.
  • Manages, motivates, develops, and evaluates staff.
  • Develops and tracks IT performance metrics and leads continuous improvement initiatives to enhance operational efficiency and service quality.
  • Translates organizational strategic goals into actionable IT strategies and projects by fostering effective cross-functional partnerships and collaborating with executive leadership on infrastructure planning, budgeting, and vendor procurement to ensure technology aligns with business objectives.
  • Develops and implements secure IT systems to protect data integrity and ensure compliance with best practices, and regulations. Conducts cybersecurity education for Any Baby Can staff and leadership. Stays current on emerging cybersecurity threats and trends.
  • Drafts, updates, and maintains standard operating procedures and rapid response plans to minimize service disruptions. Coordinates and plans drills and exercises to ensure organizational readiness for IT related emergencies.
  • Works with stakeholders to define technology needs, researches IT options and recommends cost-effective solutions that align with organizational goals.
  • Performs other duties as assigned.
Qualifications:
  • Bachelor's degree in a technology field of study (Computer Science, Information Systems, Cybersecurity, etc.) with 3-5 years of relevant work experience or an Associate's degree or certification in a technology field of study (Computer Science, Information Systems, Cybersecurity, etc.) with a minimum of 5 - 9 years of equivalent work experience.
  • Certification in at least one of the following is preferred: Cybersecurity & Infrastructure Security Agency (CISA), Certified Information Security Manager (CISM), Certified Information Systems Security Professional (CISSP), CompTIA A+, Security+, CCNA (Cisco Certified Network Associate), Product/Technology Certifications.
  • Minimum of 2 -3 years supervisory experience.
  • Working knowledge of current IT and data systems technology, security operations and practices, and budget preparation and management.
  • Working knowledge of computer equipment and word processing packages, including but not limited to MS Office (Outlook, Word, Excel, PowerPoint), and databases.

Information Systems Technicians manage communication operations and networks aboard Navy vessels, and play a vital role in everything from electronic mail systems to special intelligence and information warfare systems. There are two types of Information Systems Technicians depending on whether you choose to serve on ships or submarines. Responsibilities may include:

INFORMATION SYSTEMS TECHNICIAN (IT)

  • Establishing, monitoring and maintaining radio frequency communication systems
  • Operating and maintaining global satellite telecommunications systems
  • Transmitting, receiving and storing all incoming and outgoing messages
  • Managing and coordinating information systems security across platforms and fleets
  • Designing, installing and operating wide-area-networks, computer systems and associated devices
  • Performing network system administration, maintenance and training and manage network security
  • Installing applications, troubleshooting user problems and providing training and assistance with use of computer hardware and software
  • Writing programs to collect and distribute data for a variety of applications
  • Ensuring the proper security and handling of communications materials, systems and equipment
  • Performing diagnostics and data recovery operations and maintaining logs
INFORMATION SYSTEMS TECHNICIAN SUBMARINES (ITS)

Work Environment

As an IT, you are primarily stationed aboard ships at sea, while you'll serve aboard submarines as an ITS. You will also receive shore assignments. Your typical work environment will be a clean, climate-controlled indoor space used to house electronic equipment or computers.

Training & Advancement

Upon completion of initial training at Recruit Training Command Great Lakes (known as Boot Camp), both ITS and ITs report for specialized training, including:

Class "A" Technical School (24 weeks) in Pensacola, FL (for ITs) or Groton, CT (for ITSs) for training on Microsoft, Cisco and Oracle computer software and hardware fundamentals, automatic data processing, security, and system theory and operation.

After "A" School, Information Systems Technician Submarines (ITS) will also attend submarine training:

Basic Enlisted Submarine School (8 weeks) in Groton, CT, for training in basic submarine systems. Note that this training is only for Information Systems Technician Submarines (ITS).

After completing training, ITs and ITSs will receive their first assignments. ITs may be assigned to a ship, communication station or shore station, while ITSs may be assigned to a submarine, communication station or shore station. Promotion opportunities are regularly available but competitive and based on performance.

Advanced Training

Advanced training as an Information Systems Technician may be available during later stages of your career. For those with further leadership aspirations and a college degree, Officer roles may be available, providing opportunities to lead and train others.

Post-Service Opportunities

Specialized training received and work experience gained in the course of service can lead to valuable credentialing and occupational opportunities in related fields in the civilian world, such as IT and network support, computer programming, web development, and information security.

Education Opportunities

Beyond offering access to professional credentials and certifications, Navy technical and operational training as an Information Systems Technician can translate to credit hours toward a bachelor's or associate degree through the American Council on Education.

You may also continue your education through undergraduate degree opportunities like the Navy College Program and Tuition Assistance and the Post-9/11 GI Bill.

Qualifications & Requirements

A high-school diploma or equivalent is required to become an Enlisted Sailor and an Information Systems Technician.

Due to the sensitive nature of this role, you must be a U.S. citizen eligible for a "Top Secret" security clearance, which requires a background investigation. Immediate family members must also be U.S. citizens.

IT and ITS applicants should have good arithmetic, writing and speaking skills, and should be able to use and understand computers. You should also be able to perform detailed work, keep accurate records and work well with others as part of a team. Important physical attributes include good manual dexterity and physical strength.

ITS applicants must be willing to serve aboard submarines.

General qualifications may vary depending upon whether you're currently serving , whether you've served before or whether you've never served before .

Part-Time Opportunities

Serving part-time as a Navy Reserve Sailor, your duties will be carried out during your scheduled drilling and training periods. During monthly drilling, Information Systems Technicians in the Navy Reserve typically work at a location close to their homes.

For annual training, you may serve anywhere in the world, including locations in the U.S., at bases overseas, or in areas where humanitarian needs are great.

Most of what you do in the Navy Reserve is considered training. The basic Navy Reserve commitment involves training a minimum of one weekend a month (referred to as drilling) and two weeks a year (referred to as Annual Training) - or the equivalent of that.

Information Systems Technicians in the Navy Reserve serve in an Enlisted role. Before receiving the ongoing professional training that comes with the job, initial training requirements must be met.

For current or former military Enlisted servicemembers, prior experience satisfies the initial Recruit Training requirement, so you will not need to go through Boot Camp again.

For those without prior military experience, you will need to meet the initial Recruit Training requirement by attending Boot Camp in Great Lakes, IL. This training course will prepare you for service in the Navy Reserve and count as your first Annual Training.

  • Serves as a liaison with Information Technology System (ITS) in network administration within a user department. May possess primary responsibility for administration and troubleshooting of a stand-alone departmental network.
  • May install computer hardware, software and peripheral devices, as required. Troubleshoots problems encountered by department users, performs highly advanced diagnostics and provides limited user training. Coordinates and may oversee technical support work provided by ITS. Maintains inventory of department hardware and software.
  • Evaluates vendor hardware and software for user department. Collaborates with users, researches product information and assesses available products. Leads or participates in development of formal Requests for Proposals (RFPs) or Request for Information (RFIs) to obtain computer systems, hardware and software. Monitors ensuing contracts through implementation to insure vendor performance or delivery of services.
  • Creates and/or develops enhancements needed for highly complex departmental databases. Maintains production, development and test database systems to meet user needs and provides systems support and security for self-contained departmental databases.
  • Configures document management systems.
  • Provides end-user and system support for specified department applications and functions.
  • Produces periodic status and operational reports for high-level management review.
  • Conducts training efforts of systems implementation, including documentation, instruction and hands-on-training of others.
  • May develop policies, operating procedures and protocols related to database systems within a department. May monitor databases and servers and consult with department staff to develop database applications and facilitate the effective use of database systems.
  • Performs other job-related duties as assigned.
Minimum Requirements

Education and Experience: Bachelor's degree in Computer Science, Information Systems, Business Administration or a directly related field AND seven (7) years of relevant work experience, including one (1) year of team lead, supervisory or management, experience; OR, Any combination of education and experience that has been achieved and is equivalent to the stated education and experience and required knowledge, skills, and abilities sufficient to successfully perform the duties and responsibilities of this job. Linux Technology Architect

Responsible for design, implementation and maintenance of central IT infrastructure and applications, including bulk retrieval (mirroring) and reverse proxying of external software, packages and other components required for our research staff to perform their deliverable project work.

Required Qualifications
  • HS/GED and five years of related experience.

  • Candidate will need to obtain a DoD 8570.1/8140 IAT Level II Certification, such as CompTIA CySA+ or Security+, within 6 months of hire date.
