POSITION SUMMARY:

This position has primary responsibility for prospect, applicant, and partner engagement; project structuring and negotiation; loan underwriting and recommendations; loan closing processes; loan portfolio management; program compliance and reporting; and other functions required for the SBA Microloan Program, USDA Rural Microentrepreneur Assistance Program, and the Minnesota Emerging Entrepreneur Loan Program. This position in coordination with the Entrepreneurship Program Manager, designs and delivers technical assistance to applicants and borrowers and supports the launch of Southwest Minnesota Community Capital, our emerging Community Development Financial Institution.



ESSENTIAL FUNCTIONS:

  • Apply independent judgment and discretion to perform comprehensive credit analysis of business plans; historic and projected business cashflow statements, profit and loss statements, and balance sheets; credit bureau reports; business and personal income tax returns; personal financial statements; business and personal collateral/security ; organizational/governance documents; audits, contracts, and other due diligence information to complete an accurate financial analysis for each applicant. Review business projections and assumptions for reasonableness to complete the financial analysis and underwriting process.
  • Provide pre and post loan technical assistance to borrowers by assisting prospects and applicants with business planning and loan application preparations and current loan clients with related processes for smooth business operations.



  • Prepare financing recommendations and coordinate applicable internal approval processes including loan committee meetings, President approvals, and board ratifications/approvals.
    Communicate credit decisions to credit applicants and project partners. Negotiate terms and conditions as warranted.



  • Prepare loan closing documents, internal loan files, intercreditor agreements, and other documents in compliance with applicable government regulations and Foundation policies and procedures. Execute filings and registrations to ensure that security interests are perfected, including UCC filings, mortgages, and other pledges of business or personal assets.



  • Provide portfolio management throughout the term of the loan including insurance, forbearance requests, payoff management, restructuring requests and complex payment issues, substitutions or releases of collateral, collections, and other elements of a mission-based commercial loan portfolio.



  • Ensure that all loans are made in adherence with Federal, State, and Foundation policies, procedures, guidelines, and applicable laws.
    Enforce adherence to requirements and advise management on needed actions. Maintain up-to-date knowledge of SBA, USDA, and DEED products, rules and regulations, and applicable laws and policies. Assist in preparing reports, budgets, expenditure analysis, funding requests, and all other steps needed for compliance with funding from SBA, USDA, DEED, and any other program funders from time to time.



  • Manage the budgeting and payment processes including engagement with accounting staff, management of incoming invoices, and related steps to align with internal policy and procedure, external regulation from funders, and other internal or external guidelines and requirements.
  • Support the certification, launch, and implementation of the Southwest Minnesota Community Capital emerging Community Development Financial Institution (CDFI) including, but not limited to research, resource procurement, due diligence, strategy, budgeting and sustainability assessment, organizational design, donor and funder relations, compliance, reporting, and brand promotion.

  • Participate in internal staff functions, team meetings and events.
  • Perform other duties as assigned.
  • Data Management and Integrity: Perform established processes and procedures to maintain the accuracy, completeness, and security of the organizations data within your area of responsibility. Ensure data is entered, updated, and managed following organizational standards and best practices. Regularly review and verify data to identify and correct errors or inconsistencies and collaborate with team members to improve data management practices.



KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:

  • Demonstrated ability to act independently, apply discretion and confidentiality, think critically and analytically, negotiate, and persuade; strong situational awareness and self-awareness to act empathetically in difficult and complex situations.
  • Knowledge of managing government funding programs, compliance, and reporting.
  • Strong written and verbal communication skills, program management, and stakeholder relationship management.
  • Proficient skills in Microsoft Outlook, Excel, Word, and database management; proficiency in bookkeeping software.
  • Strong understanding of economic development, credit analysis and commercial finance, business operations and management, business technical assistance including operations and financial management, fundamentals of entrepreneurship, and available resources for small businesses.
  • Knowledge and understanding of southwest Minnesotas economy and the network of key stakeholders regionally, statewide, and nationally.
  • Ability to develop and apply new skills to solve complex problems and improve processes.

MINIMUM QUALIFICATIONS:

Bachelor's degree in accounting, business administration, finance, or related field. Minimum of three years experience in banking or commercial business finance. Minimum of three years experience working directly with entrepreneurs and small business owners. This position requires significant travel in the region (estimated to be up to 2-3 days per week), in addition to occasional state or national travel. Must provide personal transportation to travel as needed.

PREFERRED QUALIFICATIONS:

Five years experience in commercial business finance and experience working directly with entrepreneurs and small business owners. Direct experience as a founder or small business owner. Experience working with economic development programs and organizations.

    Departmental Overview



    The Office of the Vice Chancellor for Research (VCRO) has overall managerial responsibility for Berkeley's research enterprise. It seeks to maintain a research environment that fosters creativity, collaboration and community. Its specific goals are to provide effective support for campus-wide research efforts; to advocate for research needs and resources; and to maximize the benefits of Berkeley's research to the scholarly community, and to the quality of life in the local community, the state, and the nation.     The Chief Innovation and Entrepreneurship Officer (CIEO), established in 2020, is a high profile position that reports directly to the Vice Chancellor for Research. The CIEO will oversee, through subordinate senior managers, and have line management responsibility for the Office of Intellectual Property and Industry Alliances (IPIRA) which is comprised of the Office of Technology Licensing (OTL) and Industry Alliances Office (IAO), Berkeley SkyDeck Accelerator, and the Innovative Genomics Institute IP Office. The CIEO will lead with vision, influence, and a spirit of collaboration to strengthen a dynamic network of startup incubators, accelerators, and entrepreneurial programs, including Bakar Labs, the EBI Entrepreneurial Business Incubator (EBI), the Sutardja Center for Entrepreneurship and Technology (SCET), NSF I-Corps Bay Area, the Berkeley Haas Entrepreneurship Hub, and many others.     Take a lead role in developing innovative mechanisms for maximizing returns to the University of California, in support of its public mission, including collaboration with the UC Office of the President.

    Collaborate with campus senior management (and UCOP where necessary) on resolving controversial situations, intellectual property issues, patent and licensing negotiations.

    Serve as ex-officio member of Board of Directors for Berkeley SkyDeck.


    Required Qualifications



    • Extensive experiences with at least one of the following: business development, IP management, and sophisticated models of financial investment in business partnerships designed to drive innovation and industry transformation.
    • Expert knowledge of the entrepreneurial field through experiences in the industry and/or with academic research.
    • Highly sophisticated skills in analysis, executive advising, strategy development, systems planning and change management.
    • Expert leadership abilities and interpersonal skills to effectively lead, motivate and influence others.
    • Strong ability to build and maintain relationships with diverse stakeholders (such as campus staff partners, faculty/researchers, students, private industry representatives, etc) and lead groups toward common goals. Ability to collaborate with diverse faculty in top tier academic setting to influence cross-functional key stakeholders.
    • Ability to navigate complex, decentralized, and matrixed organizational environments; possess political acumen.
    • Expert skills to work collaboratively and act persuasively in sensitive situations; skills in conflict management techniques.

    • Ability to establish goals at macro-level and lead subordinate management to develop goals in alignment with mission.
    • Ability to establish metrics for department and employee goals which measure effectiveness of contributions to efficient operations of the department.
    • Bachelor's degree in related area and / or equivalent experience / training.

    Preferred Qualifications



    • Entrepreneurial experience in a leveraged organization generating $500M in revenue or more, experience as a startup founder, and/or experience working in or with a venture capital or
      private equity portfolio company.
    • Highly sophisticated knowledge of administrative management theory and ability to translate into practice.

    The CIEO will be a skilled senior-level manager to drive enhancements and motivate and guide their functional teams:

    • Provide overall leadership to various teams for Berkeley's intellectual property licensing strategy, organization and procedures; centering the perspective of the campus inventor to ensure a transparent and inventor-friendly interface that maximizes returns to the campus and positive impact for the world.
    • Take a lead role in developing innovative mechanisms for maximizing returns to the University of California, in support of its public mission, including collaboration with the UC Office of the President.
    • Collaborate with campus senior management (and UCOP where necessary) on resolving controversial situations, intellectual property issues, patent and licensing negotiations.
    • Serve as ex-officio member of Board of Directors for Berkeley SkyDeck.
    Required Qualifications
    • Extensive experiences with at least one of the following: business development, IP management, and sophisticated models of financial investment in business partnerships designed to drive innovation and industry transformation.
    • Expert knowledge of the entrepreneurial field through experiences in the industry and/or with academic research.
    • Highly sophisticated skills in analysis, executive advising, strategy development, systems planning and change management.
    • Expert leadership abilities and interpersonal skills to effectively lead, motivate and influence others.
    • Strong ability to build and maintain relationships with diverse stakeholders (such as campus staff partners, faculty/researchers, students, private industry representatives, etc) and lead groups toward common goals. Ability to collaborate with diverse faculty in top tier academic setting to influence cross-functional key stakeholders.
    • Ability to navigate complex, decentralized, and matrixed organizational environments; possess political acumen.
    • Expert skills to work collaboratively and act persuasively in sensitive situations; skills in conflict management techniques.
    • Strong management skills to oversee complex teams / functions / programs, people, and budget.
    • Ability to establish goals at macro-level and lead subordinate management to develop goals in alignment with mission.
    • Ability to establish metrics for department and employee goals which measure effectiveness of contributions to efficient operations of the department.
    • Bachelor's degree in related area and / or equivalent experience / training.
    Preferred Qualifications
    • Entrepreneurial experience in a leveraged organization generating $500M in revenue or more, experience as a startup founder, and/or experience working in or with a venture capital or private equity portfolio company.
    • Highly sophisticated knowledge of administrative management theory and ability to translate into practice.
    • Advanced degree (MBA, JD or PhD in related field).

    POSITION TITLE: AY Lecturer Pool – Strategy & Entrepreneurship

    POSITION DETAILS:

    The Department of Strategy & Entrepreneurship seeks part-time lecturers to teach courses in Entrepreneurship, International Business, and Strategic Management in the BS/BA and MBA programs.

    Duties of a part-time lecturer include instruction, class preparation, grading, and office hours. Other duties may be assigned based on departmental needs. Course assignments, including dates, time, and modality, are made by the Department Chair under the direction of the College Dean.

    Part-time lecturers are instructional faculty with conditional appointments based on enrollment and budget. Hires from the pool of applicants are made when there are instructional needs to fill coursework offered by an academic department based on changing enrollment patterns, changes to tenure-track faculty assignments, and other factors that cannot be addressed with our existing faculty. Initial appointments are typically for one semester, but occasionally academic year initial appointments are made. Appointments may be renewed based on department needs, funding, and performance. Often appointments are made just prior to the start of the semester.

    REQUIRED QUALIFICATIONS:

    • MBA or equivalent, or JD for law related courses.
    • Availability to teach and hold office hours face-to-face. Office hours = 45min/wk. per 3-unit course.

    PREFERRED QUALIFICATIONS:

    • Degree received from an AACSB accredited institution
    • Five years related work experience

    Rank and Salary:

    Initial rank and salary for lecturer faculty are based on professional experience and educational background and are determined by the hiring department. Most new lecturers are hired at the Lecturer A or B rank. As of July 2024, the classification salary ranges for the respective ranks are:

    Lecturer A: $5,507 - $,677

    Lecturer B: 6,221 ‐ $1 ,224

    Lecturer C: 6,825 ‐ $1 ,523

    Lecturer D: 8,593 ‐ $1 ,211

    The salary ranges indicated are based on a "full‐time rate" (15 weighted teaching units (WTUs)). A semester's worth of compensation is made up of six (6) payments of the given amount. To calculate your salary for a semester, the base rate would be pro‐rated based on the units worked out of 15 WTUs. If you were a Lecturer A assigned 3 units at the minimum salary, your pay would be structured as follows: $5,5 7 x 3/15 (3 units out of a possible 15 units total) = x 6 checks = 6,608.40 total for 3 units/semester.
