Position Summary

Staff Development Program Specialist - This position is responsible for designing, developing, and implementing distance learning courses and resources in coordination with division training officers and subject matter experts. This position also involves coordinating various activities for the training and exercise program in accordance with a wide variety of policies and procedures. This position provides general knowledge and expertise with all types of training delivery, particularly virtual and video training methods, and provides professional level training to students attending Wisconsin Emergency Management (WEM) training courses. This position will assist the Training and Exercise Section in developing curriculum for training and exercises delivered by the section. Additionally, this will coordinate and manage training administration logistics, budget, and the implementation of WEM's credentialing program in order maintain National Incident Management System (NIMS) compliance.

Staff Development Program Specialist Senior - This position will implement a number of short-term special projects including training and exercising as part of the Department of Homeland Security (DHS), Homeland Security Exercise Evaluation Program (HSEEP) exercise and training program for Wisconsin Emergency Management. In order to facilitate a quality program in the shortest amount of time this position will require an experienced trainer with event planning and continuous improvement background.

The position will track continuous improvements following the HSEEP; develop, conduct, and evaluate all-hazards exercises in accordance with the Homeland Security Exercise Evaluation Program (HSEEP); and serve as lead planner for the annual Governor's Conference on Emergency Management and Homeland Security, directly leading the work of other staff members in the section. The Staff Development Program Specialist Senior will work closely with Wisconsin Emergency Management Region Directors and program managers, state agency staff, nongovernmental agencies, private industry, and elected and appointed officials in the development, conduct, and evaluation of exercises.

This position involves the development of evaluation instruments consistent with the HSEEP to facilitate the gathering and dissemination of corrective action comments, the analysis of corrective action comments, the development of improvement plans, and the coordination, development, and delivery of training courses identified in the improvement plans. This position will require training and experience in the HSEEP.

Salary Information

Starting pay for the Staff Development Program Specialist will be 30.00 - 32.45 per hour and is in the 81/04 pay schedule/range and starting pay for the Staff Development Program Specialist Senior will be 35.00 - 37.70 per hour and is in the 81/03 pay schedule/range. State compensation includes an excellent benefits package. For current permanent state employees, pay will be set in accordance with the State Compensation Plan. A 12-month probationary period is required.

Job Details

Qualifications

Candidates who meet minimum qualifications will have experience with:

The Training Director is responsible for strategically leading the development and implementation of training programs to enable mechanical and electrical technicians to operate, maintain, and modernize a data center campus in Abilene, leveraging their expertise in mechanical and electrical systems. The role involves designing scalable training materials, including SOPs, e-learning modules, and hands-on workshops, focused on electrical, mechanical, controls, and programmatic knowledge. The director will collaborate with senior leadership and SMEs to align training with organizational goals, integrate new technologies, and incorporate third-party training like NFPA 70E and thermography, while staying updated on industry trends to ensure relevance.
**Responsibilities**
Strategically design, oversee, and implement comprehensive training programs to enable mechanical and electrical technicians to operate, maintain, and modernize a data center campus in Abilene by leveraging expertise in mechanical and electrical systems.
Collaborate with senior leadership and operational stakeholders to align training initiatives with organizational goals, identifying skill gaps, and developing strategic solutions to transition technicians into data center operator roles.
Lead the creation and governance of scalable training materials, including SOPs, e-learning modules, and hands-on workshops, to build advanced competencies in electrical, mechanical, controls, and programmatic knowledge essential for data center operations.
Proactively monitor industry trends and advancements in data center operations to ensure training programs remain innovative, relevant, and aligned with best practices.
Partner with subject matter experts (SMEs) and technology leaders to identify and integrate emerging technologies into the training curriculum and data center workspace.
Oversee the incorporation of specialized third-party training, such as NFPA 70E and thermography, into the curriculum to enhance technical expertise and ensure regulatory compliance.
Direct the administration of tabletop and walkthrough drills to reinforce training objectives, simulate complex operational scenarios, and enhance campus-wide preparedness for data center operations.
Lead audits of training retention to evaluate program effectiveness, ensuring sustained knowledge application and operational excellence across data center staff.
Analyze Root Cause Analysis (RCA) and Computerized Maintenance Management System (CMMS) data to identify trends, risks, and opportunities, using insights to drive the development of a strategic annual training plan that supports long-term campus modernization.
5+ years of experience in training management, program development, or operational excellence, with at least 3 years in a leadership or director-level role.
7+ years in a critical facility or data center environment, with deep knowledge of mechanical and electrical systems.
Proven track record of designing, scaling, and leading enterprise-wide training programs that drive measurable outcomes.
Advanced analytical skills to assess organizational training needs, evaluate program impact, and leverage data for strategic decision-making.
Exceptional leadership and communication skills to influence cross-functional stakeholders, foster collaboration, and drive cultural change.
Extensive experience in developing SOPs, training content, and compliance programs at scale.
Familiarity with industry standards such as NFPA 70E, thermography, and data center modernization practices is highly desirable.

US: Hiring Range in USD from: $120,100 to $251,600 per annum. May be eligible for bonus, equity, and compensation deferral.

The HIM Coding Audit Training Analyst Coordinator provides advanced training to hospital coding staff, compliance, CDI, physicians, and clinical staff. This Coordinator serves as a subject matter expert for all ICD-10 CM/PCS and CPT coding practices, conventions, regulatory, and reimbursement guidelines for the system. They audit and monitor all areas of hospital coding. The coordinator works with providers and clinical staff to make critical coding decisions based on incomplete, and ambiguous record documentation. They assist the coders in converting patient diagnoses and procedures documented by the providers in the EHR (Electronic Health Record) to ICD10/PCS and CPT codes at an advanced level of complexity.
**Essential Functions**
+ Provides advanced training to acute coders at all levels, providers, clinical staff, compliance and the CDI team.
+ Audits and creates appeals for all payer and regulatory denials and downgrades and provides in-depth coding review, audit findings, and appeal strategies.
+ Develops and implements training plans for all internal stakeholders including coders at all levels, providers, clinical staff, compliance and the CDI team.
+ Audits clinical documentation and coding for complex internal and external coding questions
+ Ensures that coded data accurately reflects the severity of illness, risk of mortality, and quality of care
+ Performs audits including DRG (Diagnosis Related Groups), ICD-10 CM/PCS (Procedure Classification System), CPT, and PSI (Patient Safety Indicators)
+ Analyzes data and collaborates with applicable stakeholders to identify aberrant coding patterns and trends.
+ Participates in hospital quality improvement initiatives to assure accurate reimbursement

+ Bachelor's degree in health information management (RHIT), health informatics, or related field from an accredited institution. Education will be verified.
+ Three (3) years of experience in an HIM Coding role.
+ Demonstrated experience creating training programs and knowledge of adult learning styles.
+ Demonstrated proficiency with EPIC EHR and 3M 360 CAC (Computer Assisted Coding), using 3M automation tools .
**Physical Requirements**
+ Ongoing need for caregiver to see and read information, labels, monitors, identify equipment and supplies, and be able to assess customer needs.
+ Frequent interactions with customers that require caregiver to communicate as well as understand spoken information, alarms, needs, and issues quickly and accurately.
+ Manual dexterity of hands and fingers to manipulate complex and delicate equipment with precision and accuracy. This includes frequent computer, phone, and cable set-up and use.
+ Expected to lift and utilize full range of movement to transport, pull, and push equipment. Will also work on hands and knees and bend to set-up, troubleshoot, lift, and carry supplies and equipment. Typically includes items of varying weights, up to and including heavy items.
+ For roles requiring driving: Expected to drive a vehicle which requires sitting, seeing and reading signs, traffic signals, and other vehicles.

  • Complete specimen receiving, processing, and waive testing.
