**What We're Looking For**
This opportunity entails serving as the Senior Project Manager - Transportation to the Williamson County Road Bond responsible for updating and maintaining Road Bond design criteria, directing subject matter experts in the review of roadway design plans, performing subject matter expert reviews on complex road design projects, directing consultant engineers on design concepts and recommendations, presenting design concepts and recommendations directly to the client, performing value engineering on milestone plan submittals, overseeing the development of cost estimates on an ad-hoc basis, and providing guidance to project management staff on the best technical approach for a multiple concurrent projects.
**What You'll Do:**
+ Responsible for development of the project scope and fee quotation and assists in the preparation of technical proposals and contracts in accordance with HNTB's Sophisticated Contracting Approach (SCA).
+ Serves as the primary client liaison and manages the project team to deliver the scope, schedule, and budgets to completion and to the client's satisfaction. Leads client contract scoping and negotiations.
+ Performs technical discipline tasks including analysis, reports, design, specification, and production for assigned projects.
+ Implements the firm's project delivery plan using HNTB's Sophisticated Delivery Approach (SDA) on each project. Leads the development and the execution of the project management plan. Supervises and mentors team to overall project objectives.
+ Responsible for/oversees project staffing, including, but not limited to; recruitment, development, retention and succession of project staff; development of plan for project staff reporting; and support for performance and compensation reviews.
+ Partners with Client Service Leaders and pursuit champions to assist with business development, building client relationships, and pursuit efforts for mega and super mega projects in accordance with HNTB's Sophisticated Sales Approach (SSA). Works with the project team and marketing resources to prepare appropriate proposal and presentation materials. Leads proposal development and interview presentations for strategic, mini-mega or mega projects to the client as well as general presentations within the industry and community.
+ May be responsible for the recruitment, hiring, development and retention of staff, including development of plan for staff reporting, performance and compensation reviews, and succession.

**What You'll Need:**
+ Bachelor's degree in Engineering and 12 years of relevant experience
+ 4 years of successful management of engineering projects
**Primary Focus Will Include:**
+ Directing revisions and updates to Williamson County design criteria .
+ Facilitating workshops for consulting engineers to communicate changes in design requirements and approaches.
+ Guiding subject matter expert reviews of transportation plan submittals.
+ Performing subject matter expert reviews of complex transportation plans.
+ Providing quality review of plan review comments to ensure client goals are met.

+ Utility relocation coordination with the County's utility coordination firm.
+ Developing and maintaining client relationships.

AECOM is seeking a creative, highly talented **Senior Transportation Planning Engineer/Project Manager** for immediate employment in Texas. The responsibilities associated with this position encompass a diverse range of tasks, including but not limited to:
+ Oversee projects, manage tasks, and collaborate with project teams in the development of multimodal transportation plans. The projects include feasibility studies, corridor studies, long-range transportation plans, master transportation plans, small area plans, National Environmental Policy Act (NEPA) documents/studies, and other related plans.
+ Act as a visible leader and trusted advisor to clients, both internally and externally, while championing AECOM's values. Facilitate the integration of planning and engineering efforts within project teams to establish a cohesive decision-making framework.
+ Lead project teams by assigning and monitoring work progress, mentoring colleagues, and conducting quality assurance reviews of completed work by team members.
+ Collect and analyze transportation data to support project decision-making. Support the implementation of innovative planning processes and generate deliverables, including high-quality graphics, reports, and web-based products.
+ Conduct stakeholder outreach and public involvement efforts, including organizing and leading meetings and presentations with stakeholders.
+ Develop and evaluate alternative conceptual designs; consolidate project alternatives and recommendations from stakeholder inputs.
+ Collaborate with the local area Business Development Team and Senior Management in the development and execution of significant project pursuits and delivery. Establish relationships with external and internal clients, industry associations, potential consultant team members, and contractors.
**Qualifications**
**Minimum Qualifications:**
+ BA/BS + 10 years of related experience or demonstrated equivalency of experience and/or education, including 2 years of leadership
+ AICP or PE Certification is required.
**Preferred Qualifications:**
+ 10+ Years of related experience or demonstrated equivalency of experience in transportation projects including planning and data analysis, economic evaluation, freight analysis and demand modeling.
+ Bachelor's degree in urban/city/Regional Planning or Civil Engineering.
+ Understanding of the state and regional transportation planning frameworks and collaboration processes in Texas.
+ Demonstration of effective leadership skills as a project manager, key task leader, or deputy project manager in a significant transportation planning project or program.

Essential Duties:

Transportation Specialist I
  • Assists with coordinating and/or monitoring Community Traffic Safety Programs and activities involving preparation of the District Highway Safety Plan.
  • Assists with project design involving design calculations and sketches of plans, layouts and typical sections.
  • Coordinates traffic studies, analyzes traffic data, determines need and prepares plan layouts for traffic project including signs, signals, illumination devices or traffic data collection devices.
  • Coordinates with roadway design on schematics and reviews in-house and consultant traffic control plans or traffic projects.
  • Develops site layouts utilizing engineering workstations and software.
  • Investigates and responds to public complaints on traffic signals, signs, railroad crossings, pavement markings, traffic management systems or other traffic related items.
  • Meets with the public to discuss complaints and coordinates proposals with other governmental officials.
  • Prepares and distributes strip maps for speed zones.
  • Prepares and makes transportation-related presentations at various conferences and meetings.
  • Responds to complaints and identifies problems regarding traffic signal timing, congestion, operations and assists in developing recommendations for long-term solutions.
  • Performs other responsibilities as assigned.
Additionally, as a Transportations Specialist II
  • Develops and prepares consultant work orders and agreements.
  • Evaluates and analyzes design issues.
  • Performs other responsibilities as assigned.
Additionally, as a Transportation Specialist III
  • Assists in overseeing project design involving design calculations and sketches of plans, layouts and typical sections.
  • Makes recommendations to replace or modify signs, signals and illumination devices.
  • May serve as a lead worker and the related tasks.
  • Represents the Department at various meetings.
  • Researches and evaluates data, interprets and analyzes results, prepares reports and recommends solutions to problems.
  • Reviews and revises Plans, Specifications & Estimates and project designs for traffic control devices, signals, signs, markings, detours, traffic control plans, roadway illumination, traffic management systems or Intelligent Transportation Systems (ITS).
  • Performs other responsibilities as assigned.

Bachelor's Degree in a related discipline. Relevant work experience may be substituted for degree on a year per year basis . Substitutions for Minimum Qualifications

Experience:

Transportation Specialist I: 2 YEARS Transportation design, construction, traffic operations, maintenance, bridge inspection (Experience can be satisfied by full time or prorated part time equivalent).

Transportation Specialist II: 4 YEARS Transportation design, construction, traffic operations, maintenance, bridge inspection. (Experience can be satisfied by full time or prorated part time equivalent).

Transportation Specialist III: 5 YEARS Transportation design, construction, traffic operations, maintenance, bridge inspection . (Experience can be satisfied by full time or prorated part time equivalent). Relevant work experience

Relevant work experience may be substituted for degree on a year per year basis OR related graduate level education may be

substituted for experience on a year per year basis.

Licenses and Certifications :

Transportation Specialist I, II & III - Valid driver's license at the time of application. This position requires driving a state vehicle.
