The Operations Manager provides leadership to leading staff to ensure customer requirements are achieved while meeting our Penske goals and objectives.
**Position Summary:**
Lead teams in a dynamic operational environment, to consistently exceed established goals, demonstrate a commitment to customers and a dedication to excellence and innovation. Develop forward looking plans and turn those plans into successful execution. Effectively manage resources to achieve operational excellence and meet or exceed the site financial operating plan. Implement and maintain an incident free safety culture at the operation.
**Schedule** : Monday - Friday 6:00 AM - 4:00 PM (Hours may vary depending on business needs)
**Salary** : $83,600 - 112,800 - Position is bonus eligible up to 30% of the base salary
**Major Responsibilities:**
**People**
- Establish and sustain that all supervisors and associates are trained and competent and understand how their work relates to the customers' business objectives

**Operations**

**Finance**
- Develop and execute annual financial and operating plan

- Identify issues with the operating metrics and P&L and make required adjustments in a timely manner
- Ensure customer billings and associate payroll are prepared timely and accurately, the payables and intercompany charges are valid and correct, and all other activities are accurately reflected in the P&L.
**Safety**
- Lead a culture of safety through personal example
- Develop, execute, and assess continuous improvement plan to reduce accident and injury frequency
- Ensure each associate understands their individual role and responsibilities, as well as the group's role and responsibilities required to achieve and maintain a safe work place

**Growth/Customer Experience**

**Fleet/Assets**

**Qualifications:**
- 4 - 6 years related functional experience.
- 3+ years managerial or supervisory experience with DOT regulated positions required
- High School degree or equivalent required
- Bachelor's Degree preferred
- Proficiency with computers including Microsoft Outlook, Word, Excel, Access, PowerPoint required
- Must have ability to connect and build rapport and relationships with associates and external customers at all levels

- Completes and maintains appropriate attendance records, seating charts, disciplinary documentation, and updated student information as required.
- Assist the operator with pre-and-post vehicle inspection activities to ensure proper operating conditions, adherence to prescribed Department of Transportation and district standards, and compliance with proper safety standards. Reports the need for repair or maintenance work to the bus mechanic on appropriate forms.
- Assist with keeping the school vehicle clean at all times including all windows, windshields, rear-view mirrors, headlights, and tail-lights; sweeps interior vehicle floor, cleans spills and body fluids, and empties trash daily.
- Renders necessary assistance to students who become ill on the bus, or may require help in boarding or leaving the bus to include operation of specialized equipment for students with special needs, i.e., wheelchairs lifts and tie-downs, toddler/infant seats, and seat belts.
- Establishes and maintains effective communications and working relationships with district personnel, school officials, students, and parents. Properly communicates via radio dispatch.

Responsibilities
Summary:
This position involves scheduling, overseeing and managing Officers tasked with the transportation and safeguarding of detainees at various locations as directed by the United States Marshals Service (USMS). Additionally, it is responsible for ensuring that all vehicles and equipment utilized under the USMS BPA adhere to standard operating policies and procedures, with regular maintenance conducted in compliance with federal, state, and organizational laws, rules, and regulations. Further, it is responsible for routine monitoring of Officers on transportation missions and hospital guard assignments.
Primary Duties and Responsibilities:
- Conducts interviews and provides recommendations for hiring Senior Transportation Officers and Transportation Officers. Ensures all necessary forms are accurate and comprehensive. Trains Officers on policies and procedures related to the transportation of detainees. Provides overall supervision of Officers assigned to their respective USMS Region, ensuring proper scheduling and offering mentorship as needed.
- Maintains a roster and assigns Officers to missions upon request of the USMS.
- Acts as a liaison between GTI and the districts within their designated region.
- Recommends performance improvement plans when necessary and implements effective disciplinary measures for Officers who fail to adhere to strict policies and procedures regarding the transportation and guarding of detainees. If performance does not improve, recommends additional disciplinary actions, including termination. Continuously enhances Officers' knowledge and skills by facilitating training sessions and providing relevant materials. Conducts refresher courses in defensive driving and hospital guard techniques to ensure Officers remain informed about current policies and procedures.
- Ensures that Officers scheduled hours comply with policy and regulatory constraints. Monitors Officer schedules weekly, making necessary adjustments to align with all federal Department of Transportation (DOT) rules and regulations, as well as organizational policies and procedures. Provides retraining and counseling as needed.
- Oversees and schedules maintenance services and repairs for all assigned vehicles. Ensure that any defects identified by Officers or inspectors are addressed promptly. Maintains effective recordkeeping and scheduling for vehicle service and inspection dates, managing maintenance costs without compromising safety.
- Reports and investigates all accidents involving assigned Officers. Identifies problem areas, provides retraining, counseling, and disciplinary action when necessary. Ensures that all accidents are reviewed by the safety committee to determine their causes and whether they were preventable. Conducts safety meetings on relevant topics and engages regularly with Officers about safety interests and procedures to reinforce commitment to safety. Assists and represents the company in legal matters involving assigned drivers.

Qualifications
Minimum Requirements:
- High school diploma or equivalent certification required. Possession of applicable state requisites for employment.
- Three (3) years of continuous law enforcement related experience which includes at least two (2) years as a supervisor.
- Must be at least twenty-one (21) years of age.
- Must be a United States citizen.
- Demonstrated experience to function in a supervisory capacity.
- Must have completed an approved training program resulting in a certification of satisfactory completion in Corrections, Law Enforcement, or Military.
- Certification in Corrections, Law Enforcement, or Military.
- A current U.S. driver's license with no preventable accidents, suspensions for driving convictions, Driving While Intoxicated (DWI) or Driving Under the Influence (DUI) or more than two (2) moving violations on any type of vehicle for the past three (3) years.
- Passing a company and Department of Transportation (DOT) drug and alcohol test.
- Ability to pass a Company and Federal Client background investigation.
- May be required to obtain a USDOT medical examiner certificate, "medical card" after hire.
- Extensive knowledge of State/Contracting Agency laws relating to detainee transportation.
- Ability to communicate and interact with a variety of personalities.
- Ability to interpret complex written/oral communication, documents, and instructions.
- Ability to make and implement decisions without assistance.
- Ability to give instructions in a manner that encourages teamwork and cooperative spirit.

Duties may include but are not limited to transportation, and/or logistics and backhaul functions.
Transportation:
+ Answer all incoming calls to resolve driver, sales representative and customer issues as needed. Communicate with drivers any updates to their routes.
+ Utilize software (MS Excel, Omnitracs, Tandem, Kronos, etc) to create, update, and communicate various reports and files for proper transportation functioning. Examples include attendance, DVIRs, backhaul spreadsheets, delivery window dispatch, driver key log, trailer temp log, transportation route update, network update, and other transportation metrics.
+ Assist in the damages and shorts process by notifying vendors and drivers to find a resolution. Complete associated paperwork involved in damages and shorts.
+ Other duties as assigned by manager.
Backhaul and Logistics:
+ Communicate key information to the proper recipient to support backhaul and transportation operations (including, but not limited to, the arrival of backhauls, daily dispatch information, backhaul scheduling/rescheduling, service updates to Omnitracs, abnormalities/delivery issues, etc).
+ Support in logistics operations by assisting in scheduling all pick up appointments for backhaul orders and vendors for the division. Complete related paperwork and communicate backhaul and logistic information when necessary.
+ Other duties as assigned by manager.

**WORK ENVIRONMENT**
